TITLE: Greenland Energy Center Tank Additions (2 Fuel & 1 Demineralized Water)
CLARIFICATION: to Section 2.5.4. Work Schedule – JEA will not restrict the companies’ work schedule. Companies shall
inform JEA of their intended Work Schedule, so security and JEA Contract Management can support as appropriate.
ADD: JEA Fire Hydrant Meter Policy and Procedure document and the Fire Hydrant meter document have been added to this
Addendum 3.
REPLACE: the Appendix A Technical Specifications issued with this Addendum 3, replace the Technical Specifications issued
with this Addendum 3.
Supplier Inquiry 1: On the demin tank roof. The spec says that we are to use a self-supported roof. Also states a slope that does not
jive with a self supported roof. Is there any reason why this roof MUST be self-supported, meaning no internal or external supports.
Or can we use supports on the inside or out as need to produce the most economical roof? Supports on the inside of tank would be
304 stainless and if we chose external supports, they would be galvanized with a poison pad.
Supplier Inquiry 1: There is not a slope specified for the Demineralized Water Storage Tank roof. The slope provided in Article
13202.2.3 refers to the tank bottom. Provide a self-supporting roof as specified.
Supplier Inquiry 2: Do we have room here to work or are we locked into a 3/8” thick dome roof that is about 8’ tall and a diameter
of 74 feet to get the 800M?
JEA Response 2: Per the specification requirements, the overall height of the tank cannot exceed 35 feet. If the roof design
exceeds the tank dimensions listed in the specification, the bidder may offer an alternate size based on the top 2 feet and bottom 6
inches of the tank is considered useable in the overall tank capacity calculation.
Supplier Inquiry 3: Will it be acceptable to be in the process of getting our general contractors license for the state of Florida? Or
must we have it currently?

1. Fire hydrant meters will not be issued for use at building construction sites where a water system which has been
accepted for operation and maintenance by the JEA is available. A permanent tap and meter installation will be required.

3. Fire hydrant meters shall be issued to the specific party who will utilize the meter and who will be responsible for the
meter and payment for water usage. No third party billing will be allowed.
4. The party to be issued the fire hydrant meter and permit shall be required to sign a statement “JEA Fire Hydrant Meter
Policy” acknowledging and accepting their responsibilities under the policy prior to issue of a permit.
5. Hydrant meters issued by JEA can be used in Duval County, parts of St. Johns County to include Ponte Vedra and
some parts of St. Augustine around the area CR210 and Nassau County. (JEA Territory)
6. Meters are issued for periods of six months. At the end of the six month period, the meter must be returned and a new
meter issued. JEA will attempt to notify the customer by letter, one month prior to the 6 month exchange date. Failure to
exchange the backflow assembly within the specified time period is a violation of JEA’s Cross Connection Control
Program Policy (Chapter IV, 4.04(7). Failure to exchange a meter assembly during the exchange month will result in a
$150.00 per month late exchange fee until the meter is exchanged, returned, or confiscated. In addition, if the account is
delinquent, a replacement meter will not be issued until the balance is paid in full. If you have any questions regarding the
exchange or return of the meter, please contact Chris Edenfield at 665-8454. You may exchange or return the hydrant
meter to 6674 Commonwealth Ave.- Monday thru Friday between 7:30 AM to 4:00 PM.
8. No credits for water usage charges will be allowed against the deposit. The deposit will be returned when the assembly
is returned and any water usage and all late charges have been paid in full.
9. Fire hydrant meter customers shall be billed at the end of each month. Monthly charges may include water usage, a
meter base meter fee, Public Service Tax, late fees, and any damages or penalties incurred by the customer for non-
compliance to the policy.
10. Fire hydrant meter readings are to be reported to Lori Watson on a monthly basis by telephone at 665-6926, Monday
thru Friday, 7:30 AM to 4:00 PM between the 20th and the 25th day of each month. When calling in readings, please give
the meter number (stamped on top of the lid). Read all digits from left to right, give your name, your company’s name
and a return phone number. Failure to call in readings within specified dates will result in a $25.00 per day fee for meter
being inaccessible for read. Readings reported prior to or after the billing window will be noted but not considered as a
reading for billing purposes and the customer may still be assessed the $25.00 per day inaccessible meter-no read fee.
11. Customers shall utilize an approved fire hydrant wrench with the meter assembly to operate hydrants; no other tools
or methods of operation are allowed. The meter assembly needs to be supported between the meter, backflow, and at
least 12” off of the ground when attached to a fire hydrant. Please flush the hydrant (approximately 1-2 minutes)
before attaching the meter assembly to avoid damage to the meter.
14. Customers who return damaged meter assemblies to the Meter Shop will be charged the actual cost of repair or a
minimum repair charge of $100.00, whichever is greater. Damaged condition shall mean any wear or deterioration,
beyond the wear to be expected from normal use and operation of the assembly.
15. Customers who have a past due balance will not be issued new meters or permits until the account is made current. In
addition, all fire hydrant meter permits issued will be revoked and the meter may be confiscated.
17. Fire hydrant meters are to be made available to JEA upon demand for inspection and verification of reported readings.
Failure to produce a meter upon demand will result in revocation of the fire hydrant meter permit.
18. JEA shall have the authority to refuse service to customers who are found to be chronic violators of the Fire Hydrant
Meter Policy. Violations include the failure to report meter readings, exchange the meters on time and make regular
invoice payments.
19. In the event of the theft of an issued unit, a police report must be filed. Customer shall notify JEA in writing and
provide a copy of the police report in order to halt the monthly billing on the meter. Customer will forfeit the existing
deposit. If a replacement meter is needed, an additional deposit will have to be paid and the account made current prior to
the new issue.

The Contractor shall provide all materials and services to furnish and erect two (2) 500,000 gallon, API
650 March 2103 2013 Edition including addenda, cone roof, above grade, field erected, welded, carbon
steel, fuel oil storage tanks for storage of No. 2 fuel oil. Additionally, the Contractor shall provide all
materials and services to furnish and erect the following as shown on the Drawings and as specified
herein relating to the installation of the fuel oil storage tanks:
The Contractor shall provide all materials and services to furnish and erect one (1) 800,000 gallon,
AWWA D100, cone roof, above grade, field erected, welded, stainless steel, demineralized water storage
tank for storage of demineralized water for NOx injection. Additionally, the Contractor shall furnish and
erect the following as shown on the Drawings and as specified herein relating to the installation of the
demineralized water storage tank:
Earthwork
Tank foundation
Access provisions, including:
Stairs on the tank exterior
Interior ladder with fall prevention device
Railing along stairway and on the tank roof to any point that requires access
Non-slip coatings for access to the manway, instrumentation, and nozzles on the tank roof
Filter intake/vent
Tank grounding tied into the existing ground grid
Pipe supports
Finish painting (where applicable)

Valves. If specified, provide each connection in the shell, bottom, or sump with an
emergency self-closing internal valve. Design the valve to be closed manually from
outside the tank, or to close automatically upon melting of a fusible link.
Foam Chamber Connection(s). Provide the tank with the specified shell hole with bolted
cover plate, designed for future attachment of a fire protection foam chamber assembly.
Grounding Pads. Provide four stainless steel grounding pads equally spaced around the
exterior of the tank, welded to the tank shell 6 inches above the bottom. Provide pads 2
inches by 3-1/2 inches by 1/2 inch thick, drilled and tapped to full thickness for two 3/8-16
hex head cap screws. Match screw hole spacing and location to that of NEMA standard
two-hole terminals. Provide flat and smooth contact surfaces, which should be protected
during handling to maintain contact surface quality.
Floating Suctions. Where indicated on the Field Erected Welded Oil Tanks Specification
Sheet(s), tanks shall be furnished with floating suctions. The floating suctions shall be as
indicated on the drawings. The design of the floating suctions shall be subject to
acceptance by the Engineer.
Interior Ladder. Where specified or indicated on the drawings, provide an interior ladder.
Interior ladder shall be provided with fall prevention equipment.
Exterior Stairs. Provide exterior stairs with a top landing platform. The stairs shall extend
from the bottom to the top of the tank and shall be spiral type.
Each stair landing platform shall incorporate the best access and most economical use of
space in platform design. Platform arrangement shall be acceptable to the Engineer.
Non-Slip Surfacing. A 3 foot wide walkway shall be provided on each tank roof. The
walkway shall consist of non-slip surfacing and shall extend from the upper ladder
termination or stair landing platform to the manholes and other roof mounted
appurtenances and along the perimeter of the tank. The tank perimeter shall be
completely enclosed with handrails and kickplates except at the ladder or landing
platform access opening.
13201.3 Execution
13201.3.1 Handling
Shop fabricated tank sections and structural components shall be handled during shipping, storage, and
erection in a manner that will prevent warping, bending, distortion, or physical damage of any kind.

13202.2 Products
Each tank shall be a vertical, cylindrical, crowned bottom, aboveground, atmospheric water storage tank.
Each tank shall be designed for field erection by welding. Each tank shall be designed for installation on
a Type 2 foundation as defined in Article 13202.3.2 and indicated on the Field Erected Welded Water
Tanks Specification Sheet(s).
The maximum overall height of the fuel oil storage tank shall be less than 35 feet excluding
access and safety provisions and instrumentation.
