URBAN TRANSPORTATION PLANNING

CEN471: TRANSPORTATION ENGINEERING II

 Planning is done by human beings for human beings. It


is future-oriented and optimistic.

 City and regional planning involves the arrangement of


spatial patterns over time.

 Transportation of people and goods is a medium of


activity, and is the joint consequence of the land-use
potential and the traffic-carrying capabilities of various
modes of transportation.

 Urban transportation planning is the process that leads


to decisions on transportation policies and programs.
The objective of the transportation planning process is
to provide the information necessary for making
decisions on when and where improvements should be
made in the transportation system, thus promoting
travel and land development patterns that are keeping
with community goals and objectives.

 The government of each state designates a metropolitan


planning organization (MPO) to be responsible, with the
state, for urban transportation planning. The MPO’s
planning activities are carried out in cooperation with
state and local agencies.

 The governor of each state designates a metropolitan planning


organization (MPO) to be responsible, with the state, for urban
transportation planning. MPO’s planning activities are carried out
in cooperation with state and local agencies.

 Work programs connected with planning are developed to make sure


that the planning is conducted efficiently and comprehensively
(addresses all pertinent issues) are two parts: 1) the prospectus and
2) the unified planning work program.

 The prospectus establishes a multiyear framework for the planning


process. It summarizes the planning procedure, discusses the important
issues (describes the responsibilities of each agencies) and describes the
status of all elements in the planning process.

 The unified planning work program has two function. It describes all
urban transportation and transportation related planning activities that
are anticipated over the next year or two, and it documents work to be
performed with federal planning assistance.

 There are two elements in the preparation of a


comprehensive transportation system:
--- The transportation systems management
(TSM)element
--- The long range element work
Together to formulate a transportation
improvement program

 The Transportation Systems Management Element: is


concerned with making existing systems as efficient as
possible and with making provisions for an area’s short-
range transportation range transportation
needs__automobile, taxis, trucks, terminals, public transit,
pedestrians, and bicycles are all parts of the urban
transportation system.
---Four basic strategies are applied to increase the efficient
of the systems: a) actions to ensure the efficient use of
existing road space.
b) actions to reduce vehicle use in congested areas.
c) actions to improve transit service.
d) action to improve internal management efficiency.

 The Long-Range Element: To make provision for the long-


range transportation needs of the urban area, the long range
element identifies facilities to be constructed, major changes
to be made to existing facilities, and long-range policy
actions.
 Future land development policies by adding a highway link
or by installing a bus-way system is considered in the long
range element of transportation planning.
 As in the TSM element, many long-range alternatives must be
evaluated before decision can be made. Thus planning tools
for analysis of long-range alternatives must be developed.

 Travel-demand forecasting plays an important role as a


major contributor to the planning tools used in evaluating
alternatives.

 Transportation improvement program (TIP): This program


ensures that the transportation plan will be implemented in an
orderly, efficient manner and represents a statement as to how
the transportation system will improve in the next few years.
The program has two major elements: a) the staged multiyear
element and 2) the annual element.
 The staged multiyear element describes the general aspects of
the program over the next three to five years. This element
indicates priorities among the projects indentified for
implementation, groups projects into appropriate staging
periods, and makes estimates of cost and revenues for the
program period.
 The annual element identifies the details that will be
implemented within the next year. For each project, the annual
element contains: 1. A basic description, 2. Cost involved, 3.
Revenue sources, 4. The local agency that is responsible for

 The continuing process (the stage that most urban areas


are now) consist of monitoring changes that could make it
necessary to modify the transportation plan, updating the
data that serve as a base for planning, updating the methods
used in transportation planning—including those for
planning, updating the methods used in transportation
planning__including those for travel forecasting__and
reporting on activities and findings.

 The transportation studies have been made in all areas with


population of over 50000. Planners have made inventories of
the characteristics that affect travel in the areas. The
inventories, which make up the database, include the
following: 1. Population, 2. Land use, 3. Economic Activity, 4.
Transportation systems, 5. Travel, 6. Laws and ordinance, 7.
Financial resources, 8. Community values.
