The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections
11(2) and (2ZA)(b) of the Road Traffic Act 1988(a) and all other powers enabling them to do so.
Representative organisations have been consulted in accordance with section 195(2A)(b) of that Act.
In accordance with section 195(4A)(c) of that Act, a draft of this instrument has been laid before and
approved by resolution of the Scottish Parliament.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations make provision about the limit on the proportion of alcohol present in breath, blood,
and urine under the Road Traffic Act 1988. Regulation 2 prescribes new, lower limits for the purposes
of the definition of “the prescribed limit” in section 11(2) of that Act as it applies in relation to the
driving, attempting to drive, or being in charge of a vehicle in Scotland.
