Guidelines
- Type of Ownership
• Company activities in accordance to education must be clearly
- Paid-up capital stated in the Memorandum and Articles (M&A)
- Board of Directors
• Minimum paid-up capital of RM1 million.
• The members of the BOG are not allowed to teach and must
refrain from carrying out any teaching duties.
• The international school has the authority to fix the terms and
conditions for deposit refund which must be approved by the
Registrar General.
> If the application did not meet all the requirement, it will be rejected.
> If the application fulfil all the requirement set in the guideline, the applicant will
be call for a presentation of the application to a panel in MOE.
> After the presentation, the applicant will be given a period of time to response to
any suggestion or remark made by the panel.
APPROVAL
> Approved application for the establishment of an international school will be
handed subject to the conditions set.
> The approval letter for the establishment is valid for 2 (two) years.
> Any extension to the establishment approval is subject to the decision of the
Registrar General.
> The applicant is required to submit the school development status report to the
MOE every six (6) months.
> Any change of ownership or change in premise/ location in this granted approval
is strictly NOT allowed within this period.
> The Registrar General has the authority to cancel the establishment approval at
any time if there are elements of breach of conditions.
REGISTRATION
> The institution can only be registered after it has obtained the Certificate of
Fitness or Certificate of Complete Compliance (CF/CCC), or the approval to
occupy the building (OP). The institution must obtain support from the following
three (3) agencies, namely the Local Authority/Council, Department of Fire and
Rescue and Health Department for the completed premise or building.
> The applicant is required to inform the Ministry of Education the premise status
for the purpose of registration approval.
> The applicant must informed of any changes of information in the establishment
letter to MOE before the registration application is approved.
REGISTRATION
> The applicant must submit the registration application to the relevant State
Education Department within 30 days from the date the registration approval
was granted.
> Application for registration must be submitted to the relevant State Education
Department using the gazette form in Education Act 1996. Document to be
submitted with the application :
> The approval for establishment
> Approved floor plan
> Copy of Identity Card / Passport for the applicant, BOG and principal
