civilians.

2008, and the CPN (M) lead a coali-
tion government until May 2009.
But this is rare. A violent route to
power must be avoided. The Indian
government has also responded to
situation by offering Rs 3,400 crore
to upgrade the infrastructure in 34
districts in the country worst af-
fected by the Naxal violence, and
the Maoists have agreed to talk
with the Home Minister P Chi-
dambaram, so there is a ray of hope.
