Programme Coordinator (OMGI-SPMU/SPIU)

BACKGROUND

Government of Orissa is pursuing an ambitious Orissa Modernizing Government Initiative (OMGI)


programme. The objective of the initiative is to ensure better public services to the poor by improving
service delivery, adopting a comprehensive four-pronged approach through the use of information
technology, building an enabling policy framework for service delivery, re-engineering government
processes and enhancing the capacity of human resources to manage a smart and modern citizen
centric government.

OMGI programme implementation arrangements include the establishment of a State Project


Management Unit (SPMU) in the General Administration Department (GAD), Secretariat Government of
Orissa. This unit will be responsible for the project management, tracking the milestones of various
Strategy and Performance Innovation Units (SPIUs) deliverables & Cross cutting project development
work. SPMU will also under take open source research and develop software for e-enabling of
departments and field offices.

The Programme monitoring & co-ordination division of SPMU shall include a Programme Coordinator,
District Coordinators, Executive Assistants and Project Assistants.

Tasks, Responsibilities and Deliverables:

1. Assist the OMGI and other technical staff regarding issues affecting programming, planning,
development, implementation, program monitoring, reengineering programs, managing and
focusing on results.
2. Develop proposals for programs, project activities, feasibility studies, evaluation and analyses and
prepare the monitorable indicators of the project.
3. Coordinating with different project implementing agencies and make/ collect periodic progress
reports.
4. Closely monitoring the implementation of HRMS and other OMGI projects.
5. Identifying deviations from planned outputs and to take up remedial measures as well as mobilize
resources for project implementation.
6. Arranging meetings as needed to address project activities, strategic objectives and intermediate
results issues as well as conduct studies for assessment of the impact of the project.
7. Coordinating with consultants for the delivery of OMGI program performance monitoring system.
8. Work with technical team to develop practical information tracking systems. Assists in the
verification of baseline data and helps to analyze data collected.
9. Assist in provide oversight, and follows up with SPIUs, core project consultants for the continuity for
current program activities, while at the same time assessing and responding to OMGI’s changing
needs, shift form emergency to development programs by expanding current activities and
programs and creating new ones, as appropriate.
10. Interfacing with SPIUs and consultants for the follow up on the development of proposals for
programs, activities (projects), feasibility studies, evaluations, and analyses.
11. Supporting proposal and program development in the field, and provide leads for program
development.
12. Convene and lead meetings as needed to address current program activities (project), program,
strategic objectives, and intermediate results issues.
13. Supervise and assure accurate, well-documented reporting on achieving the OMGI program;
assures that such reporting contributes to effective management of the development program.
14. Assist in coordinating the development of project strategies, proposals, and regular donor program
updates to ensure they meet OMGI and donor quality standards and to ensure that they are
technically feasible.
15. Any other work assigned by OMGI from time to time.

QUALIFICATIONS, SKILLS AND ATTRIBUTES:

MBA from a reputed institution with first class and 10 years of professional experience in programme
monitoring/coordination preferably for donor funded projects and be fully proficient in IT applications like
strong operating system level knowledge in MS Windows and packages like MS Office suite of
products.

Applicants must be able to work with a team of nationals and international experts, and ability to mentor
other staff in the SPMU. Prior experience in program reporting, impact measurement, writing proposals
and grants is preferred.

FFEEEESS::
A monthly consolidated fee of Rs.35, 000 /- shall be paid. TDS as applicable for consultants (present
rate @10%) shall be deducted from the consolidated monthly fee.

The position is based at Bhubaneswar and may require travel to the different places.

The IT division of SPMU/SPIU is headed by a System Advisor, assisted by System Analysts, Software
Engineers & Asst. Software engineers. The system analyst will work under the direct supervision of the
System Advisor / Secretary-Departments.

• Study the present system of operation and the flow of information of the Govt. Departments or
their units.
• Study the different requirements of information in Govt. departments and analyze how
improvements can be brought to best meet the information requirement.
• To carry the lead responsibility for conceptualization, functional application identification,
development, support and process maintenance for emerging reform based ICT enabled
knowledge, government modernizing and performance improvements projects in Govt.
• To play a key role in knitting together of a large group of disparate data sources from different
user groups of the department into one integrated data environment using analytical skills
which require sophisticated analysis, data mining and eventually enterprise knowledge
applications which will be supported through proper scooping study and software development.
• Prepare the Detail project report (DPR) for the IT related projects of the Govt. Department.
• To study how organizations can optimally meet the requirements of their clients, beneficiaries,
partners, vendors etc. by adopting an appropriate management information system.
• To survey the best practices in management information system in complex organizations and
to ensure the adoption of such solutions subject to the needs and capacity of the Govt.
departments.
• To scope out and implement department specific reform applications with proposed solutions
that can be implemented through IT and will help improve service delivery, efficiency and
transparency and accountability of the embedded governance functions.
• HRMS project being GoO’s most important reform project, it is required by the System Analyst
to support the resolution of the project and data specific issues of HRMS in the department.
• To design and develop web based interactive management information systems.
• To conduct regular meetings with various user groups within the department and its associated
units to ascertain and develop a knowledge and portal integration strategy for the processes
and applications in the department.

OMGI implementation arrangements include the establishment of a State Project Management Unit

For the coordination and implementation of all project management activities within Government
department and OMGI, the Programme Monitoring & Co-ordination Division of SPMU shall be staffed
by qualified personnel having experience in project management and shall be headed by the OMGI
Programme coordinator supported by Executive Assistants and Project Assistants.

8. Assist in providing oversight, and follows up with SPIUs, core project consultants for the
continuity of current program activities, while at the same time assessing and responding to
OMGI’s changing needs.

11. Maintain databases related to HRMS and OMGI activities of the districts.

If deputed to Districts, the job responsibilities shall be as follows:

Assist the District Administration to formulate, implement and document innovative action plan
with the aim of making delivery of public services more efficient, transparent and making the
district administration more citizen centric.
Assist the District Administration in computerization of various Government processes,
monitoring and evaluation of projects, disposal of court cases, Departmental enquiries, disposal
of grievances, grant of licenses, certificates, permits etc.
To assist the District Collector in performance of various activities of the HRMS project & OMGI
program.
To pursue and follow up with the HRMS implementation officers/Head of Departments for
receipt of filled in HRMS forms.
To verify the HRMS forms to ensure that all the required data are filled in as per the HRMS
guidelines.
Collection of filled in forms and their timely and systematic despatch to the OMGI.
To maintain reports regarding the progress of the HRMS project in the district and send weekly
progress report to the OMGI.
To coordinate between District Collector office and OMGI
Maintain databases related to HRMS and OMGI in the district.

or any District headquarters. Candidates re-locating to districts will be provided with an additional
monthly allowance of Rs.3000–4,000/-[Rs.4000/- is for KBK (Koraput, Rayagada, Malkangiri,
Nawarangpur, Bolangir, Sonepur, Kalahandi, Nuapada) and Scheduled area districts (Maurbhanj &
Sundergarh) only]. TDS as applicable for consultants (present rate @10%) shall be deducted from the
consolidated gross monthly fee.

The position is based at any of the District headquarters or Bhubaneswar and may require travel to
different places.
