Message from the Director
and CEO
D
ear readers. It is with great pleasure that i
welcome you to the 8th edition of the ROADS
Magazine. This publication acts as a window
through which you, the stakeholders, have an
opportunity to know what is happening in the Road
sector. This edition reflects on the activities for the
period July to December, 2013. It also provides an
opportunity to review the performance of the Agency
(RDA) during the period under review and its working
relationship with its strategic partners.
The year 2013 can be described as successful in as far
as RDA’s performance and achievement is concerned.
For the first time in the history of the Agency, the road
sector has managed to spend 100% of its budgetary
allocation as at December, 2013. The sector had an
initial budgetary allocation of K2.476 billion during
the year under review with a supplementary budget
of K1.307 billion. In total, the sector had K3.783 billion
of which by December 17th 2013, a total of K3.075 had
been disbursed for road works, feasibility studies and
supervision with the balance having already been
committed for newly procured contracts. No money
was returned to the treasury as was the case in the
past. This clearly shows that there had been growth
in the institution in terms of capacities in the area of
Planning, Procurement and implementation.
It is also important to note that there was great
increase in the number of local contractors
participating in the road sector with an estimated 190
contractors having contracts in one form or the other.
This is in addition to the contractors that were doing
routine and periodic maintenance. More of these local
contractors were still coming on board creating close
to 17,000 jobs and this was in line with Government
policy on empowerment of small and medium scale
(SME) contractors and job creation.
It is gratifying to note that RDA had accelerated its
implementation of various road projects that include
the Link Zambia 8000 Project, the Pave Zambia 2000
Project and the Lusaka 400 (L400) Road Project.
These projects are aimed at improving the standard
of living for the people of Zambia. In November
the Government through the Road Development
Agency launched the national tolling program
which has received tremendous support from the
stakeholders. The response has been favourable
and RDA would like to take this opportunity
to thank the transporters, the Chamber of
Commerce, the Mines and the manufacturers
among other stakeholders for their support.
It is also gratifying to note that in the year 2013
the Construction Finance Initiative took off and a
number of Memoranda of Understanding (MoUs)
were signed with various commercial banks,
suppliers of equipment and the Citizens Economic
Empowerment Commission (CEEC).
This initiative is aimed at empowering small
and medium scale contractors through
access to affordable fianance and equipment.
Discussions on the bottlenecks being faced in the
implementation of these MoUs have began and it
is hoped that the issues raised would be resolved
amicably.
In conclusion, I would like to sincerely thank all
the stakeholders who made the work RDA was
carrying out easier. I believe that it was these
concerted efforts that will help this country
prosper to greater height and attain the full
middle income status.
As RDA staff collectively and individually, we have
an inescapable duty of fulfilling this aspiration. If
we do this, I am convinced beyond measure that
we shall help transform RDA into a respectable
and admirable institution.

epublican President Michael Chilufya on Tuesday,
12th November, 2013, launched his fifth Road
Construction Project under the Link Zambia 8000
Road Project, the 45.5 kilometer Kitwe – Chingola Dual
Carriage Way at a total cost of K561 million.

Unveiling the new Board in Lusaka on Thursday, 26th
December, 2013, Minister of Transport, Works, Supply
and Communications, Yamfwa Mukanga directed the new
board members to immediately acquaint themselves with
national road projects and ensure that they succeeded.
Hon. Mukanga reminded the Directors that government
had launched a number of road projects which included the
Link Zambia 8000, Pave Zambia 2000, Lusaka 400 (dubbed
L 400) and the National Road Tolling Programme which
they needed to familiarize themselves with adding that
the Ministry will not accept failure by the newly appointed
Board members.
He said that Phase I of the Link Zambia 8000 was progressing
well and RDA had commenced the implementation of
Phase II of the same Project. The Minister disclosed that
works were going on in most parts of the Country including
Vubwi, Luangwa, Lufunsa, Chongwe and Chiawa. On Pave
Zambia, Hon. Mukanga said the equipment for pavers was
in place and had started to manufacture the pavers.
The minister also revealed that the implementation of
National Road Tolling Programme was doing well and there
was a lot of support from the people around the country
adding that the money realized would be used in Road
Maintenance. He disclosed that in the month of November,

Others are Mrs. Doreen K Mwanza from the Zambia
National Farmers Union ZNFU), Ms. Atridah Mulonga from
the National Science and Technology Council (NSTC),
Engineer Charles Sakanga from the Engineering Institution
of Zambia (EIZ) Mrs. Phidelia Mwaba from the Chartered
Institute of Logistics Transport (CILT).
Those from the Road Sector Agencies include Eng. Golden
Makayi from the National Council for Construction, Mr.
Zindaba Soko from the Road Transport and Safety Agency
and Dr. Anthony Mwanaumo from the National Road Fund
Agency. There is also a representative from the Attorney
General Chambers yet to be named.

he L400 Road Project launched by Minister of
Transport, Works, Supply and Communications,
Hon. Yamfwa Mukanga on August 16, 2013 in Lusaka
has advanced despite some challenges being faced by the
Contractor, AVIC International.
The Contractor who moved on site in June/July 2013, shortly
before the project was launched, has disclosed that there
are serious huddles being experienced in the execution
of works such as the presence of pipes and cables for
electricity and communication being found underground
and some land ownership wrangles surfacing in areas like
Kabanana. The report says such huddles had been brought
to the attention of the Road Development Agency (RDA)
and the Agency was actively addressing them

works will be done according to schedule if the challenges

The report indicates that there were a lot of pipes and
cables underground that were not too deep enough into
the ground and were posing serious challenges if not
properly managed and was likely to inconvenience the
current beneficiaries of those cables and pipes.

to relocate them as soon as possible. We will provide
necessary assistance. Otherwise, if we cause any damage

not take any economic or legal responsibility for that,” the
report stated in part.
The report specifically sited Mumbwa road to be cleared of
this problem adding that there was also another problem
were one commercial company was discharging its effluent
on the side of Mumbwa road where the culvert and the sub
base were to be constructed. The report says the effluent
was likely to compromise the quality of the new road at
that section.
The contractor has also requested the Agency and the
Lusaka City Council (LCC) to help resolve the land wrangle
in Kabana – Chazanga where the road was being extended
under the L400 Project but the land was under a dispute.
However, RDA Director and Chief Executive Officer Eng.
Charles Mushota when contacted for a comment said all
matters raised by the contractor were receiving urgent
attention and would be resolved as soon as possible.
These works form part of Phase I which were earmarked
for completion by December, 2013. The scope of works for
the L400 included the Engineering Design, Rehabilitation
and construction / upgrading of selected Lusaka urban
Roads of approximately 400 kilometres. The project entails
rehabilitation, building as well as widening of some roads. It
also includes road maintenance, equipment supplies, road
reconstruction and traffic control facilities construction.

Newly expanded Mumbwa-Lusaka Road
 Livingstone City roads

T
he complete rehabilitation and upgrading of 59.5km of
selected urban roads in Livingstone City, Zambia’s tourist
capital at the total cost of K234 million, is a milestone in
so far as the paving of township roads is concerned in Zambia.
The City of Livingstone which recently hosted the United
Nations World Tourism Organization (UNWTO) Conference
has seen a radical change interms of Road infrastructure Access Road to Senior Chief Mukuni’s palace
development and street lighting, a phenomenon that has not
been associated with township roads in decades. The City
emerges now as the pride of Zambia and sets a better example
of how Zambia would look like if all urban township roads
countrywide were done.
The Road Development Agency (RDA) awarded Inyatsi
Roads Limited a contract to do earth works, pavement layers,
drainage construction, walkway construction, line marking
and installation of road signs in November 2012 at the cost of
K118.44 million. Supervision of the works was to be undertaken
by BICHOD.
Initially, approximately 40Km was targeted to be worked on
but the 13.2Km Mosi-oa-Tunya road and 6.3Km other vital
links were added to the scope of works bringing the total to
59.5Km. The additional works increased the total contract
value to K234 million with the completion date of 4th January Cape seal and walkway on Kapufi Road
2014.
RDA Regional Manager for Southern Province, Eng. Kasambwe
Muswala said works on the roads came at the right time
when Zambia was preparing to co-host the UNWTO General
Assembly with neighboring Zimbabwe which was held in
August 2013.
Many gravel roads in the township and roads within
Livingstone General Hospital were upgraded to bituminous
standard among the notable ones being the over 9Km access
road to his royal highness Senior Chief Mukuni’s village which
was used to showcase of a typical village in Zambia during the
Conference.
Eng. Muswala said the bituminous surfacing on entire 59.5km
had been completed while drainage construction, walkway Asphalt Surface on Mosi oa Tunya Road
construction, line marking and installation of road signs were
in their final stages.
The immediate benefits to the people of Livingstone from
this timely Livingstone City Roads Rehabilitation Project were
reduced vehicle operating costs, increased accessibility and
connectivity between areas of social need and tourist sites.
He has disclosed that the periodic maintenance works on the
115km Livingstone to Sesheke M10 road had recorded some
progress with the completion of 13km Asphalt overlaying
including shoulder repairs.
In his report made available to ROADS Magazine, Eng. Muswala
said other works in progress were rigid concrete pavement
construction of three (3) pontoon docking bays for lower,
middle and upper water levels and at the parking bay. Line markings on Mosi-O-Tunya Road

He however said the serious deterioration of the Paving block
surfacing and pontoon docking bay at Kazungula boarder
motivated a variation on the initial scope of works to include
construction of rigid concrete pavements on the pontoon
docking and customs office frontage.
“The variation also included construction of rigid concrete
pavement parking bay for heavy goods vehicles on the area
located behind the customs office,” Eng Muswala said.
He said construction works at Kazungula boarder Post were
extremely essential because a good number of tourists
used this boarder as a point of entry into Zambia while the

the major roads linking Zambia to Southern Africa via Katima
Mulilo into Namibia and Kazungula into Botswana.
The initial scope of works included pothole patching, shoulder
repair and replenishing, Asphalt overlaying of the section
from Livingstone to Kazungula, reconstruction of the section
between km65 and km115, and double surface dressing of
the section from km115 to km212 at Sesheke. Other works
include repair and replacement of drainage structures and
road furniture.
The Contract sum presently stood at K141, 471, 347.57 inclusive
of the variations highlighted above and the works were being
carried out by Gomes Haulage, a Zambian owned construction
firm. Periodic Maintenance works including all works under
variation are expected to be completed by 14th June, 2014.
 RDA/NRFA signs MoU
with Madison Insurance

scale contractors to see NRFA or RDA if
they had difficulties with accessing finances
from lending institutions because the road
sector agencies knew the contractors well.
M
adison Finance Company (MFinance), a
member of the Madison Insurance Group, has
signed a memorandum of understanding on
the Construction Finance Initiative (CFI) with the Road
Development Agency (RDA) and the National Road Fund
Agency (NRFA) aimed at assisting small and medium scale
contractors access invoice discounting and working capital
financing solutions provided by the MFinance.
This has become the latest MoU to be signed under the CFI
arrangement since Government introduced the policy in
early 2013 through the Road Sector Agencies with Finance
Bank being the first Commercial Bank to sign the CFI in
Lusaka.
MFinance Managing Director Mr. Ken Simwamba said “My
Invoice”, as the SME Invoice Discount was called, would
allow SME Road Contractors to draw funds against their
sales invoices before the National Road Fund Agency paid
the invoice.
He explained that in order to do that, the contractor would
borrow a percentage of the value of their sales invoice from
MFinance, effectively using the invoice as their collateral
for borrowing adding that MFinance would make cash
available to the contractor within 48 hours. “This will assist
the Contractors to manage their cash flows and keep their
businesses running in an efficient way,” Simwamba said.
And gracing the signing ceremony, Minister of Transport,

called on all small and medium scale contractors to take

advantage of the Constructing Finance Initiative to expand
their contracting capacity and begin to compete with
foreign contractors in bidding for bigger contracting jobs.
Hon. Mukanga said it was time the SME contrators
graduated to grade two and one in accordance with the
National Council for Construction (NCC) standards. He said
the SME Contractors should stop complaining because the
Patriotic Front Government had made things easier for
them through the creation of an enabling environment for
their businesses to thrive and the onus was on the small
and medium contractors to prove their worth.
The Minister advised the small and medium scale
contractors to see NRFA or RDA if they had difficulties with
accessing finances from lending institutions because the
road sector agencies knew the contractors well.
Meanwhile, RDA Director and Chief Executive Officer, Eng.
Charles Mushota has warned small and medium scale
contractors against underperforming by way of shoddy
works saying the Agency will not condone the vice and
threatened to blacklist all those found wanting.
He said it was regrettable that with all the contracts being
awarded to them, some contractors could not perform
up to standard. He assured the small and medium scale
contractors that RDA would always ensure that contracts
were there for them to bid for.
The MoU was signed on Tuesday, 26th November, 2013 at
Taj Pamodzi Hotel in Lusaka.

The rehabilitation and upgrading of Kabwe and Kapiri
Mposhi urban roads commenced on 15th August 2012 and
was expected to be completed on 18th December, 2013. But
due to delays attributed to the absence of the designs, works
only began recently and the construction period has been
extended with works expected to be completed by June 2014.
So far, about 1200m asphalt has been laid with 23 kilometer
having been primed while 15 kilometer of chipping has been
done and waiting slurry application.
The 34.4 kilometer contract was awarded to Asphalt Roads
Zambia Limited at a cost of K165, 827, 799. 54. The scope
of works includes rehabilitating of selected roads, improved
alignments, drainage works including installation of road
furniture.

Kazungula Bridge set for

T
he construction of the over US$200 million
Kazungula bridge across the Zambezi River
and a one-stop border post between Zambia
and Botswana will soon be commencing following
the conclusion of negotiations at a meeting held in
Kasani, Botswana among the Governments of the
Republic of Zambia, Botswana and Japan.
According to the report that came out of the
meeting, The design of the Kazungula Bridge project
has been completed and preparations for the ground
breaking ceremony to mark the start of project co-
financed by the Japanese Government and the African
Development Bank (AfDB) have reached an advanced
stage.
A preparatory team consisting of officials from Zambia
and Botswana has been constituted to spearhead the
preparations for the official launch of the construction
in first quarter of 2014 with coordination expected to
be handled by the relevant authorities between the
two governments.
The construction of the 900m bridge across the
famous Zambezi River will provide the shortest
link between Zambia and the northern part of the
continent of Africa to Botswana and the rest of the
Southern African Continent.
Over the years, till the bridge is constructed, a pontoon
has been used to complete the trade cycle between
the two countries and many lives and property have
been lost while the pontoon was in transit. Once
completed, the Kazungula Bridge will enhance
trade and ease the movement of goods and services
between Zambia and the rest of the southern region
and this construction is coming at a time when the
world is expanding its investments in infrastructure

During the construction of this bridge many residents
living around the two areas of Kazungula on the
Zambian side and Kasani on the Botswana side are
expected to directly benefit from the Project as it will
provide employment to them and specialised skills by
the end of the construction period.
Those affected negatively by way of displacement
will be compensated as they will be relocated to
nearby places with better and improved housing
units provided for resettlement. On the Zambian side,
residents of Lumbo Village will be relocated to pave
way for the construction of the ultra-modern bridge.
These settlers will be compensated with new 40
modern houses under lot 1 to be built by T&H
Eminience Ltd. Under Lot 2, the contractor, CUHUSAKA
construction Company, will construct three teachers
houses and a community school . The construction
of the houses will be completed on 31st March 2014
while the community school and teachers Houses will
be completed in May, 2014.
Progress to date indicates that the for lot 1 (40
community houses) the contractor has completed
slabs for 33 community houses out of 40 and the
contractor for lot 2 has done the foundation for the
community school.
This new bridge and the one-stop border post will
make life ease for truck drivers who currently spend
nights in queues waiting for the pontoons to ferry
them across the Chobe River. Some of these trucks
carry perishable goods destined for distant customers,
and it is a nightmare for the drivers to watch days and
nights pass before they can cross to the other side of

Tapo - Kalabo Road across the Mongu plains on
a 36 kilometre stretch from Mongu to Tapo in
Western Province has reached an advanced stage.
The Project is aimed at connecting Mongu and
Kalabo Districts through the Zambezi flood plain
where past attempts to construct the road have failed
as the road has persistently been washed away by
perennial floods.
The contractor, AVIC International has so far completed
the construction of the embarkment which has been
raised to an average height of approximately 3 metres.

he upgrading of the 154 km Kawambwa – Mushota-
Luwingu Road to bituminous standard through the
Luena farming block has kicked off. The K258 million
project has began with the Contractor UNIK Engineering
Construction promising to complete the project within the
stipulated contract period.
The works comprise of Setting out, site clearance and
quarrying, earthworks and camber formation, reshaping
of road to engineered standard, construction of drainage
structures, gravelling works, bituminous surfacing works,
road signage, road markings and other miscellaneous
works.
Once completed, the road will support the development

infrastructure needed to market agricultural produce even
to proposed developmental projects such as the Luena
farming block. The project will significantly contribute to
socio-economic development and to poverty reduction

Through the Luena Farming Block, for example, the

increased commercialisation of small scale farmers

he Road development Agency has thanked the
Government of Malawi for choosing Zambia
as the destination where that country could
undertake its study tour on best practices in the rural
road construction.
Speaking when he addressed a Malawian Delegation at
a cocktail held in honor of the 12 member delegation
at Southern Sun Hotel, Acting Director and Chief
Executive Officer, Eng. Emmanuel Kaunda said it
was important that the two countries continued to
collaborate and share best practices in various sectors
of the economy.
He said there was a lot to learn from Malawi as well
adding that he believed the delegation’s coming
to Zambia was the beginning of the exchange
programmes between Zambia and Malawi. He said he
was happy that the delegation met with all relevant
government ministries and strategic institutions
during its tour of duty.
He hoped that the delegation had accomplished
its objective of coming to Zambia through the
interactions the team had and that the team had
learnt one or two things that they would implement
in Malawi.

The Malawian delegation was in Zambia from 1st
December, 2013 to 6th December, 2013 and was
hosted by the Road Development Agency (RDA).
During their stay in Lusaka, the team met a number of

Bernard Chiwala, Ministry of Local Government and
Housing Permanent Secretary, Rev. Howard Sikwela,
Ministry of Finance, Permanent Secretary for Budget
and Economic Affairs, Mrs. Pamela Chibonga.
Other institutions visited include the National Road
Fund Agency (NRFA), Road Transport and Safety
Agency (RTSA) and National Council for Construction
(NCC). The delegation also undertook a tour of rural
roads in Chongwe District where two rural roads
under periodic maintenance were visited.
And speaking at the same occasion, Malawian
delegation leader Eng. Elias Sisya said he was happy
with the reception that the team had received since
its arrival and particulary the various presentations
given to the delegation by the all stakeholders the
delegation met. He said it was humbling to see the
high level of preparedness of the Ministries and
the Road Sector Institutions as evidenced by their
excellent presentations.
The Malawian Delegation was in the Country
on a study tour of best practices in Rural Roads
Construction and maintenance. The delegation
comprised of officials from the Ministry Of Transport
and Public Works, Ministry of Local Government and
Rural Development, the Roads Authority, the Road
Fund Administration and the Ministry of Finance.

completed. The houses have been constructed
to compensate families that would be displaced
to pave way for the construction of the Mufuchani
Bridge across the Kafue River.
