-A series of systematic, organized & objective steps to gather
information about a problem to find the reasons or solutions for
it.

-Because there is a specific purpose or a problem that he wants
to know information about to gain some knowledge about
family control and maybe to take decisions later.

-Collecting data , analyzing data collected , reporting it &
dissemination of information on the internet.

-Yes it was a wise decision because external consultant could
see the problem from different different angles and points of
view due to his knowledge & experience.

-He should do the following:
1) Inform paul what types of information may be provided &
what types of information or records will not be availbe due to
