That for reasons set forth herein and a concession by the Service advocate that the Service could not meet its burden of showing a timely investigation, the Postal Service violated Article 16.7 of the National Agreement when it placed the Grievant, Robert Hall, in Emergency Placement in Off-Duty Status on July 21, 2016; 2.
