Expressways are constructed on a certain stretches
of road because of high traffic demand along
that route. Since there is a high traffic density,
the project will be profitable and of low traffic
revenue risk profile. There will be large interest
among the private parties towards the project. The
prequalification limits can be set high in the PPP
projects involving Expressway.
The projects Delhi-Meerut Expressway from
Km 27.500 to Km 64.552 of NH-24; NH-58 and
NH-235, Six-Lane Eastern Peripheral Expressway
(NH No. NE-II) from km 0.00 to km 135.00 on
NH-1 and NH-2, Delhi-Meerut Expressway of

NH-24 from Km. 0.000 to 27.500 which are
expressways PPP projects have higher financial
prequalification limits as shown in Table 2.
The project Six-Lane Eastern Peripheral
Expressway was first tendered in the year 2013.
The prequalification limits of the project were set at
59.45% financial capacity. Due to lack of response
from private parties, the project was retendered in
2014 with the prequalification limits lowered to
55.45% financial capacity. NHAI retendered the
bids five times but each time no private party came
up. Finally, the implementation mode was changed
to EPC25. This case clearly indicates the setting
of prequalification limits in accordance with the
number of interested private parties.
