44 killed in military air, ground assaults

injured in the two-day air
and ground assault against
the group in this province.

my’s 6th Infantry Division

ment operations against the
BIFF on March 8 and 9 in
the adjoining villages of
Lower Salbo and Kitango
in Datu Saudi Ampatuan

Social media platforms have made
it easier for people to encapsulate their
lives, ergo, the ease in objectifying peo-
ple. On social media, it is easy to forget
that the people who have been subjected

leaders and a lot of learnings to write
in this column. If I were to write three
great learnings I have in there, these
would be:
1. Everything can be done in an
LGU. No program is too ambitious that
it cannot be implemented. The system in
the LGU is designed to make the impos-
sible possible. No budget? Not to worry,
there are mechanisms to tap other re-
sources. You have already reached your
limit to hire employees? There are ways
to outsource services. Your workforce
is polarized by politics? There are HR
systems to ensure performance manage-
ment. Your office structure is not respon-
sive to the real needs, reorganization is
very much allowed. Name a problem
and it can always be addressed. If you
have not found a solution to a problem
yet then you probably have not explored
the scope of power that is bestowed in
the LGU.
2. All it takes is political will. At
the end of the day, LGUs are leader-
ship-driven. As much as structures and
mandates are in place regardless of
periodic change of leadership, LGUs
are still maneuvered by the strategic
priorities of whoever is in power. And

being so, citizens rarely get the special
treatment that they should get, as much
as they should get it.
Looking for the meaning of partic-
ipatory governance, I was surprised to
find out that the concept on one hand is
closely related to other concepts such
as collaborative governance, democrat-
ic engagement, citizen participation,
deliberative practices, participatory
democracy and social equity. On the
other hand, the concept is also closely
related to issues about citizen compe-
tence, people empowerment, capacity
building, services delivery and political
representation. Despite the vagueness
of how these concepts would relate to
each other, it seems very clear that this

In other words, the urge to go federal
must come from below, not from the
top. To impose the federal system from
the top would be a mistake—especially
if it is done by legislation or through a
constituent assembly.
It would be an artificial creation,
dictated unilaterally by presumptuous
“representatives” without even ascer-
taining whether the people they repre-
sent desire it, are ready for it, and are
actually clamoring for it.
Not only that, it is important to de-
termine whether both the people and the
leaders have demonstrated capacity for
self-governance or even just autonomy.
The spirit and practice of autonomy,
of self-government and its processes,
are essential for the success of a federal
system. It was lack of this spirit and
practice that drove Indonesia to abandon
the federal system—which they adopt-
ed at the outset of independence—and
replaced it with the unitary-presidential
system.
Thus far, our federal proponents have
not even checked to what extent our
national policy of local autonomy has
become institutionalized in local govern-
ment units: regional, provincial, munic-
ipal, or barangay. So on what basis can
they claim that Filipinos are ready for
the federal system?
We have not even fulfilled the
mandate to govern ourselves in our own
small community, the barangay. It has
been over a quarter of a century since
the Local Government Code proclaimed
this mandate. More than two decades
and a half! We left the fulfillment of
autonomy entirely to our village offi-
cials—as if autonomy can be fulfilled by
activating only one side of the equation.
Autonomy requires that both the
constituents and the officials (their
public servants) be active participants in
governing their jurisdiction.
This lopsided participation has
resulted in the capture and manipulation
of political power by the officials, many
of whom are undereducated and misin-
formed. And that explains why the pro-
visions of the Local Government Code
of 1991 has been interpreted to their ad-
vantage. Touted as the “autonomy law”,
this Code has had no real impact on
governance and people empowerment
where good government matters most: at
the grassroots.
If any doubts this, just walk around
and see the disorder, the filth, and the
poverty in the neighborhoods—even in
parts of upscale or gated villages, where
misery lives cheek-by-jowl with the
abundance of their village’s resources
and the wealth of its residents.

really just clusters of barangays, the
demeanor of their barangays is reflected

These days we have to
be very guarded against
the general tendency to
gloat, since it has become
kind of normal every-
where and is seen and
done everywhere. It is in

To gloat is never right because
in the first place whatever good
we have and accomplishments
we make are always due to God’s
grace. Our efforts play only a

makes you different from anyone
else? What do you have that you
did not receive? And if you did
receive it, why do you boast as
though you did not?” (1 Cor 4,7)
In other words, we are all equal
in the eyes of God our creator. The
differences and distinctions we
have among ourselves are meant
to work for the common good, and
not for one’s glory but for God’s

and follow Christ in his example
of extreme humility and abundant
patience, compassion, mercy and
magnanimity.

We are meant for immortal-
ity. We are meant for immortality
simply because we have a spiritual
soul. Our principle of life is not
matter-based that deteriorates and
dies in time. Ours can outlast our
material and temporal condition.
More than that, with God’s
grace on which it actually de-
pends, our soul can animate and
spiritualize our material dimension
such that our body can partake of
immortality also.
The corollary to this is that our
human acts which are done know-
ingly and freely should be such
that can aim at immortality.
That is why we talk about mo-
rality of our acts.
This is, of course, a truth of
faith that goes beyond human
reckoning that depends on sensible
facts and data. But it’s a truth that
somehow can be validated by the
fact that Christ, our way, truth and
life, resurrected after death, giving
us an idea that with him too, we
can resurrect but at the end of time.
Just the same, we always have
in us a natural inner longing for
a life without end, that somehow
indicates that we are indeed meant
for immortality. Of course, such
longing may also be taken for
granted or ignored or even rejected.
But that we always prepare some-
how for the future already shows
traces of such natural longing for
immortality.
The ideal is that we look for-
ward to that state of immortality.
And that means that we have to be
ready to die in this world so we can
be released from the limitations of
time and space, and enter into the
eternal life of God and all the saints
in heaven, where we actually come
from and where we belong.
Let’s remember that we just did
not come from our parents through
some biological processes. We
come from God who is in heaven.
God is our creator. Our parents are
only procreators.
Our parents can only give us
our body with its plant and animal
soul at best. It is this soul that en-
ables us to move, grow, feel, think,
behave, etc., in a particular way. It
is a soul that goes together with our
bodily and physical condition. It
lives and dies with it.
But our spiritual soul is not
transmissible through human repro-
duction. Our spiritual soul comes
from God directly. It is the soul
that enables us to unite with God.
It is the soul that actually animates
all the parts and components of our
being—the physical, biological,
emotional, intellectual, etc.

It is what enables us to think
and long for immortality, and
the one that links us directly and
permanently with God our Creator.
Thus, it is of utmost importance
that of all the parts and compo-
nents of our humanity, it is the
spiritual soul that we have take
care of the most. And that is pre-
cisely meant by what is termed as
our spiritual life.
If we take care of our spiritual
life, our longing for immortali-
ty as well as the effort to fulfill
the requirements for it would be
sharpened. We would be vigilant
and expectant, knowing that our
earthly life is just a pilgrimage
to our definitive home in heaven.
That is why, in the liturgy we are
always reminded of this need.
After the consecration at Mass,
for example, the priest prays: “De-
liver us, Lord, we pray from every
evil, graciously grant peace in
our days, that, by the help of your
mercy, we may be always free
from sin and safe from all distress,
as we await the blessed hope and
the coming of our Savior, Jesus
Christ.”
It echoes what St. Paul said in
his Letter to the Philippians: “For
our citizenship is in heaven, from
which also we eagerly wait for
a Savior, the Lord Jesus Christ.”

Myles’ mother receives death threat

JOURNALIST Grace Albasin,
a former National Union of
Journalists of the Philippines di-
rector, has received death threats
over social media stemming
from the arrest of her daughter,
youth activist Myles Albasin,
and five companions who the
military has accused of being
communist rebels.
Grace, now the Bukdinon
correspondent of the Philippine
Daily Inquirer, first received this
threat from a certain “Jeprox
Raider” on her Messenger ac-
count: “Mga NPA mong animal
mo (You NPA animals), good
luck may the bullet find you.”
Jeprox Raider continued to
threaten Grace, this time com-
menting on a post on her Fae-
cbook page: “sana sa susunod
manglaban na lang siya ha, or
kayo mismo mga magulang na
kinain ng sistema (may she fight
back in the future, or you the
parents eaten up by the system),
may the bullet find you someday,
that’s the curse of the public for
you, you NPA buttheads.”
Grace said the threats and
vilification have aggravated the
stress of trying to address the
crisis their family is facing.

populace. And sometimes
it can be tempting to just
expedite progress with pure
infrastructure leaving them
behind. But if we ignore
the growing gap of the
haves and have-nots in a
community, it will always
have a social implication
that may eventually drag the
community down such as
crimes of poverty. Progress
and development is always
a community effort, it is
always a team work where
no one should get left be-
hind. The secret is to strike
a balance.

of our local governments

er-ending reign of trapos
and oligarchs in them—are
eloquent arguments against
the presumptuous advocacy
of the federal promoters.
How many of our city’s
barangays—and the poor in
them—fester in a state of
penury or neglect? Isn’t this
an indicator of how pathetic
our society is in the art and
craft of self-governance?
Every resident of a ba-
rangay is sovereign citizen,
with a mandate to be actively
involved in his local gov-
ernment—as a member of
its parliament, the Barangay
Assembly. As such, everyone
should check his status of
involvement. Do you allow
an oligarchy consisting of
the chair and the kagawads to
rule your jurisdiction without
your active participation? If
so, you are repudiating the
barangay’s unique form of
direct democracy and parlia-
mentary form of government.
Without your participa-
tion, the barangay’s parlia-
mentary government be-
comes inutile—since the of-
ficials, your public servants,
are carrying on as if they
are integral to the presiden-
tial-representative form of
government that operates at
upper levels. The chairman
in not a “little president” or
a “captain.” The sanggunian
is not a “little congress”, it is
a board of directors.
If you let your barangay
officials control or manip-
ulate your community’s af-
fairs, you are turning its gov-
ernment into an oligarchy.
And you are disempowering
yourself and your neighbors,
who are all officials of your
local government—as mem-
bers of your local parliament
(the Barangay Assembly)
whose powers supersede the
powers of all of your local
officials.
Everyone who think and
behave like this is rendering
himself unfit for consider-
ation in a federal system—
which requires that its citi-
zens be assertive and actively
involved in government.

RCBC eyes
sustained
double-digit
income
growth in ‘18
RIZAL Commercial Banking
Corp. (RCBC) targets to sustain
its double-digit income growth
this year after an 11 percent ex-
pansion in 2017.
The bank ended 2017 with an
income of PHP4.3 billion, partly
boosted by the 16 percent growth
in total customer loans portfolio.
RCBC President and CEO Gil
Buenaventura said they “like it to
be higher” for this year.
“We’re in the lending business
so growth would come from the
lending side also,” he said in a
briefing Friday.
Last year, the bank posted
across-the-board increase in its
loan portfolio, led by the 39 per-
cent rise of loans to small and
medium enterprises (SMEs), fol-
lowed by the 29 percent in credit
card receivables, 15 percent in-
crease in consumer loans, and 12

acclaimed Malagos Chocolate
brand.
Cacao plants, which first
made it to Philippine shores in
1670 through a Spanish friar, is
currently one of the country’s
key crops with a huge poten-
tial in the world market. The
Philippines produces more
than 10,000 metric tons of ca-
cao per year and exports about
$6 million worth to the inter-
national market. The country,
however, imports more than
$100 million worth of cacao
from other cocoa-producing
countries.
The Department of Foreign
Affairs said the imbalance be-
tween cacao production and
importation is because the
Philippines exports raw cacao,
while it imports fermented ca-
cao beans, which give choco-
late bars and other products
the taste and texture needed
to produce the sweet type of
chocolate people buy in stores.
Seeing the potential of ca-
cao and chocolate in the ex-
port market, the Philippine
government has endorsed a
target to increase cacao crops
to 100,000 metric tons per year
by the year 2020. Euromonitor
International forecasted that
the Philippine chocolate mar-
ket is set to grow 13 percent
to $306.3 million in just four
years.

Duterte pledges support Peso ends week flat

velopment of micro, small, and
medium enterprises (MSMEs).
The President led the 10th
Filipina Entrepreneurship
Summit at the World Trade
Center in Pasay City, which is
held annually in line with the
celebration of the International
Women’s Day and the National
Women’s Month.
He expressed gratitude to the
women entrepreneurs for being
critical drivers of the country’s
economic growth.
“I assure you of the gov-
ernment’s support to promote
MSME development and of
our untiring commitment to
provide a conducive business
environment,” President Du-
terte said in his speech.
The Chief Executive noted
that 75 percent of MSMEs are
owned by women, which ac-
counts for more than 60 percent
of jobs in the country.
“Increasing their competi-
tiveness provides economic
benefit and results in job crea-
tion,” he explained.
At the same time, the Presi-
dent reiterated his adminis-
tration’s focus on eradicating
illegal drugs, crimes, and cor-
ruption and in the relentless
drive in pursuing peace to foster
economic growth and achieving
sustainable development.
Duterte also urged other
stakeholders to continue to
highlight the empowerment of
women as active contributors
and claimholders of develop-
ment.
On the other hand, the Presi-
dent cited the government’s
initiatives.
“Through the various gov-
ernment initiatives like the In-
vestment Priorities Plan 2017-
2019, our efforts to enhance the

though slower than the 12.2 per-
cent growth a year ago.
Thus the balance of trade in
goods in the first month this
year posted a higher deficit of
