Republic of the Philippines (Sean Holley)
Resolution #28
CLIMATE CHANGE GLOBAL CRISIS
The General Assembly
Noting with deep concern that according to NASA the global average temperature has
already risen 1 degrees celsius since 1880,
Emphasizing the fact that the United Nations has in place an agreement on climate
change called the Paris Accord, which 195 have signed,
Keeping in mind the main objectives of the Paris accord were to keep the global
temperature increase below 2 degrees celsius compared to pre industrial levels and to
reduce global carbon emissions
Recognizing that each country is to submit an Intended Nationally Determined
Contributions detailing how much they will decrease their emissions by and how they will
accomplish this goal,
Noting with satisfaction that the Green Climate Fund a funding organization that is
making a large impacts in small communities around the world, and has stated by the
GFC they have contributed over 3.7 billion dollars and directly prevented 1.3 billion
tonnes of CO2 from entering our atmosphere (GCF),
Emphasizing the effects of industrial farming, it consumes fossil fuels, pollutes water and
topsoil at unsustainable rates, and contributes to multiple forms of environmental
destruction,
Bearing in mind that some countries lack the proper resources and infrastructure to be
able to mitigate the effects of climate change in their countries,
Aware of the fact that the ocean has risen 8 inches in the last century, in the last two
decades that rate is double that of the last century (NASA),
1. Encourages countries to do routine inspections on industrial farms to ensure sustainable
farming methods are in use:
a. Such as crop rotation, planting cover crops, and reducing or eliminating tilling;
b. Many countries have the capability to do this because it is actually much cheaper
and can even increase crop yields;
2. Calls upon countries to enforce a carbon tax:
a. This includes products such as oil, gas and coal;
b. It is recommended to start at a rate of 10 USD and increase at a rate of 5
USD/Metric Tonne annually, until reaching a reasonable rate
3. Request that each country sets a goal in their NDC to reduce carbon emissions by at
least 30% by 2030;
4. Calls upon each country to contribute approximately .001% of their national GDP to the
Green Climate Fund;
5. Calls upon countries to hire climate scientist to assist them in deciding upon permanent
solutions to their countries contributions to climate change:
a. This will be relative to their specific issues with carbon emissions;
b. Many of these professionals will have prior experience with climate
change and can propose new solutions to each countries issues.
