The block masonry work has several issues. RFIs were submitted after completion and no layout was provided to inspectors. During site visits, blocks were often found upside down to avoid filling mortar inside, and the filling mortar did not meet standards. Vertical reinforcement and dovetail anchors between columns and joints were also missing or insufficient in many areas, violating additional standards.
