Field visit on the Gram Panchayat, Block Panchayat and Zilla Panchayat for the

study of MGNREGA Application:


Introduction:

The National Rural Employment Guarantee Act 2005(NREGA) is a social security scheme that attempts
to provide employment and livelihood to rural labourers in the country. In an effort to make inclusive
and overall development a reality.

NREGAsoft envisions implementing e-Governance across State, District and three tiers of Panchayati Raj
institutions. It empowers the common man using the information technology as a facilitator. NREGAsoft
provides information to citizen in compliance with the right to information Act(RTI Act). It makes
available all the documents like Muster Rolls, registration application register, job card/employment
register/muster roll issue register, muster roll receipt register which are hidden from public.

Day 1

Visited Gram Panchayat kothon District Solan,s Guided by Mrs. Pasang Dolma(Panchayat
Sahayak)

Studies the work flow in MGNREGA

Studies the application activities in Gram Panchayat:

 Registration of members of rural households willing to do unskilled manual work.


 Issuing job cards to registered applicants.
 Receiving applications for employment from registered applicants with demand details.
 Execution of approved works at its own level and allocation of work to the applicants.
 Paying the registered applicants/workers along with maintenance of muster rolls.
 Conducting timely social audits and keeping detailed records.
 Updating expenditure details for funds received from PO/DPC/State (in case of state fund).
 Marinating details for Labor projections and work projections.
 Receiving and recording citizen complaints.
 To maintain several registers such as Registration Application Register, Muster roll Receipt
register, Job card and Employment Register.

Block Activities on MGNREGA Application

Programme officer:

Programme officer is block level administrator who looks after implementation of MGNREGA.
Programme Officer issues stationary like blank muster roll forms, Measurement book for the approved
work. Pay unemployment allowance, send works for technical sanction and financial sanction, Add Block
level Works to Labour Budget generate wage list, attend Complaints receive/refund fund from
DPC/State and transfer fund to GPs /Line department etc..

Day 3

Visited Zilla Panchayat at Shimla, Guided by Mrs. Nidhima (Computer Operator)

District Programme Coordinator :

The following are the primary duties of a District Programme Coordiantor.

 Ensuring the timely financial and technical approvals of projects.


 Releasing of funds and overseeing their utilization.
 Creating social audit schedules.
 Attending to different kinds of complaints under the grievance redressal system.
 Submission of Monthly Progress Reports (MIR).
 Creating Labor Budget.
 Forwarding the labor budget to the state government, which then forwards it to the Ministry of
Rural Development with its recommendations

Conclusion:

The field visit made to the places was very fruitful. I have learnt to use NREGA soft fro uploading data
and will use the learning outcomes at state level.
