Abstract:

The Port Authority of Allegheny County is extending its current light rail system from the Pittsburgh
downtown business district to the sports stadiums on the North Shore of the Allegheny River. A main
feature of the expansion is construction of twin 20 foot inside diameter precast segmental lined tunnels.
The tunnels are being constructed under the Allegheny River using a Slurry TBM. Tight site restrictions
required the tunnels to be constructed with an 8% grade. This paper will address some of the
project's construction challenges.

Keywords: urban environment; Allegheny River; Stanwix Street; 10th Street Bypass; support of
excavation; cement Bentonite; underpinning; precast segments; double chamber man lock; hydraulic jaw
crusher.
