Scenario #1

Description

At approximately 1:00 pm on a Saturday you are notified to respond to a bomb threat at


the Four Hills movie theater. The Theater manager called 911 and said a 15 yr old
employee received the bomb threat via text message. The text message stated “A
bomb is set to go off in your theater in one hour” it took you 10 minutes to arrive at the
scene. The theater has not been evacuated. Upon arrival you meet with the manager
and the employee. The employee informs you that he does not know who sent the text
message or how they got his number. The manager estimates there are around 500
customers in the building. The Manager has 5 employees currently working and the
employee who received the text message is requesting that he be allowed to leave. You
recall the FBI sending out an advisory about a general terrorist threat for the city. The
manager agrees to a search but not an evacuation. During the search a large purse is
located in the women’s bathroom next to the front lobby.

4. Describe measures that should be taken for self-protection of first responders


and others at the scene.

5. Sketch and describe areas that you would designate around the incident scene
to protect first responders and others, and protect and preserve evidence.
Scenario #2
Description
At approximately 10:00 am on a Sunday, you are dispatched to the Flat Rock Church
for a suspicious item call. A suitcase was located next to the front doors of the church
by a parishioner. The head of the church council will be waiting for you in front of the
church.

• The head of the church council informs officers the suitcase is an unusual
situation and they have received several threats in the past few months.
• The threats, which were received via US Mail, mentioned burning the church to
the ground.
• The suitcase has not been opened
• Services have started and the minister has not been informed because services
are 20 minutes into a one-hour long service.
• First responders must determine if evacuating the church is necessary, and if
they do evacuate the church, how to keep the congregation from panicking.
• The church is full with approximately 1000 parishioners.

Requirements

1. Determine safe distances for evacuation (assume the suitcase is an actual


device). Indicate these distances on a sketch map of the area.

2. Describe appropriate actions taken by first responders. (Include additional


resources)

3. Describe hazards that can develop in situations of this type. What can first
responders do to minimize the dangers posed by such hazards?

4. List additional actions that first responders should have taken in the situation.
Scenario #3
Description

At approximately 5:00 pm on a Friday, mall security at the Meadow shopping mall


receives a bomb threat. The caller states there is a bomb somewhere in the mall and
everyone should leave before it’s too late. First Responder meets with the mall security
and the mall manager. The security officer hands you a bomb threat check list and you
notice the caller had an unknown accent and sounded serious. The mall has not
received any other threats, but you have just returned from the IRTB course in New
Mexico and you are very concerned about the threat. As you are talking to the mall
manager one of the security guards finds a suspicious back pack located in the food
court and it contains what appears to be a pipe bomb. The security guard who located
the back pack is panicking and is asking what he should do with the back pack. The
mall has 100 stores with 1500 customers currently shopping. You have one assisting
officer and four security guards with you.

your selection of a lead agency and assignment of supporting roles.

3. Using the schematic, your FBI/Homeland Security Bomb Standoff card and
information concerning the device provided in the scenario, identify and define
appropriate perimeters.

4. List additional actions that first responders should have taken in the situation.
Scenario #4
Description
At approximately 5:00 pm on a Friday, you are notified by dispatch of an apparent
explosion of a motor vehicle on I-25 North Bound and Paseo Del Norte. Minutes later,
dispatch advises there are reports of two motor vehicle accidents near and around the
reported exploded vehicle. Dispatch further advises the reported exploded vehicle is
located underneath the Paseo Del Norte overpass. I-25 and Paseo Del Norte is a very
busy high commuter traffic area. At approximately 5:07 pm you arrive on scene and
observe one vehicle on fire and a two car accident just south of a burning vehicle. What
appears to be more serious accident is just north of the burning vehicle in the south
bound lanes.

As you exit your vehicle you are approached by a young male subject who is very
excited and states, “I saw everything; I’m the one that called 911, the vehicle under the
overpass just exploded as it was going down the road and nobody made it out of there!”
Additional police and EMS have been dispatched to the scene and are arriving as you
have just received this information.

Traffic on the Paseo Del Norte overpass is at a standstill. A firefighter approaches and
advises you that the traffic is stopped because there appears to be some structural
damage to the overpass, because the explosion occurred directly underneath it.
Dispatch advises the registration information from the exploded vehicle’s license plate
has come back to a person that had recently caught the attention of Homeland Security
due to the registered owner’s recent purchases of IED/WMD components.

Looking at the scene you observe the following:


 The vehicle that was reported to have exploded is now engulfed, but not
completely consumed by flames covering the shoulder and two lanes of I-25
northbound.
 There do not appear to be any survivors from the exploded vehicle.
 EMS, Fire and Police are at both accident scenes and attending to the injured.
 There is debris from the exploded vehicle spread across all north bound and
south bound lanes of traffic as well as the shoulder and median area.

Dispatch advises that the local FBI office has advised that they have two agents
responding to the scene.

care, scene control and evidence identification, describe measures that should
be taken at the scene.

5. Based on discussions and actions taken in your POD to answer the four previous
questions list some of the talking points you believe will come in to play in an
after action review.
Scenario #5

Description

At approximately 7:00 pm on a Saturday you are at the Fire Station and receive a
dispatch of an injured person call with unknown extent of injuries at the City Center
Plaza, where a jazz festival is occurring. When you arrive on scene you find a victim
alive but with multiple gunshot wounds, and witnesses tell you the victim was shot by an
unknown assailant. You hear multiple gunshots to the east of the plaza, by the City
Convention Center where several conventions are being held. You notify dispatch of
the status of the victim at the first call location and that you have heard multiple
gunshots east of the plaza.

Additional Law enforcement personnel arrive and engage two subjects on the west side
of City Convention Center. Both subjects are armed with automatic rifles. Upon being
confronted by numerous law enforcement personnel one of the armed subjects commits
suicide. The other subject runs toward the west side entrance doors of the City
Convention Center but is confronted by security personnel. The armed subject then
turns to the police who are closing in, at which time the armed subject detonates a
suicide vest.
