Report for new generation of consistent withholding tax data (Entries in table
WITH_ITEM) in open items after master record changes of a vendor.

RFWT0020

Report was created in the environment of the American 1099 reporting. The
report generates withholding tax data for open and cleared items again if the
withholding tax rate is 0%.
