MEMORANDUM

TO: Interested Parties

FROM: Andy Yates

DATE: April 9th, 2017

SUBJECT: NC Congressional District 9 Republican Primary Survey

Our survey findings on the Republican Primary Election in NC Congressional District 9 over Thursday,
April 5th and Friday, April 6th show the race is up for grabs with Early Voting beginning next week and
that Congressman Pittenger is at risk of losing his bid for re-election to Mark Harris. Pittenger now holds
a modest lead of 38% to 30% over Mark Harris on the ballot test with 30% of the voters undecided.

These survey findings show the race has tightened considerably in recent weeks when compared to
previous publicly released polls and suggest that Congressman Pittenger’s re-election chances are in
serious danger. An incumbent polling below 40% on the initial ballot test is considered to be in trouble
That coupled with Pittenger only having a 32% positive approval rating with the large segment of
undecided voters in this race show he is in a very weak position headed into Early Voting. Meanwhile,
the momentum appears to be on Harris’ side with his positive approval rating growing to 40% and his
disapproval rating only at 15%.

Finally, on the informed ballot, after respondents hear both positive and negative information from both
candidates, Harris leads Pittenger. This shows that as both campaigns continue to get their messagae
out that it is very likely Harris will continue to rise and the momentum will likely stay on his side.
