HISTORICAL SECURITY COUNCIL:

WORKING PAPER 1.1

1) In accordance with the chapter one of the United Nations Charter


stating the right to self determination of the Vietnamese people, both
blocks recognize the issue but only the communist wishes to provide a
solution
2) Supporting the Geneva Accord of 1954 which called for free and fair
elections and unification of Vietnam post elections, we recognize the
failure of the united sates and France to uphold this promise
3) Recognizes the legitimacy of the North Vietnamese government on
the basis of 1954 Geneva Accords when they receded to the 17th
Parallel
4) Various invasions by foreign countries in Vietnam to pursue their own
interest have led to the escalation of violence within in its borders
resulting in an unstable and dangerous environment for the civilian in
both North and South Vietnam
5) Recognizing the United Nations Resolution 189 and the threat of
spillover into Cambodia and Laos due to US and southern Vietnamese
soldiers, this block calls for an immediate curtailment of fighting to
within Vietnam for the time period
6) Affirming that guerilla warfare within south Vietnam, in terms of
the Viet-Cong (NFL) were formed due to the injustice committed
by the puppet government of Diem installed by the US
7) Hopes to resolve the fighting within Vietnam by calling upon the
United States of America for the withdrawal of troops and military
advisers
8) Calls for immediate solutions in the form of;
a. An immediate ceasefire between all political
parties in Vietnam
b. A fact finding investigation to look into the
Gulf of Tonkin incident
c. The recession of the all US forces present in
South Vietnam and the simultaneous
deployment of the UN peace keeping force
d. Country wide elections to take place between
North and South Vietnam overseen by the
United Nations and guaranteed protection of all
