INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR WASTE TO

ENERGY PLANT AT CHANDIGARH
The Municipal Corporation, Chandigarh (MCC) is planning to set up a Waste to Energy Plant of
500 Tonnes per day Capacity at Chandigarh on PPP mode for a period of 30 years. MCC
invites Expression of Interest from companies fulfilling the pre-qualification criteria for the
project. Only those companies that participate in the EOI process and are shortlisted based on
the pre qualification criteria will be invited to bid in the second stage.

EXPRESSION OF INTEREST FORMAT:

Interested companies are invited to submit their Expression of Interest in the format below:

1. Covering letter on the company's letterhead.

2. Contact information of the company with Email Address, Phone Number, Postal Address
of the head office and all branch offices along with name of the representative.

3. Organization profile including details of incorporation, strength, and constitution.

4. Names and designation of the heads of the organization and institutional structure

5. Annual turnover for the last three financial years for the company as a whole; and
separately from the waste management operations/ SPVs created for this purpose.

6. Details of the similar projects running nationally/internationally, along with type of

technology, capex and opex involved

7. Brief plan for procurement of required assets/ major items of equipment expected to be
used for operations

PRE-QUALIFICATION CRITERIA:

The company should have:

1. Prior experience i.e. set-up and operated at least one Waste to Energy Plant of minimum
400 Tonnes per day capacity; or two Waste to Energy Plants of minimum 300 Tonnes
per day capacity; or three Waste to Energy Plants of minimum 200 Tonnes per day
capacity for at least three years ending May 2017 and presently the plant(s) should be in
operation.

2. An average financial annual turnover equivalent to Rs 50 Crores or more ending 31st

March 2017.

PRESENTATION:

If the expression of interest format is found to be in order and the company passes the pre-
qualification criteria, then it shall be invited to make a presentation to MCC.

REQUEST FOR INFORMATION:

Information on the following may be sent as part of the Expression of Interest, or provided as
part of the presentation to MCC by those shortlisted. The response to the Request for
Information is not part of the pre-qualification criteria.
 1. Detailed proposal to set up Waste to Energy Plants and the support required from
Municipal Corporation, Chandigarh.

2. Description of the similar projects set up and operated by the company including layout,
design and technology.

3. Financial summary/ P&L accounts of each of the plants presently being operated by the
company.

4. The terms and conditions of participation/investment made with government agencies on

similar project(s), i.e., PPP (Public Private Partnership) BOT (build, operate and
transfer), subsidized BOT, DBO (design, build and operate), tipping fee, etc.

5. Details of arrangement with the city government for the operations also.

6. Details of the systems in-operation and other proposed project under implementation in
India and nature of service level agreement

7. Details of collaboration with an Indian company, if applicable

8. Client certificates regarding satisfactory handling of such projects, with reference names
from within your customers.
