ANNEX 1

INDUSTRY PREPARATION FOR PRE-GRADUATES (iPREP)

PROGRAMME HANDBOOK

1. BACKGROUND

The Industry Preparation for Pre-Graduates (iPREP) programme is a talent development


initiative aimed at preparing and equipping pre-graduates with relevant skillsets and work
experiences during their academic studies to enhance their industry-readiness upon
graduation.

2. ELIGIBILITY CRITERIA

Participants in the iPREP Programme will be shortlisted by their respective Institution and
must be:
a. A Singapore Citizen; and
b. A student pursuing an eligible course as approved by IMDA

3. PROGRAMME COMPONENTS

Students are encouraged to build up their portfolio via the following components:

a. Technical Courses / Certifications

Students are encouraged to complete or obtain at least one (1) technical course or
certification which is relevant to the development of infocomm-related skills. Students
can take courses recommended by their Institution or select a course for IMDA’s
review and approval. IMDA’s prior written approval must be obtained prior to the
commencement of the relevant course / certification.

b. Internship / Industry-Relevant Projects

Each Student is encouraged to undergo at least one (1) internship, which allows him
to undertake a project in the infocomm technology (ICT) industry, during his studies.
Students can source for internship opportunities:
(i) From iPREP’s industry partners;
(ii) From the Institution he is enrolled in; or
(iii) Through his own effort.

The scope of the project should:


(i) Be reviewed and approved by the Student’s Institution and IMDA; or
(ii) Fulfils the Final Year Project requirements of the Student’s course of studies.

c. Industry Networking Events

Students under the iPREP Programme will be given the opportunity to attend
seminars, lectures and workshops which are relevant to ICT industry. IMDA will
provide advance notice of these events to the Students.

Each Student is encouraged to attend at least one ICT Event during his studies.

d. Mentoring Session

IMDA will invite experienced tech professionals to hold talks and share their
experiences to Students on the programme. Students are encouraged to take the
initiative to leverage on the mentors’ experience and connections in order to
understand the needs of the ICT industry.

Each Student is encouraged to attend at least one mentoring session during his studies.

Students who have successfully completed at least one technical course/certification and
performed well (Grade B) in one ICT internship will receive a one-time performance
incentive from IMDA.

4. PROGRAMME REQUIREMENTS

Students are required to submit the Progress Report (enclosed herein as Annex A)
annually or at the request of their institution throughout the duration of their participation
in the iPREP Programme (i.e. from the date of enrolment into the iPREP Programme until
graduation from Institution). The Progress Report will allow Institutions and IMDA to
monitor each Student’s progress and award the one-time performance incentives
accordingly.

Students are to submit the Progress Report to IMDA through their Institution coordinators.

5. FUNDING SUPPORT

IMDA provides the following funding support for students under the iPREP Programme:

a. Technical Courses / Certifications

IMDA will reimburse 100% of the course fees and/or examination fees for technical
courses and certifications undertaken by Students, capped at S$3,000 per Student
for the entire duration of each Student’s participation in the iPREP Programme.

Students who intend to claim the fees for technical courses / certifications must first
obtain IMDA’s prior written approval for the technical course / certification by
submitting the Request for Technical Courses / Certifications Approval Form
(enclosed herein as Annex B) to their Institution at least one (1) calendar month prior
to the commencement of the course / certification.

IMDA will not reimburse any claims for technical courses and certifications which have
not been approved under any circumstances whatsoever.

The funding support does not cover any training grants or subsidies offered by course
providers, testing centres or any other organisations.

IMDA will reimburse Students for the fees for technical courses / certifications after
the completion of the relevant technical course / certification, and provided that the
Students have fulfilled the requirements set out in the Technical Courses /
Certifications Claim Application Form (enclosed herein as Annex C).

Students who intend to claim the reimbursement of the fees for the technical courses
/ certifications must submit the Technical Courses / Certifications Claim Application
Form and the requisite supporting documents listed therein to their Institution within
three (3) calendar months of the completion of the relevant technical courses /
certifications. Upon receipt and approval of the complete set of documents, the
amount claimed will be disbursed by the relevant Institution.

Students must complete all courses / certification and submit all Technical Courses /
Certifications Claim Application Forms and the requisite supporting documents to their
Institution at least one (1) calendar month before their graduation from the Institution.

IMDA may reject any late or incomplete claim applications or claim applications which
are not accompanied by the complete set of supporting documents.

b. Allowances for Overseas Internships

IMDA will subsidise the cost of living and airfare for every Student who undergoes
one or more overseas internship which have been approved by IMDA. Each Student
is eligible to receive the following allowances over the course of the Student’s
participation in the iPREP Programme:

(i) Cost of Living Allowance of S$1,200 per month, for a maximum of six (6) months
over the course of each Student’s participation in the iPREP Programme; and
(ii) Airfare Allowance covering the cost of return economy class airfare, which shall
be capped at S$1,200.

Students who intend to claim for the Cost of Living Allowance and the Airfare
Allowance must first obtain IMDA’s prior written approval of the overseas internship
by submitting the Request for Overseas Internship Approval Form (enclosed
herein as Annex D) to their Institution at least one (1) calendar month prior to the
commencement of the relevant overseas internship.

IMDA will not reimburse any claims for internships which have not been approved
under any circumstances whatsoever.

The Cost of Living Allowance and Airfare Allowance will only be paid after the
completion of the relevant overseas internship. Students who intend to claim the Cost
of Living Allowance and Airfare Allowance must submit the Overseas Internship
Claim Application (enclosed herein as Annex E), the Overseas Progress Report
(enclosed herein as Annex F) and the requisite supporting documents listed therein
to their PSEI within three (3) calendar months of their return from their internships.

Upon receipt and approval of the complete set of supporting documents, the Cost of
Living Allowance and/or Airfare Allowance will be disbursed by the relevant Institution.

Students must complete all overseas internship and submit all Overseas Internship
Claim Application Forms, Overseas Progress Report and the requisite supporting
documents to their Institution at least one (1) calendar month before their graduation
from the Institution.
IMDA may reject any late or incomplete claim applications or claim applications which
are not accompanied by the complete set of supporting documents.

c. Performance Incentives

IMDA will give students who fulfil the following a performance incentive:
(i) Completed at least 1 technical course/certification; and
(ii) Performed well in at least 1 ICT-related internship

IMDA will disburse the incentives on a yearly basis to the relevant Institution. The
amount due to each student will be disbursed by the relevant Institution
To qualify for the performance incentives, students must have submitted the Progress
Report to their Institution at least one (1) calendar month before their graduation from
the Institution. IMDA may reject any late submissions.

7. FREQUENTLY ASKED QUESTIONS

a. Is iPREP a scholarship?
No, the iPREP programme is not a scholarship. It is a talent development programme
to help pre-graduates ready themselves for the industry. The iPREP programme does
not support student’s tuition fees.

b. What are the eligibility criteria for the iPREP programme?


Only students nominated by their Institutions will be invited to apply for the programme.
Students must be Singapore Citizens.

c. Are there any bond requirements under the iPREP programme?


There is no bond imposed on the students under the iPREP programme.

d. Are students guaranteed an internship placement with iPREP’s industry


partners?

IMDA engages the industry to offer internship projects for students under iPREP,
giving students additional opportunities.

Each internship placement is dependent on:


a) Student’s suitability with the requirements of our partners; and
b) The relevance of the internship project with student’s course of studies

Students can self-source internships if they cannot find a suitable match with iPREP’s
industry partners.

e. When does application open for internship with iPREP’s industry partners?
Students will receive internship opportunities offered by iPREP partners from IMDA
all-year round. Students are advised to apply around 6 months before their available
internship period.

f. Is a student guaranteed a job after he completes the iPREP programme and


graduates from his/her Institution?
Industry partners are not obligated to offer employment opportunities to graduating
students. However, this does preclude the industry partners from doing so if the
student is found to be suitable. Students in the iPREP programme are therefore

encouraged to create a positive impression in their engagements with the industry
partners.

g. When will the Performance Incentives be paid out?


Performance incentives are paid out yearly. Students who have fulfilled the
requirements to qualify for the incentives will receive their incentives via their
Institution.

h. Can a student participating in the iPREP programme apply for scholarships?


Students under the iPREP programme can apply for scholarships. However, students
need to inform their Institutions and IMDA on the scholarship. IMDA will review the
details of the scholarship to determine if students can continue to participate in the
iPREP programme.

Terms and Conditions

1. To qualify for the performance incentives, students must have fulfilled the following requirements:
i. Students must submit this Progress Report to their respective Institution annually or at the
request of the Institution and at least one (1) calendar month before their graduation from the
Institution;
ii. Completed at least one (1) technical course/certification; and
iii. Achieved at least a Grade B for one (1) ICT-related internship.
2. Students should provide supporting documents as proof of completion when submitting this
Progress Report to their respective Institution. Supporting documents should include, but is not
limited to:
i. Certification of course completion/ achievement;
ii. Letter of offer from internship company; and
iii. Report/ Testimonial from internship company on student’s performance.

3. If the Student has fulfilled all the requirements and is eligible for the performance incentives, IMDA

of the Institution in which each Student is enrolled.

1. Students who intend to claim for the reimbursement of fees for technical courses / certifications
must ensure that they have obtained IMDA’s prior written approval for the course / certification
before the commencement of the course / certification. IMDA will not reimburse any the fees for a
technical course / certification which has not been approved under any circumstances whatsoever.
2. Students must make full payment to the relevant training providers and complete the courses /
certifications prior to submitting their claims to their respective Institutions.
3. Students must submit this Technical Courses / Certifications Claim Application Form and the
supporting documents to their Institutions within three (3) calendar months of the completion of the
technical courses / certifications.
4. Students must complete all courses / certification and submit all Technical Courses / Certifications
Claim Application Forms and the requisite supporting documents to their Institution at least one (1)
calendar month before their graduation from the Institution.
5. Students must fulfil the following requirements in order to qualify for funding support under the
iPREP Programme:
i. Complete the approved course and pass all examinations required by the course during the
course of their studies, and no later than one (1) calendar month before their graduation from
the Institution;

ii. Achieve at least 75% attendance in the relevant approved course / certification within a period
of twelve (12) calendar months from the commencement date of the approved technical
course / certification;
iii. Students who intend to claim the reimbursement of fees for certifications must complete and
pass all examinations required by the course in order to achieve the final certification status;
and
iv. Students who intend to claim the reimbursement of fees for courses which do not lead to any
certification must complete and pass all relevant post-course assessments or tests.
6. IMDA may reject any late or incomplete claim applications or claim applications without the full set
of supporting documents.
7. If a claim application is successful, IMDA will reimburse the relevant course / certification fees
through the Student’s Institution. The Institution will ultimately be responsible for the disbursement
of the monies.
8. The disbursement of any funding support under the iPREP Programme shall be sole responsibility
of the Institution in which each Student is enrolled.
9. IMDA shall not be liable to any Student for any losses or damages, loss of income, profit or savings
or any indirect, incidental, special, consequential, or punitive damages arising from or in connection
with any aspect of the iPREP Programme.

1. Students who intend to claim the allowances related to their overseas internships must first obtain
IMDA’s prior written approval of the internship by submitting the Request for Overseas Internship
Approval Form to their respective Institutions at least one (1) month prior to the commencement of
the internship.

2. Only Students undergoing infocomm-related overseas internships will qualify for funding support
under the iPREP Programme.
3. There are no restrictions on the number of overseas internships that each Student may undergo,
provided that the total amount claimed during the course of the Student’s participation in the iPREP
Programme complies with the following conditions:
 The Cost of Living Allowance is limited to S$1,200 per month, for a maximum of six (6) months
over the course of each Student’s participation in the iPREP Programme; and
 The Airfare Allowance covering the cost of return economy class airfare shall be capped at
S$1,200.
4. The Cost of Living Allowance and the Airfare Allowance will only be paid to the Student after the
completion of the relevant overseas internship.
5. Students who intend to claim the Cost of Living Allowance and the Airfare Allowance must submit
the Overseas Internship Claim Application Form and the supporting documents to IMDA through
their respective Institutions within three (3) calendar months of their return from the IMDA-approved
overseas internships.
6. Students must complete all overseas internship and submit all Overseas Internship Claim
Application Forms, Overseas Progress Report and the requisite supporting documents to their
Institution at least one (1) calendar month before their graduation from the Institution.
7. IMDA will not reimburse any claims for internships which have not been approved under any
circumstances whatsoever.
8. The disbursement of any funding support under the iPREP Programme shall be sole responsibility
of the Institution in which each Student is enrolled.
