ArquitectonicaGEO is thrilled with the opportunity to submit our team's qualifications for this
very exciting project that will transform the Wynwood District into a more walkable, livable ,
and sustainable district. Trees and other vegetation clean our air and water, create greener
neighborhoods, calm traffic, improve public health, provide wildlife habitat and adsorb
greenhouse gases. Trees are a critical piece of urban infrastructure. The urban tree canopy
in Miami face a number of challenges and in fact, the UTC is bellow 15%. The county's trees
sequester 564,500 metric tons of CO' per year with an economic value of $2.3 million. Urban
tree sequestration offsets about 2% of all CO' emissions during the year county-wide.
The opportunities that the Wynwood District presents with the City's vision are vast. Creating
a master plan for this quickly growing and dynamic district will serve as design guidelines to
make Wynwood an active, diverse, sustainable, livable, mixed-use neighborhood. Increasing
the urban tree canopy of the area will have enormous benefits that include, reducing heat
temperatures , attract new businesses and residents, increase programming of open spaces,
improving social ties among neighbors, draw more investment, and stamp it as a must visit
destination in Miami.
We have assembled a team of experts that are both committed and passionate to create a
streets cape and street tree master plan that will serve a guide and road-map to achieve the
ARQUITECTONICAS ~ r') goals of the City. The concrete jungle provides a phased approach to planning for streets cape,
2900 Oak Avenue trees , and vegetation in Wynwood's landscape. The three phases outline therein form a
Miami, Florida 33 132 comprehensive strategy and maintenance plan to make the City's vision into a feasible reality.

In the space provided below respond to the requirements for the Proposal Narrative
specified in the RFQ.
The Wynwood we know and love today is rooted in its raw, industrial past Partly the vision of Tony
Goldman, Wynwood is successful because it fills a void. It provides a space for Miami 's creatives in a
gritty and unpretentious environment As the neighborhood grows and develops, it is vital that this unique
vernacular be retained and cultivated.
ArquitectonicaGEO is inspired by the spontaneity of Wynwood, from the abundance of creative
businesses re·inventing furniture , music and gastronomy among others, to the indulgent display of street
art that has made the place so iconic. We are not here to re invent Wynwood. We are here to help ensure
that Wynwood's streetscaping is transformed to a means of helping maximize this district's potential and
further define its identity. To continue its growth, solidifying its leadership not only in the arts, but also in
environmental stewardship.
ArquitectonicaGEO will be the Lead Design Landscape Arch itect and Project Manager for the Wynwood
Streetscape and Street Tree Master Plan, assuring the plan and guidelines will embody the best practices
and principles of sustainability, urban planning , landscape architecture and art ArquitectonicaGEO,
founded in 2005 , has been creating notable contemporary landscapes for the past twelve years. Under
the leadership of the renowned architect and landscape architect Laurinda Spear, ArquitectonicaGEO
has gained a reputation for designing technologically advanced and ecologically sound landscapes,
that address an ever·changing environment while prioritizing the human experience. Noteworthy public
landscapes include Icon Bay Park and the grounds of the City's two newest museums, the Perez Art
Museum Miami and the Phillip and Patricia Frost Museum of Science.
Like ArquitectonicaGeo , many of our team members have a demonstrated commitment to Wynwood and
the City of Miami. This includes Environmental Specialist and respected ISA Certified Arbo rist, Michael
McCoy, who brings his experience wo rking with and on behalf of the City on numerous projects in
Wynwood and throughout Miami. We are also proud to include Leiter, Perez & Assoc iates to be both our
civil engineer and surveyor and Sonia ShreHler·Bogart PE from Metric Engineering as our traHic analysis
an d transportation studies expert
Isabella Acker 's Prism Creative Group of Miami will operate as Community Outreach and Public
Relations Specialist Prism specializes in creating authentic community· building experiences with digital
storytelling. Capitalizing on their success from Biscayne Green and their ongoing Arts and Entertainment
District Project, Prism is excited to continue their passion for activating districts by creating meaningful
cultural interventions that are both authentic and elevate our city.

Internationally known, Miami·based designer and sculptor Emmett Moore is our Art Specialist. Moore,
who has worked with Miami Dade Art in Public Spaces for the past 4 years, brings his talent, consulting
experience, and deep connections to Miami's local art scene.
Our unique, locally· based team has already been hard at work developing concepts which will reflect
Wynwood's history, its direction, its innovation, and environmental stewardship. Our approach which is
outlined in our proposal, will create a streetscape that is uniquely Wynwood - incorporating opportunities
for local artists, a plant palate that is tropical, sustainable and uniquely Wynwood , and a design that
reflects and enhances the functions required of the Wynwood street rights of way.

Brickell City Centre, Swire Properties Inc.'s massive mixed-
use project in the heart of Miami, has been integrally woven
with a lush native and adapted tropical landscape that sets
a new standard for urban lifestyle landscapes. Landscape
Architect, ArquitectonicaGEO, collaborated closely with
the architects of Arquitectonica to design an extraordinary
multi-level environment.
Virtually all horizontal surfaces within a 9-acre area ex-
tending over more than three city blocks are enrobed in a
lively plant palette, sophisticated hardscapes or the clear
blue waters of stylish pools. From streetscapes and internal
retail
concourses , to residential and hotel amenity decks, open
air restaurants and 40th floor sky lounge, and planted
bridges that span the blocks, the landscape is designed to
enhance the spare elegance of 5.4 million square feet of office, residential, hotel, retail and entertainment space.
The elevated landscapes create a new kind of "central park", and firmly establish a center of gravity for Miami's urban
renaissance. Nearly 1 acre of amenity decks were crafted to highlight South Florida's endangered native landscapes,
while providing abundant recreational opportunities for residents and visitors , and critical habitat support for regional
wildlife. The various landscape settings are intended to be enjoyed from a multitude of intimate spaces within, as well
as viewed like a rich tapestry from the Centre's towers above and from other towers nearby.
The landscape is intended to work in conjunction with a 150,000-square foot CLIMATE RIBBONTM, an elevated ribbon of
steel, fabric and glass that protects visitors from inclement weather, captures sea breezes to regulate air flow and tem-
perature, and funnels an estimated 5 million gallons of rain water annually to cisterns. Using well-suited and well-placed
plant material and efficient irrigation, 100% of irrigation needs are intended to be served by the cisterns . The multi-facet-
ed irrigation system includes drip, sub-surface and high efficiency components controlled by solar sync rain sensors.

ON A PLATEAU THAT OPENS TO VISTAS OF THE CITY AROUND IT.
The highly choreographed development, designed by Arquitectonica, improves economic sustainability for the developer, allowing a
very dense mix of uses due to the creative incorporation and maximization of landscaped open space. The green roof and street level
plazas , designed by ArquitectonicaGEO, provide a highly aesthetic, restorative amenity for users of the complex, and the community
at large.
Nearly 3 acres of street level landscape and hardscape tie the development to its surroundings , and to the under-ground train station,
below grade parking and service areas. Perforations in the landscape and hardscape at street and roof level bring light and air to the
mall and parking structures below ground via decorative atriums and vents. The project is connected by subterranean pedestrian
tunnels to the city's metro system, high-speed rail and the airport.

RFQ Title: Streetscape + StreetTree Master Plan
In the space provided below respond to the requirements for Design Approach and
Process as specified in the RFQ_
DESIGN APPROACH
Wynwood 's building vernacular is primarily horizontal, low rise structures morphed easily into ever changing canvases where people eagerly
gather to watch. We will introduce a vertical element - a system of trees and furniture meant to allow pause, providing a frame to the art and
an arena to take in the scene.
Creating a Streetscape that is comfortable year-round is crucial for Wynwood 's economic, public and environmental health. Weaving in
and out of the shade, the texture and form of the bicycle paths, vehicular tracks, and pedestrian pathways will be high-albedo, contrasting
materials free from curbs and curb cuts whenever possible. Singular edges between the courses create dynamic spaces, adding
programming flexibility for existing and new commercial fronts, drastically improving public safety and calming traffic. Retaining critical
Sight-lines and display of street art will be prioritized in our design to ensure neighborhood connectivity, navigability, and reinforcement of the
Wynwood brand.
1) Description of overall approach and methodology including public input of desired design elemenls and objectives.
Our approach will begin with an accurate assessment of existing streetscape resources, and a solid understanding of the streetscape
requirements and desired functions from the City officials and staff, residents, business owners and patrons that will utilize, manage,
maintain, and benefit from the streetscape elements. We will then develop design concepts and continue our stakeholder involvement
process with design charrettes. Based on stakeholder feedback, we will develop final design concepts including identifying locations for
streetscape elements, finalizing the plant palate, creating typical details, speCifications, and renderings, and produce funding , maintenance,
and prioritization plans.
Our overall design approach has the following key elements : 1) Utilize streetscaping to help reflect the identity of Wynwood: less commonly
used native species , with additional vibrant tropical species, for example, rainbow eucalyptus because of its painterly trunk and artistic
flare , creating a unique aesthetic . Hardscape elements will also incorporate, where pOSSible, designs from local artists. 2) Street Trees
will be located strategically. Typical linear spacing of a tree every 30 feet lack character, and obstruct views of street art. We will identify
locations near natural breaks in adjacent development, retaining critical sight-lines and add clusters of shade. Streets cape installations will
provide opportunities for incorporating permanent or rotating installations by local artists, creating a first of its kind street art format that is
integrated with municipal design. Our design will also facilitate the movement of pedestrians and service vehicles during large public events,
and minimize obstructions to those in wheelchairs or on bicycles. 3) Streetscapinq will be environmentally and economically conscientious.
Species selection will target those requiring little if any irrigation or pest control, and clustering plantings will create larger and more
effective shade islands, allow use as secondary stormwater treatment (BMP) zones, improve viability and longevity, and reduce the cost of
maintenance.
2) Provide your understanding of the Scope of Services and Ihe Wynwood slreetscape and slreet tree purpose and goals.
We understand that we will be providing a streetscape and street tree master plan that takes into consideration the 10 principal elements
outlined in the RFQ. We will develop a Design Catalogue for a variety of conditions which will account for sight-lines, adjacent street art,
movement of vehicles and pedestrians, and creating a unique and consistent aesthetic. Our design guidelines will include planting/plant
layouts, stormwater management, traffic calming, maintaining pedestrian (and ADA) access, and maintenance. Our guidance will be tailored
geographically to Wynwood Corridors, NRD Corridors, Thoroughfares and Woonerfs , and will incorporate the guidance from the Wynwood
NRD-l Street Master Plan, and be coordinated with the MANA Wynwood Special Area Plan. Our Design Catalogue will include: Materials -
Reflective, durable, high albedo & porous hardscapes; the Plant Species Palate; Lighting: Solar power posts and bollards , catenary lighting to
extend the daytime activities and promote safe environment in the evenings; Bicycle Path design: graphic and spatially protected/separated
bike lanes; Furniture: Creative, innovative, durable, interactive seating, litter receptacles, water fountains; Wayfinding & Art elements:
Integrating moments for Art and efficiently create awareness of place and direction. We will subsequently develop a funding program aligned
with the Wynwood Benefit trust fund and the tree trust fund to fac ilitate charitable gifting to fund/dedicate landscape plantings, and elements
of lighting, hardscape and furnishings.

Request for Qualifications
Proposal Design Approach and Process
With the leadership of the arboris!, construction, and engineer consultants, we will create a photographic maintenance guide, with photos
depicting typical (properly maintained) landscape areas are annotated with dimensions, details and specifications, allowing professionals of
all levels, education, and native languages to understand and work toward the same desired resu lt.
In our design, our team will seek to enhance environmental stewardship by clustering plantings and using less common native species, in
order to: reduce the heat island effect (larger planting spaces increase overall tree canopy), increase the average lifespan of the street trees,
increase species diversity, reduce the potential for loss by pests and disease, integrating landscape areas as secondary stormwater treatment
areas (also reducing irrigation) , and increasing carbon sequestration. We will identify existing landscaping that is currently obstructing cycling
routes and account for replacement with new plantings. Proposed hardscape elements will also evaluate inclusion of bike racks at common
destination areas, increasing the ease at which cyclists may travel throughout the District.
3) Describe the projecl's approach including engagement of the City officials, BID representatives and community sta keholders in a
public process, and its ability to interface successfully with other agencies or firm s.
Steering Committee: We recommend defining a core group of constituents to act as a steering committee in an advisory capacity. They will
vet the concepts monthly and provide detailed input. Events, workshops, presentations and social media marketing will provide an additional
level of community input to generate excitement around the project and engage a broader constituency. This could be the Wynwood BID or a
unique group of stakeholders.
Stakeholder Input: We find strength in creative partnerships with the Wynwood BID and community stakeholders including major property
owners and core tenants with large constituencies such as LAB Miami to advise on work -life balance and CitiBike to inform concepts for
bicycle paths.
Community Outreach: At the first kick-off meeting we will begin to strategize about public outreach to understand the City's preferences
and to discuss options that will energize the public (described below). Together with our team members at Prism, we will develop a public
engagement plan with events tailored specifically to Wynwood and the surrounding neighborhoods which will integrate the community
thoughtlully as advocates and ambassadors of the Wynwood Streetscape initiative. Our team 's diverse and time-tested expertise enables
us to deliver solutions that reflect a rare synthesis of strategic, creative, and operational thinking, resulting in higher engage men!, faster
implementation, and proven success.
Concept and Creation: We fill creative voids through experiential marketing and events. We stitch together the story of a
neighborhood transforming before our very eyes with experiences that push the narrative forward.
Social Media Marketing: We capture audiences through eye-catching visual content that creates a direct mUlti-sensory connection.
Through unique branded photo shoots, we take content to new heights, increasing the buzz and attendance.
Transforming an Event into a Movement: We will develop a strategy tailored specifically towards the Wynwood Streetscape
initiative. We will reach out to the Sponsors of Million Trees Miam i, Neat Streets Miami and align with all Miami Dade County
initiatives pursing similar outcomes, as well as major property owners and retailers.
4) Discuss how Proposer would supervise each of the Project Team sub-consullants, personnel and manage engagemenl in order to
meet deadline(s) and budget.
Clear and concise communication is crucial for the success of projects like Wynwood Streetscape Guidelines and Street Tree Master Plan . To
ensure smooth and efficient design management and communications, ArquitectonicaGEO will use an established process of team meetings,
chaired by the Project Manager, attended by the core consultant team leaders, to ensure deliverables are met on schedule. We anticipate the
involvement of the Project Manager, a City representative, and a Wynwood BID representative at our internal meetings on a bi-weekly basis to
offer input on goals and schedule. These meetings can be held in the offices of ArquitectonicaGEO, to address the various planning, deSign,
and technical aspects of the project
5) Li st your current projects and discuss the firm 's ability to aliocate appropriate time and resources to the project, in addition to
current and expected 2017 workload.
The entire team will be available to this project as needed to complete the project. As the project schedule evolves, more time will be required
by the technical team and less by the design team. ArquitectonicaGEO will always have the staffing required to accomplish each phase and
the dedicated core team that will remain on the project full time from start to finish .

Capabilities and Methodology.
Our team is equipped with experts from every relevant design discipline. We will provide a unique, Wynwood Streetscape
and Street Tree Master Plan that preserves the industrial and artistic character of Wynwood and supports all the
sustainable practices ("green design") of landscape design and urban planning.
ArquitectonicaGEO will be the Lead Design Landscape Architect and Project Manager for the Wynwood Streetscape
and Street Tree Master Plan, assuring that the project will embody the best practices and principles of sustainability,
urban planning, landscape architecture and art. Under the leadership of the renowned architect and landscape architect
Laurinda Spear, ArquitectonicaGEO brings years of experience in designing with native plant palettes, green infrastructure
techniques and technologies, and climate change resilient materials and strategies that reduce maintenance costs,
increase site longevity, save energy, catch and retain stormwater, and hold up against the extreme weather conditions that
South Florida is prone to. As experienced landscape architects and planners, we use these skills to create beautiful places
that foster human comfort, pleasure, sociability, health, and security.
1) Environmental/Susta inable design - approach to minimizing the daily and long term operational and maintenance
cost, including the application of "green design."
With experience conducting maintenance cost evaluations on tens of thousands of trees for numerous South Florida
municipalities and private entities, our team member, New Leaf Environmental under the leadership of Michael McCoy
will lead the efforts to ensure that our Team's design is sustainable and minimizes maintenance costs. Mr. McCoy has
recently conducted efforts such as this for the Cities of Doral and Dania Beach, and has already begun to incorporate
"Iessons learned" into the Team's conceptual designs, including: use of clustered plantings to minimize tree stress/
maximize longevity and reduce the total locations where maintenance is needed; utilize less commonly planted species
to greatly reduce the risk of pest infestation or disease occurrence; selection of species that are drought tolerant, pest
resistant, structurally superior and slow growing, to minimize maintenance needs as well as minimizing potential risk in
the case that deferred maintenance is required. Use of wider planting areas, structural soil, and root deflectors, will also
virtually eliminate the incidences of pavement heaving from roots, which is often more costly to repair than the cost of the
landscape installation. Other elements of "green design" will include installing landscaping even with the base "natural"

With close relationships with industry professionals in construction and landscaping, the ArquitectonicaGEO Team will
not only use our own wealth of experience to determine the most cost effective approaches to design, we will also obtain
third-party value engineering reviews of our final recommendations, from contractors and landscape installers, as we have
done for countless other design projects, in order to ensure our approach is cost effective both feasible and reasonable
from an implementation perspective. Utilizing this established process, we will provide an opportunity for construction/
installation professionals to provide feedback on potential value engineering alternatives which could result in substantial
cost savings. All viable value engineering alternatives will be presented to the City, along with an analysis of their ability
to meet the project goals and objectives, along with a recommendation to incorporate, modify, or reject the proposed
alternative.

documents, We have an in-house project review process where senior staff perform peer review of documents,

Communication Plan with the City will help ensure that all reporting is conducted in a timely manner and that any changes
are quickly addressed, As the prime consultant, we will be responsible for reviewing any invoices from our sub-consultants

The award-winning Port Miami Tunnel design is an example of a completed street project, landscape architecture,

Technical Capabilities and Methodology
The Baywalk Migration project, winner of the Miami Foundation's Public Space Challenge, is an environmental art
installation which will establish a brand identity and series of way-finding elements during the beginning stages of
Downtown Miami's Baywalk improvements. The project is a jOint effort by City of Miami, ArquitectonicaGEO, and Melissa
Hege City Planning which required intensive coordination between the numerous public and private stakeholders abutting
the proposed installation areas. These public engagement efforts were a success and now Migration is endorsed by Miami
District 2 Commissioner and DDA Chair, Ken Russell, County Commissioner Audrey Edmonson, The Nature Conservancy,
Bayside Marketplace, Bayfront Park Management Trust, Miami DDA and PAMM.
Internationally-acclaimed Brickell City Centre and CityPlace Doral showcase ArquitectonicaGEO's sensitivity to designing
streetscape aesthetics and programming that respond to the specific social, cultural, and ecological conditions of each
unique site we work with. Although these two projects were not governmental, ArquitectonicaGEO played a key role in
creating a sense of place by applying urban design principles and streetscape design and we feel that Wynwood would
be no different. Further, these projects , along with dozens of other privately-developed, public-facing streetscapes has
provided our firm with substantial experience in coordinating with public works departments across the US and the globe in
designing environments that enhances the experience of locals, visitors and promotes investment and growth .

Bay with funding from the Miami Dade Transportation Plarming Orga ni za ti on (TPO), to
compl ete the transportation netwo rk. With the two main east/west co rridors constru cted
usi ng complete street principles, thi s second phase of work focu sed on ex panding complete
street design to the north/south co rridors th at connect the re sidenti al neighborhoods to the
commerc ial districts. Once adopted, these improvements will transform busy corridors into
safe havens for biking and wa lki ng and access ing transit, while still prov iding suffic ient

The plan included a street hierarchy scheme according to the street' s prevalent use and
character- primalY pedestrian, retail, arterial-- as we ll as a proposal to connect the
University to the downtown across a busy intersection using an overpass. Other
recommendations included wider sidewa lks w ith shade trees and bike paths.

Overview:
In coordination with the zoning code of the land development regulations, the Downtown
Cocoa Beach Design Standards require that new buildings and building modifications meet
the intent of the downtown vision in terms of how buildings can create comfortable, safe,
and attractive public outdoor spaces; how building uses can collectively create an identity
for downtown with distinct districts; and how complex and rich buildings reinforce and
differentiate these districts from one another to create memorable places.
Public input:
The guidelines reflect the community's expectation for urban design and new development
and reflects input from more than 100 stakeholders, as well as analysis and insight from
design professionals who spent more than 50 hours walking Downtown to evaluate the
building patterns and redevelopment potential.

Mr. McCoy served as Project Manager for this 4-year contract. This contract provided for inspection and monitoring of all active
transportation construction sites within FOOT District 6, to verify, document and facilitate environmental permit compliance, as well as
compliance with related environmental commitments. Work included preparation of environmental compliance documentation for
preconstruction meetings, conducting routine inspections of active construction sites, coordinating with project CEI staff to achieve
environmental compliance and coordination with FOOT and regulatory staff. Environmental compliance issues monitored included
compliance with permit criteria for FDEP NPDES permits, SFWMD ERPs, Water Use and ROW permits, USACE Section 404 permits

federally funded transportation and environmental study for improvements
to this major intersection.
SR 25 (Okeechobee Road) PD&E Study, Miam i-Dade County, FL - Mr. McCoy
served as the Chief Environmental Scientist for this project, which proposed to
improve overall traffic operations from SR 997/Krome Avenue to NW 79th
Avenue. Environmental assessments and reports included wetlands, wildlife,
contamination , cultural resources, noise, and recreational resources.
Tri-Ra il Coastal Link PD&E Study, Miami -Dade, Broward and Palm Beach
counties, FL - Mr. McCoy served as tile Chief Environmental Scientist for this
project, which proposes to expand commuter rail services in South Florida
through construction of 27 new rail stations , utilization of a second parallel corridor
and construction of triple-track alignments in selected areas . Work consists of

Work for this project wa s performed under a series of continuing services contracts, including an initial
contract award, four contract extensions, and award of a new/revised multi -year contract. The objective of
each contract was to serve as the City's municipal arborist, providing services to all City departments as
needed. Mr. McCoy served as the Project Manager and lead arborist for the duration of these contracts. His
specific duties included:
1) Reviewing proposed landscape plans for all developments requiring site plan approval. Landscape plans
were reviewed for complia nce with t he City's landscape code, potential conflicts with existing and proposed
infrastructure, maintenance concerns, and aesthetics/compliance with the City's vision fo r various district
identities and aesthetic character.
2) Serving on the City's Development Review Committee, which met monthly to concurrently review ongoing
site plan applications to coordinate comments and approvals, and to provide feedback to applicants.
3) Administeri ng the City'S Tree Removal Permit program. This scope included the entire process from
picking up permit applications from the Building Department to conducting field reviews of proposed project
sites, to meeting and corresponding with applicants, to determining mitigation requirements and permit
fees, and fi nally issuing permit approvals and denials.
4) Providing support for the City's Code Compliance Unit, which included serving as a technical expert on
citations for violations of the City's landscape code, and acting as a general technical resource for code
compliance officers regarding species and maintenance standards, to determine when violations occurred .
5) Conducting special projects . Special projects included:
Conducting landscape tra ining for the City's Code Compliance Unit; authoring a rewrite of an subsequent
revisions to the City's la ndscape code; obtaining two grants for the City for urban forestry projects, providing
technical support for the City's Community Redevelopment Agency on new streetscape projects within the
urban core, and providing technical support for the City's Public Services and Parks departments, to assist
with their ongoing tree maintenance and planning projects.
Mr. McCoy also created a variety of technical resources for the City including a Landscape Technical Manual,
recommended tree planting list, standard landscape notes, and new planting standards.

permit process for billboard signs, across all of the Florida Department of Transportation (FOOT) districts
statewide.
Mr. McCoy's scope of work in th is contract consisted of reviewing over 50 applications per year for vegetation
management and removal at outdoor advertising (billboard) locations within FOOT right of way, as well as
supervising a team of arborists state-wide, who conducted field inspections in northern, central, and western
Florida. Specifically, Mr. McCoy's services included :
1) Field inspection of areas covered by applications for vegetation management, to validate the tree and
other information provided, and potential visual and ecological impacts to FOOT resources that would result
from the proposed management activities.
2) Review of proposed management activities and billboard view zones for compliance with State Statutes
and to determine visual impacts to motorists from vegetation management, as well as implications for
previously installed and planned landscape installations for roadway beautification projects.
3) Determining the appraised value of vegetation proposed for removal and appropriate mitigation
requirements.
4) Providing expert witness support for violations of permits and right of way trespass incidents which
required legal hearings and assignments of violation penalties and mitigation fees. This work involved field
investigations to determine likely historic vegetation activities and technical writing to substantiate these
findings and appraised damages.

Mr. McCoy served as Project Administrator for a total of 12 Bold Landscape installations over a four-year
period (under two separate Construction Engineering and Inspection contracts), totaling approximately $14M
in construction (installation and maintenance) costs. In this role, Mr. McCoy was responsible for:
1) Commenting on/redlining proposed landscape plans based on field and desktop reviews. Plan reviews were
conducted to ensure conformance with Bold Landscaping and other Turnpike gUide lines and standards,
identifying potential conflicts with transportation and maintenance access, and to ensure appropriate species
selection based on site conditions.
2) Conducting (and supervising field staff who conducted) daily oversight of landscape installations,
conducting (and supervising field staff who conducted) month ly maintenance inspect ions. This scope
included documenting the proper species, quality (per Florida Grades and Standards), numbers and locations
of plantings, as well as reviewing, modifying and approving or denying proposed modifications to the site
designs.
3) Conducting project closeout documentation. This involved a very detailed inventory of the existing
conditions and notation of any design modifications, as well as identification of any historic and ongoing
maintenance issues.
4) Providing creative technical support for the Turnpike throughout the process. Examples of creative
technical support provided includes : creation of a new inspector reporting process and forms (to compensate
for under-reporting from the contractor), identification of pests, diseases, and abiotic problems observed,
and creation ofa new adm inistrative/procedural approach to improve and standardize contractor
ma intenance procedures, in order to correct ongoing maintenance problems .

Miami Beach Active Tra ffic Management ~ As part of this effort, traffic along various
key corridors within the City of Miami Beach are being ac tively monitored for abnormal
travel conditions during incidents such as crashes , lane closures , abrupt volume
increase, etc. Traffic Operators utilize the CCTV cameras and Bluetooth/WiFi vehicle
detection devices to provide travel time reports to City staff and signal engineer in
order to evaluate and implement signal timing modifications as appropriate. There are
four main objectives for the Active Traffic Management program (1) Minimize traffic
impacts. (2) Manage and provide orderly flow of traffic. (3) Minimize tile use of police
resources for traffic control activities. (4) Relay critical real~time travel information
via social media (Twiner) and/or Variable Message Signs (VMS signs). In addition,
signal timing patterns were developed for various key corridors to accommodate the
traffic flow during special events. The signal timing recommendations were developed

on the Florida East Coast Railway Corridor. The transit corridor being evaluated is
along the existing FEC Railway that generally parallels Dixie Highway and U.S. 1. The

EDUCATION Mr. Leiter is both a Registered Engineer & Land Surveyor in the State of Florida. He

Section. Currently. as president of Leiter, Perez & Associates, Inc., Mr. Leiter has at
BS/1989/Civil Engineering/ University of Arizona his disposal a compliment of three permanent survey crews with the capability to
expand to four if necessary. His field crews utilize the finest technology available
to the surveyor which includes EOM (electronics distance measuring) devices, and
REGIS TRATION total stations with data collectors capable of inputting directly to a CAD System for
processing on computers that are state-of-the-art hardware. The field crews have

presently under construction. Mr. Perez designed a 12-inch water main extension
of ductile iron pipe with polyethylene encasement capable to withstand salt water
environment by depleting the oxygen content on the pipe surface to prevent
oxidation .
24-lnch Force Main at S.W. 184th Street and S.W. 147th Avenue For Miami
Dade Water and Se wer Department - This Project consisted of 22,000 lineal feet
of 24 inches, polybond lined Ductile Iron Pipe with Point of Connections at S.w.
119th Avenue and S. W. 186th Street to S. W. 147th Avenue and S.w. 176th Street
involving one SFWMD Canal CroSSing, C-1 02 and one (1) 42-inch Jack and Boring
along existing CSX Railroad Tracks. Leiter, Perez & Associates, Inc. provided Route
Survey services, Engineering Design. Specifications (Miami-Dade Water & Sewer
Department provided front End format), Permitting, Shop Drawings review, limited
Inspection on certain aspects as requested. Miami Dade Water & Sewer Department
provided their own inspection.
NEEDS New Pump Station Assessment Program Pump Station MISC-12 - This
project consisted of the total design of gravity sewer and 12-inch force main in
the area of S.w. 109th Avenue and S.w. 10tll Street, Miami, fL for Miami-Dade
WAS.D. and Miami-Dade District 12.
Fisher Island Beach Club - This project consisted in the design of tile new sanitary
sewer, pump station and force main for the fisher Island Beach Club. Other services
included were the survey, inspection, permitting and bidding. This was privately
funded by fisher Island.

describe the education, skills, and experience in detail.
Emmett Moore is a Miami -based designer and sculptor represented by Nina Johnson .
His work has been shown institutionally at the RISD Museum, the Frost Art Museum, the
Miami Art Museum, and the Bass Museum of Art. in 2014, he was the first Miami-based
designer to exhibit a solo project at Design Miami. Recent gallery shows include those at
Locust Projects, Miami; Patrick Parrish Gal lery, New York; and Moran Bondaroff, Los
Angeles. He received his BFA in Furniture Design from the Rhode island School of
Design.
Between 2009 and 2010 Moore served as the Exhibition Director of 'Moran Bondaroff'
galilery, coordinating all exhibitions and overseeing installation and fabrication of art
works.
Between 2012 and 2013 Moore was hired by Andre Balazs Properties as Art director of
The Standard Spa Miami Beach. This entailed overseeing several large-scale renovations,
lighting design, project management, landscaping, as well as placing artworks.
Moore has worked with 'Architecture at Large' (NYC) since 2009 in various capacities
from consultation, design, design/ bu ild, and project management.
Moore has worked with Miami Dade Art in Public Places since 2013 submitting proposals
before the Professional Art Advisory Committee and completing a site-specific public
project in 2014 for DWNTWN Art Days.
Moore designed the exhibition 'New Work Miami' 2013 at the Miami Art Museum. This
was the last exhibition before moving to the new building known as 'Perez Art Museum
Miami
Moore has completed several projects for the Bass Museum of Art on Miami Beach
including a public deck/ sculpture for the 'Temporary Contemporaries' exhibition, a solo
exhibition in the Miami Beach Public Library, and several permanent public furniture
fixtures for their current rennovation.
