that the Grievant's actions should not have been the subject of an Emergency Placement.
Indeed, according to the Service, the Grievant clearly crossed a line when he so blatantly
disparaged and insulted his Supervisor, he also gave management reason to fear that he might,
‘engage in some form of violence with his invocation of going “postal". Naturally, the Union
disagrees.
Based on the Service's concession, | do not reach those issues and nothing herein
should be interpreted as a judgement on the Grievant's or management's actions in this matter.
‘The grievance is sustained and the matter of remedy is retumed to the parties. | will
retain jurisdiction over the issue of remedy.
