Opinion on Time Extension of MSC, RTIP-II

 Objectives of MSC Services

The main objective of services under Terms of References (TOR) is to assist PD and
PMU so that they could manage their duty in connection with the implementation of
the RTIP-II Project efficiently and effectively.

 Project Description, RTIP-II


Two Components:
a. Accessibility Improvement;
i. Upazila Road Improvement
ii. Rural Road Maintenance
iii. Rural Waterways
iv. Growth Center Markets

b. Institutional Strengthening, Capacity Building and Governance Enhancement

Role of MSC
 Implementation:
Field Visits due to Time Schedule ordered by PD perform usually behind scheduled
construction sites. The purpose of visiting are supervise and advice the construction
sites in order to work according to Quality Control Manual. Therefore, I review the
conditions of site environments before site visiting with the concerned materials
which are Design, Drawings and Specifications. Road Design Typical Sections
include Quality Control Assurance (This book was published by MSC in July 2014).
The field Visit Report contains the data analyzed by pending problems in sites and
actual conditions of Engineering and Technical which need improvement or revise
items based on Quality Assurance Manuals.

 Reports
Monthly Progress report, Quarterly Progress Report and Annual Progress Report by
Regular Physical and Financial Progress Monitoring are prepared and submit World
Bank through PD in RTIP-II.
Moreover, Reports of Social cum Resettlement and Environmental areas are prepared
and submit by MSC Senior Specialists which cannot be prepared by D&SC (R-1 & R-
2) because they have only Junior Social and Environmental Specialists.

 Conclusion
The on-going RTIP-II has to perform better Engineering Management (Time Schedule
Management and Financial Management) due to Design, Drawings, standard Road
Section, Specification and Quality Assurance Manual even institutional items. The
paragraph of “output-based approach” is the principle of roadway preparation and
standard requirement for roadway construction.

I understand that this means better construction concerned documents under


instructions of Supervisor and complete roadway structure with better roughness of
longitudinal section, no crack and pothole on pavement even material segregation on
pavement surface and no rutting, depression, bleeding on road surface (include
Bridge, box Culvert, Ghat, GCM).

Finally, better reports based on above mentions to World Bank through Project
Director are also very important.
