SCHEDULE 2: SCOPE OF SERVICES

S.2.1 General Scope of Services


1. Consultant shall prepare

i. Concept, Schematic, detailed and final drawings for Engineering designs


ii. Documents for Tender & Contract Stages

2. All interfaces between the Consultant, the Lead Consultant, the Employer and Other
Consultants are set out in the Responsibility Matrix under Appendix A of this Agreement.

3. The Consultant shall be responsible for coordination with all Other Consultants appointed or to
be appointed by the Lead Consultant during all stages of the Pre-Contract services. The
Consultant shall be responsible to compile drawings, specifications & tender documents for all
the disciplines included within his Scope – after coordinating them with the drawings,
specifications & tender documents prepared by the Lead Consultant.

4. The Lead Consultant may enter into direct consultancy agreements with Other Consultants for
providing other specialist services. The Consultant shall thereupon coordinate with such Other
Consultants to the extent needed for completion of the Scope of Works.

5. The Consultant shall, subject to Article S.2.1.1.4 above, provide all services, by employing
approved Sub-consultants where necessary and with the Lead Consultant’s prior approval,
including but not limited to the following:

 Mechanical, Electrical, plumbing & drainage works


 Fire-Alarm and Fire-Fighting systems
 Air-conditioning & ventilation works
 Lighting
 Extra Low Voltage Systems and Control Systems
 Landscaping (coordination / MEP interfacing only; design by contractor)

6. The Consultant may appoint sub-consultant/s to assist itself after obtaining prior approval from
the Lead Consultant. The Consultant’s remuneration as mentioned in Schedule 4 is deemed to
be inclusive of remunerations of all such Sub-consultants and coordination thereof.

7. Emphasis shall be placed on energy conservation measures and techniques, where consistent
with budget constraints.

8. The Consultant shall maximize the use of Emirates of Abu Dhabi and other UAE products and
materials in the design where available and practical, consistent with ensuring that state-of-the
art concepts and technologies are applied to the design.

10. The Consultant shall undertake continuous review and analysis of the constructability of the
design and use its best endeavors to provide that the product can be built most cost effectively
and in the shortest period of time without sacrificing quality and safety and taking into
consideration schedule, materials, available construction equipment and manpower, design
risk assessments, and required quality control measures. The design shall be reviewed
regularly for ambiguities, inconsistencies or other negligent errors and omissions which could
lead to problems and otherwise preventable difficulties during construction.

11. The Consultant shall provide to the Other Consultants appointed or to be appointed by the
Lead Consultant, all information, drawings and schedules, which are reasonably required to
enable them to undertake their services on the Project, However, the Consultant shall not be
responsible for the services provided by parties retained by the Lead Consultant.

13. The Consultant shall participate in the value engineering exercises at completion of Schematic
Design and Design Development including attending value engineering workshops, if
necessary.

14. The Consultant shall fully liaise with all relevant Service Authorities and provide them with a
description of the Works and all required sets of layout drawings to enable the Service
Authorities to mark on their existing and proposed services in order to resolve any impact to or
by the Project. The Consultant shall satisfy the requirements of the Service / Statutory
Authorities on the design of the Project. Subject to the approval of the Lead Consultant, the
Consultant shall incorporate all such requirements in the design of the Project.

15. The Consultant shall take care in preparing Engineering Schematic Design and Design
Development documents, Construction Development, final design documents and tender
documents of the Project to make sure that these are complete in all respects and that there
are no errors or omissions.

16. The Consultant shall submit a monthly report to the Lead Consultant throughout the design
stages. The content and format of the report shall be proposed by the Consultant and
submitted for Lead Consultant for acceptance and approval.

17. The Consultant shall, in performing the Services, use due skill, care and diligence to identify
those technical and economic solutions, which are most suited to the requirements of the
Project.

18. At commencement of the Project, the Consultant shall provide the following for Lead
Consultant’s approval:

- Proposed staff organization chart for all design stages


- Proposed scope of Sub-consultancy design services

S.2.2 Duties of the Consultant


1. The Consultant shall provide and coordinate all Engineering consultancy services required to
complete the Project. As defined elsewhere, one such group of consultants is the Sub-
Consultants, who are or may be appointed by the Lead Consultant for the services which are
not available in-house. The Consultant shall, with the Lead Consultant’s approval, employ such
Sub-consultants to provide these services. The other group of consultants is Other
Consultants who are or may be appointed by the Lead Consultant.

2. The Lead Consultant shall take the architectural design and information provided by the Lead
Consultant and others employed on this Project by the Lead Consultant, obtain all additional
information required to develop and produce a fully coordinated Engineering design complying
with Estidama, complete tender and construction documentation and services.

3. The Consultant shall provide assistance as required by the Lead Consultant to enable them to
implement their services.

4. The Consultant shall liaise and coordinate design with Abu Dhabi Municipality (ADM), Abu
Dhabi Distribution Company (ADDC), Telecommunications (ETISALAT), Abu Dhabi Civil
Defense (ADCD), and any other relevant local authorities, government or other parties. The
Consultant will be required to make all necessary submissions (through the Lead Consultant)
and subsequent liaison required to obtain all Project Permits, NOC’s in relation to the above
municipal authorities.

S.2.3 Extent of Services


The Services of the Consultants shall be classified in one phase and in four stages:

Phase 1: Pre-Contract services: (comprising of the following stages)

S.2.4 Services to be provided by Consultant


The services shall generally include but not be limited to:

1. Ensuring that all designs comply with the Abu Dhabi Municipality Building Regulations and
other Statutory Authority requirements.

2. Revisions of drawings as necessary to comply with tenant, municipality and Statutory


Authority requirements.

3. Obtaining all necessary approvals to satisfy the program requirements.

4. Liaise with statutory authorities to ensure to the extent of the Consultant’s control that there
shall not be any delays to the Project.

5. Prepare and submit, drawings and bound reports including plans, elevations, sections,
materials, graphics and any other proposed alternatives in accordance with Clause S.2.11 of
Schedule 2 for the Lead Consultant review and comment prior to Employer’s approval at the
completion of each design phase

6. Manage, coordinate and monitor the services of all Sub-consultants including specialist or
Other Consultants (fee for which is specified in S.4.2 C).

7. Appraising and reporting on the technical aspects of the construction tenders in consultation
with Other Consultants as required.

8. Attending design meetings throughout the Project,

9. Attend value engineering functions and workshops throughout the Pre-Contract period, if
necessary.

S.2.5 Scope of Services: Pre-Contract Phase


1. The Consultant will provide a multi- skilled service including contribution from the disciplines
as required for the successful implementation of the Project.

2. The Consultant shall provide all his services in accordance with up-to-date internationally
recognized codes, standards and recommended practices. All specified equipment and
materials shall comply with recognized codes and standards. The Consultant shall advise
the Lead Consultant in writing of all codes, standards and recommended practices that he
intends adopting throughout the design for the review and comments of the Lead Consultant.
The Consultant shall maintain one hard copy and one soft copy of all intended and approved
codes, standards and recommended practices.

3. The design shall also cater for the accessibility for the disabled and blind. According to the
codes and practices from the applicable authorities.

4. Emphasis shall be placed on energy conservation measures and techniques

5. To the extent possible, the Consultant will maximize the use of Abu Dubai and UAE products
and materials in the design of the Project but ensuring that state-of-the-art concepts and
technologies are applied to the design and construction.

6. The design, specification, tender and contract documents shall be developed with
consideration for constructability to make sure that there are no ambiguities, inconsistencies
or other problems, which could lead to otherwise preventable difficulties during construction.

7. The design shall cater for Estidama 2 Pearl rating.

8. The Lead Consultant may employ other parties to provide services, other than that provided
by the Consultant for the Project. The Consultant shall closely liaise and coordinate with
such parties throughout the design stages of the Project and provide them with all required
information, drawings, schedules, etc. to enable them to undertake their services on the
Project.

9. The Consultant shall perform value engineering exercise and also participate in value
engineering workshops and meetings whenever required to do so by the Lead Consultant.

10. The Consultant shall fully liaise with all relevant Service Authorities and provide them with a
description of the Works and all required sets of layout drawings to enable the Service
Authorities to mark on their existing and proposed services in order to resolve any affection
to or by the Project.

11. The Consultant shall satisfy the requirements of the Service Authorities on the design of the
Project. The Consultant shall incorporate all such requirements in the design of the Project.

12. The Consultant shall submit a monthly report to the Lead Consultant throughout the design
stages. The content and format of the report shall be proposed by the Consultant and
submitted for Lead Consultant’s acceptance and approval

13. The Consultant shall, in performing the Services, ensure that the technical and economic
solutions proposed are most suited to the requirements of the Project.

14. The Services to be performed and successfully completed by the Consultant to the
satisfaction of the Lead Consultant and Employer and in accordance with this Agreement
shall include, the following stages:

S.2.6 Stage 1 & 2: Conceptual and Schematic Design Stages


As the Concept and Schematic for Architectural design shall be completed by the Lead Consultant,
the Consultant shall be responsible for Concept & schematic Design for engineering services.

1. Cooperate, advise and liaise with the Lead Consultant in developing the Concept and
Schematic architectural design (to the extent required for Engineering Services
requirements).

2. Hold technical discussions and participate in meetings with relevant statutory authorities and
departments (such as, but not limited to: Abu Dhabi Municipality, Abu Dhabi Distribution
Company, Etisalat, Civil Defense department, Drainage and Roads Department, other
Municipality Departments, Police Force, etc.). Obtain full clarifications of the Project scope
and advice the Lead Consultant to incorporate all changes to design, due to Authorities
requirements.

3. Prepare and submit a comprehensive report on authorities’ requirements, NOC’s submittals


and approval process, estimates review and approval durations, letters and documents
required for each submission/ approval.

4. Investigate alternative Electro-Mechanical systems to achieve the most efficient and


economical system.

5. The Consultant shall afford all assistance and support to the Lead Consultant to organize
and supervise any special surveys, investigations or tests provided by others as required for
the proper design and construction of the Project. The Consultant shall also analyze reports
prepared by others and make necessary recommendations to the Lead Consultant.

6. Develop the electro-mechanical design philosophies. Define the design criteria for each
engineering discipline as well as the applicable codes and standards.

7. Assist the Lead Consultant in conducting value management studies, if necessary.

8. Assist the Lead Consultant in preparation and submitting of the cost estimate of construction
for the selected option(s).

9. Assist the Lead Consultant in finalizing Project Budget based on the selected design.

10. Consolidate all drawings, tabulations, studies, cost estimates and result of reviews, surveys,
tests and investigations in a single report. Submit Engineering Schematic Design Report to
the Lead Consultant for review and comment.

11. Assist the Lead Consultant in obtaining all necessary planning permissions and NOC’s from
Municipality and Local Authorities.

12. Obtain the Lead Consultant’s written comments on Final Schematic Design Report
submission and instruction to proceed with the next stage. The Consultant shall not proceed
with the next stage before acquiring a written approval and instruction to proceed from the
Lead Consultant.

S.2.7 Stage 3: Design Development Stage


This stage will commence immediately after the Consultant has received instruction to proceed with
the Design Development stage.

1. Define and discuss criteria involved in the preliminary design process.

2. Provide design Progress monthly updates to the Lead Consultant.

3. Be responsible for the interpretation of the result of all investigations, surveys, and studies.
Develop the designs and specifications in accordance with the said result to meet the
requirements of the Project.

4. Develop the approved Schematic design, and Project description/design narrative/ design
philosophy taking into account the Lead Consultant’s comments, including authority’s
requirements. plans, elevations, sections, tables, calculations and outline specifications, in
sufficient details for Engineering Services comprising plumbing, heating, ventilating and air-
conditioning, electrical, communications, Building Management System, Security systems
and vertical transportation system (if applicable).

5. Prepare Design Report describing the following:

a. Systems design and design criteria for the following :

1. Electrical: Location of electrical room, distribution boards, electrical loading, cable


routings, etc. emergency loads to be identified and generator size, room and details
shall be provided System description for UPS, BMS, Public Address,
Communications, IT network shall also be included.

2. Mechanical: Air- conditioning system, ducting, method of air-distribution, type of A/C,


etc. comparative evaluation of different HVAC systems to be presented based on life
cycle costing to demonstrate the viability of the proposed system.

3. Water and Drainage: Sanitary fixtures count based on the applicable code
requirements, main water line, drainage plumbing, connection to sewer and storm
water mains, etc.

4. Life Safety: Life safety systems, smoke exhaust system with related calculations and
fire alarm.

5. Strategy and system proposal for solid waste collection and disposal.

6. Ensure that preliminary drawings and report are complying with the requirements of the
relevant authorities, such as Abu Dhabi Municipality, Civil Aviation, Ministry of interior, Civil
Defense, Town Planning, Drainage Department, Water and Electricity Department, etc.
Incorporate changes due to authorities’ requirements at no additional cost to the Lead
Consultant.

7. Configure preliminary tender Documentation to meet the requirements of the agreed


procurement strategy and program.

8. Prepare specification and schedules. The outline specifications shall be adequate to define
the types and quality of equipment and materials and sources including the implications for
maintenance, repair and replacement to enable the Employer to better understand their
application to the Project. Items of major equipment shall be scheduled and defined in
outline form in the specifications.

9. Apply value management techniques to ensure that Project cost does not exceed the
established budget, Value Engineering Workshop, at this stage, should be performed.

10. Submit Preliminary Stage Report, drawings, specifications, calculations and samples for the
Lead Consultant’s review and comment.

11. Hold discussions with the Lead Consultant and receive final sign off on the Design
Development Report from the Lead Consultant.

13. Obtain the Lead Consultant’s written comments and Lead Consultant’s approval on this
stage submission and instruction to proceed with the next stage. The Consultant shall not
proceed with the next stage before acquiring a written approval and instruction to proceed
from the Lead Consultant.

S.2.8 Stage 4: Preparation of Construction and Tender Documents


A. Following the Lead Consultant’s instruction to proceed with the Construction Documentation,
the Consultant shall:

1. Prepare from approved Design Development report, detailed design drawings and
tender documents setting forth in detail and describing the work to be done,
materials, workmanship, finishes and equipment required for development including
plumbing, heating, ventilating and air-conditioning, fire protection and life safety
systems, electrical, IT system, vertical transportation system (if applicable),
communications, and Building Management system.

2. Prepare Tender documents, specifications, schedules, in coordination with the Lead


Consultant to enable the works to be tendered for or otherwise as ordered by the
Lead Consultant. The structure of tender documents should be agreed with the Lead
Consultant. The number of sets of tender documents shall be at minimum adequate
to provide one set each to all the tenders, the Employer and the Lead Consultant.

3. Be responsible for coordination of all specifications, schedules and tender drawings.

4. Prepare a detailed Vendor / Supplier list to be included with the Tender Documents.
Certify that the submitted list satisfies the following:

a. Specified products / items are available, on a competitive basis, from a


minimum of 3 to 4 sources or approved equivalent.
b. Products/ items are complying with tender specification and documents.
c. Contact details of venders/suppliers are current.

5. With strict confidentiality, assist in the preparation of detailed cost estimate based on
the bill of quantities, including a detailed breakdown of construction cost in liaison
with the Lead Consultant.

6. Prepare detailed electro-mechanical design calculations and submit to the Lead


Consultant for review and record.

7. Participate in the pre-qualification of contractors for each specified bid package.


Assist the Lead Consultant in the preparation of the pre-qualification questionnaire
and subsequent analysis of contractors’ and submit a report to the Lead Consultant
on the finding and recommend a potential list of bidders.

8. Apply value management techniques to ensure that Project cost does not exceed
the Employer’s established budget. Incorporate approved value management
options into the design at no additional cost to the Employer.

9. Configure the tender documentation to meet the requirements of the agreed


procurement strategy and program.

10. Assist the Lead Consultant in preparing and submitting cost estimate based on
completed detailed design and tender documents.

11. Obtain necessary approval from Municipality, Town Planning and other related
Departments and Local Authorities prior to inviting bidders. Obtain new authorities’
approval if deemed necessary after incorporation of the Lead Consultant’s
comments on the 100% tender submission.

12. Submit detailed designs, tender documents, Specifications and stage report to the
Lead Consultant’s review and comment.

13. Hold discussions with the Lead Consultant and receive final comments on this stage
submission.

B. Following the Lead Consultant’s approval of the Detailed Designs and Tender Documents,
the Consultant shall provide the following services in accordance with the agreed
procurements strategy and program.

1. Provide clarification to tenders queries within two (2) days from the receipt of such
queries. Revise / amend / update (at no additional cost to the Lead Consultant)
drawings or other tender documents if proper response to queries requires so.

2. Prepare tender appraisal report(s) on the technical aspects of the Project. Advise on
tender qualifications made by tenderers.

S.2.9 Deliverables Schedule


1. MEP Scope of Services and Deliverables

A. Complete HVAC Design:


a. Centralized cooling building
b. Centralized Fresh Air AHU’s and Exhaust
c. Air-conditioning systems distribution (heating/ventilation/cooling)
d. AC equipment selection
e. Equipment and mains provision including CHW piping & ductwork for all
interior areas for downstream
f. Distribution and ducting & piping layouts as per Interior Design
g. Details of size, flow, accessories, controls, legends, valves, and dampers
including detailed drawings

B. Plumbing & Drainage Design


a. Water connection from provisional supply near tap-off point
b. Transfer and booster pumps and cold/hot water distribution network,
including all details of size, flow, controls, legends, valves and detailed
drawings

C. Fire Detection, Prevention, Fighting and other Special Systems


a. Centralized onsite storage and firefighting pumping sets in compliance with
ADCD and NFPA
b. Hose reel and landing valves and Siamese connection with entire piping
network
c. Clean agent protection for electrical and control rooms
d. Integrated fire detection and voice evacuation systems which includes
addressable fire detection system, voice evacuation system and fire
telephones
e. Fire protection system including sprinkler system distribution network to
cover entire Project and inert gas suppression system
f. Plant room protection systems as well as hose reels and portable fire
extinguishers
g. Emergency/exit lighting system based on addressable emergency lighting
system with central battery
h. ADCD approved design incorporating all required details

D. Electrical Services
a. Electrical connection from provisional supply to final tap-off points
b. Standby generation to be calculated based on utility availability and
requirements
c. MV/LV power distribution systems
d. Lighting and small power installation, complete with distribution and lighting
control system
e. Electrical power distribution
f. Earthing system and lightening protection system
g. Power allocation for equipment based on requirements
h. UPS power distribution for critical loads (if required)
i. Power allocation for interior areas
j. Power allocation for lighting in landscape areas
k. Power distribution for elevation lighting
l. Lighting control systems

E. Extra Low Voltage Systems and Control System


a. Satellite Master Antenna TV (SMATV) system
b. Telephone and Data network
c. PAVA system
d. Central battery system
e. Lighting control system
f. Audio/visual system
g. CCTV and intrusion detection system including centralized control,
monitoring and recording as per Abu Dhabi police requirement

2. Stage 1: Concept Design Stage & Report

This stage comprises the general description of the proposed MEP systems along with the
relevant recommendations representing overall MEP design principles.

The Deliverables will comprise the conceptual engineering systems (MEP) Design Report
which shall be submitted by the Consultant for approval of the Lead Consultant and which
will include, but not limited to, the following:
a. List of standards and relevant authorities and codes
b. General description of the proposed MEP systems and equipment
c. Basic design criteria

d. Domestic water demand estimate


e. Preliminary BOQ for MEP works
f. HVAC load estimates

i. Generator sizing, voltage, synchronization, starting and back calculation
j. Preliminary pipe routing and sizing
k. BMS (Building management system) narrative and system architecture (if required)
l. Firefighting preliminary design

3. Stage 2: Schematic Design Stage & Report

Following the receipt of written approval on the Concept Design Report by the Lead
Consultant, the Consultant will start the Schematic Design Stage.

A coordination meeting will be held between the Lead Consultant and the Consultant to
discuss the objectives, timeframe, functional and operational including other specific
requirements for this stage.

The Deliverables for this stage will comprise the following:


a. Schematic diagrams of the proposed systems
b. Electrical drawings showing riser shaft locations and clearances, main electrical
switchgear, transformer and emergency generator locations and space
requirements and equipment clearances
c. HVAC floor plans indicating HVAC system requirements, main equipment room
sizes
d. Plumbing and firefighting drawings
e. MEP draft specifications and proposed suppliers list
f. Draft bills of quantities

The drawings that will be prepared to appropriate scales will include but not limited to the
following:

Mechanical drawings (Plumbing systems)


a) Floor plans for all systems including sanitary drainage, rainwater drainage with drain
fittings, water supply with water treatment units and pressurizing pumps, special
systems and firefighting systems.
b) Schematic and riser diagrams for all above mentioned systems.
c) Miscellaneous special details.
d) Miscellaneous standard details.
e) Control diagrams.
f) Preliminary specifications and service protocols

Mechanical drawings (HVAC systems)


a) Floor plans including ductwork and piping.
b) Machine room plans and sections.
c) Schematic and riser diagrams for piping and ductwork design including chilled water or
refrigerant piping, etc.
d) Preliminary specifications and service protocols

Electrical Drawings
a) Floor plans showing lighting installations layout and details (normal and emergency.)
b) Floor plans showing electrical and convenience power outlets installations and power
supply to electrically operate mechanical Equipments.
c) Floor plans showing low current systems installations (telephone, fire alarm,
emergency lighting, master antenna, cards access, CCTV, BMS, Music system, UPS,
Generators, etc.

d) Floor plans showing containment systems.

4. Stage 3: Design Development Stage & Report

Following the receipt of written approval on the Schematic Design Report by the Lead
Consultant, the Consultant will start the Design Development Stage.

A coordination meeting will be held between the Lead Consultant and the Consultant to

Specifications
The Consultant shall prepare and submit Specifications for all Engineering Project
components. These will include quality control requirements, product details, technical
specifications and execution and workmanship requirements. The Project Specification will
also include performance specifications for custom manufactured and assembled system.

All Specifications, equipment, furniture, finishes, etc., shall be with proven performance and
shall ensure high performance and the capability of withstanding repetitive abuse by users.
Specifications of materials shall also be based on being “maintenance friendly”.

The Consultant shall prepare service coordination protocols to manage the design and
installation of the services.

APPENDIX B: PROJECT BRIEF

Introduction

The Project is a proposed Mosque in Mohammad Bin Zayed City, Abu Dhabi. It is located on Plot P4, Sector
Z17.
It comprises the main mosque block in addition to two (2) ancillary blocks for ablution/toilets and
Imam/Muezzin house. The mosque is on two floors; the female prayer area is located on the first floor. There
is also an external area comprising parking spaces and landscaped areas.

The mosque can accommodate a total of 1,430 worshippers. The built up area of the mosque and ancillary
buildings is 2,844m2.
Plot

The plot is Mohammad Bin Zayed City, Plot No. P6 – Sector SE41. Below is the Google image showing the
location of these mosques.
