Issue Description Fault Type : Service>>IP Routing

Client need to create a route-policy to send packets from a specific origin to a blackhole. On HedEx we have this example:
Add to Favorites
<HUAWEI> system-view
[~HUAWEI] route-policy policy permit node 10
[*HUAWEI-route-policy] apply ip-address next-hop 193.1.1.8

To add a black-hole flag to a route, run the apply ip-address next-hop blackhole command.

Optimize Case
But when you try to configure how to HedEx, the parameter blackhole is not present on version
V800R009C10SPC200. We are using de same documentation version on HedEx.

To send packets to a blackhole wtihout use this paramenters, we use this configuration

<HUAWEI> system-view
[~HUAWEI] route-policy policy permit node 10
[*HUAWEI-route-policy] apply ip-address next-hop 192.0.2.1

[~HUAWEI] ip route-static 192.0.2.1 255.255.255.255 NULL0

We use a 192.0.2.0/24 IP Address because this is a reservated class to documentatio
