1.1 Scope
This document describes the WRFD-150204 Platinum User Prioritizing, including its technical
principles, related features, network impact, and engineering guidelines.

The features described in this document are implemented in the same way on macro, micro, and

2 Overview
2.1 Introduction
If network congestion occurs during, for example, large gatherings, sports events, or festivals,
it can become difficult for users to access the network. With the Platinum User Prioritizing
feature, the RNC preferentially improves experience of platinum users.
2.2 Benefits
This feature provides the following benefits:
l When network congestion occurs, platinum users preferentially access the network. This
enables platinum users to have a higher radio resource control (RRC) connection setup
success rate and radio access bearer (RAB) setup success rate than common users.
l This feature is applied when network access fails due to insufficiency of the following
resources:
– Power resources
– Credit resources
– Code resources
– Iub transmission resources
NOTE
This feature cannot increase the network access rate if the RRC connection setup and RAB setup
failures are caused by insufficient capacity licenses.
l When downlink coverage is weak, this feature allows NodeBs to increase the maximum
downlink transmit power for platinum users' conversational services, thereby increasing
their mean opinion scores (MOSs).
l When network congestion occurs, this feature restricts data transmission of common PS
users to reduce cell load and interference, thereby improving user experience and the call
drop rate of platinum users.
l Platinum users can have higher throughput than common users because the configured SPI
weight of platinum users is higher. For details about SPI weight, see Differentiated HSPA
Service Feature Parameter Description.
2.3 Architecture
Figure 2-1 shows the service procedure with Platinum User Prioritizing enabled.
The Platinum User Prioritizing feature works as follows during a service procedure:
1. The RNC identifies platinum users and maintains the IMSI-to-TMSI mapping table.
The operator configures platinum users' IMSIs by running the ADD UPLATINUMIMSI
command. The RNC maintains the IMSI-to-TMSI mapping table for platinum users based
on the RRC Connection Request, Common ID, and Non-Access Stratum (NAS) messages.
Upon receiving an RRC Connection Request message, if the message contains the IMSI
or TMSI, the RNC searches the IMSI-to-TMSI mapping table. If the RNC finds the IMSI
or TMSI in the table, it identifies the user as platinum. If the message contains the P-TMSI,
the RNC identifies the user as non-platinum.
NOTE
RRC connection setup phase. In addition, the platinum user type is added to the RAB setup
phase.
The relationships between platinum users and the gold, silver, and bronze users are as follows:
Table 2-1 describes the differences between platinum users and the gold, silver, and bronze
users.
1. The operator runs the ADD UPLATINUMIMSI command to configure IMSIs for
platinum users. The RNC determines whether users are gold, silver, or bronze users based
on the ARP-to-user-type mapping in RAB Assignment Request messages.
2. The network access of platinum users can be guaranteed during paging, RRC connection
setup and RAB setup, whereas the network access of gold, silver, and bronze users can be
guaranteed only during the RAB setup phase.
3. A user can be a platinum user and at the same time a gold, silver, or bronze user. For such
a user, the initial SPI weight is 100%, and the maximum downlink transmit power for
conversational services is increased by PtUserRlMaxDlPwrDelta(BSC6900,BSC6910)
dB. Other processing mechanisms, such as the GBR and the mapping of SPI and rate range
to SPI weight, are the same as those for a gold, silver, or bronze user.
4. Whether platinum, gold, silver, and bronze users perform the LDR or OLC actions is as
follows:
l Platinum users are not selected to perform the LDR or OLC actions.
l Gold users can be selected to perform the LDR or OLC actions based on parameter
settings.
l Silver and bronze users are selected to perform the LDR or OLC actions by default.

In this document, only two types of users are involved: platinum users and common users.
Common users refer to non-platinum users during the paging and RRC connection setup
phases and gold, silver, and bronze users during the RAB setup phase.
The IMSIs of platinum users must be configured on the RNC so that the RNC can identify them.
To ensure information security of platinum users, only the administrator or a user who has been
granted rights by the administrator can run the commands for configuring the platinum users'
IMSIs. The RNC maintains the IMSI-to-TMSI mapping table of platinum users, identifies
platinum users based on the TMSI or IMSI information in RRC Connection Request, Common
ID, and NAS messages, and allows platinum users to preferentially access the network.
Figure 3-1 and Figure 3-2 show the procedure for identifying and maintaining platinum users
during location update and TMSI reallocation, respectively.

According to section 8.5.1 in 3GPP TS 25.331, the priority of reporting the ID of a UE in descending
order is TMSI, P-TMSI, IMSI, and IMEI. That is, a UE preferentially reports its TMSI to the RNC,
regardless of whether the UE initiates a CS or PS service.
3. When the RNC receives a Common ID message from the CN, the RNC identifies the user
as platinum if the IMSI in this message is among the list of platinum users' IMSIs. If the
RRC Connection Request message for the user contains the TMSI, the RNC updates the
TMSI information of the user. Otherwise, the RNC does not update the TMSI information.
4. If the Location Update Accept or TMSI Reallocation Command message for a platinum
user contains the TMSI, the RNC updates the TMSI information of the platinum user.
NOTE
In cross-Iur handover, SRNS relocation, and Direct Signaling Connection Re-establishment (DSCR)
scenarios, the target RNC or DRNC can identify platinum users only when
PTUSER_IDENTIFY_ENH_SWITCH under the PROCESSSWITCH(BSC6900,BSC6910) parameter
in the SET URRCTRLSWITCH command is set to 1.
The identification of platinum users may be incorrect under the following conditions:
l After the IMSIs of platinum users are configured, a platinum user sends the first RRC
Connection Request message.
In such a scenario, the TMSI information has not been saved. The RNC cannot identify the
platinum user during the RRC connection setup phase. However, after receiving a Common
ID message, the RNC can identify this platinum user and maintain the TMSI information.
l After a platinum user leaves the RNC service area, the CN reallocates the TMSI of the
platinum user to a common user under the RNC.
Because the platinum user's TMSI is still contained in the IMSI-to-TMSI mapping table,
the RNC still identifies the user as platinum when receiving the first RRC Connection
Request message. After receiving a Common ID message, the RNC identifies this user as
common and deletes the TMSI from the IMSI-to-TMSI mapping table.
l When a platinum user powers off his or her UE for a long time, the CN reallocates its TMSI
to another user.
In such a scenario, the TMSI of the platinum user is no longer contained in the IMSI-to-
TMSI mapping table. When the platinum user powers on its UE again and sends an RRC
Connection Request message to the RNC, the RNC does not identify this user as platinum.
However, after receiving a Common ID message from the CN, the RNC then identifies this
user as platinum.
The preceding analysis shows that identification of platinum users may be incorrect only when
the RNC receives the first RRC Connection Request message. The incorrect identification is
rectified when the RNC receives a Common ID message from the CN. Therefore, the
identification of platinum users is rarely incorrect.
When paging channels are congested, platinum users can initiate paging preemption, which
improves the CS and PS paging success rates of platinum users.
l CS services
When the PTCSPagingPreemptSwitch(BSC6900,BSC6910) in the SET
UDPUCFGDATA command is set to on, the CS service paging priority of platinum users
in idle mode or in the CELL_PCH/URA_PCH state is higher than the priorities of common
users processing conversational, streaming, interactive, background, and SMS paging
services.
l PS services
When the PTPSPagingPreemptSwitch(BSC6900,BSC6910) in the SET
UDPUCFGDATA command is set to on, the PS service paging priority of platinum users
in idle mode or in the CELL_PCH/URA_PCH state is the same as the CS service paging
priority of common users but is higher than the priorities of common users processing PS
streaming, interactive, background, and SMS paging services.
During the RRC connection setup phase, the RNC allows platinum users to preferentially
establish RRC connections. This increases the RRC connection setup success rate for platinum
users.
The RNC takes measures of flow control and preemption during the RRC connection setup phase
to preferentially process service requests from platinum users.
Platinum users first preempt RABs and then RRC resources. The user preemption priority of PS
BE RRC connections for platinum users is higher than that for common users.
l The RNC allows a platinum user to preempt resources, regardless of whether the platinum user supports
preemption or whether the user to be preempted can be preempted.
For platinum users, the RABs for conversational services and the RABs for combined services
containing conversational services cannot be preempted.
During the RAB setup phase, the RNC allows platinum users to preferentially establish RABs.
l If RAB requests of conversational services for platinum users fail, preemption is triggered.
In this scenario, the RAB preemption of platinum users is the same as the preemption
triggered by RRC connection request failures of conversational services for platinum users.
For details about preemption, see section 5.3.1 Preemption Triggered by RRC
Connection Request Failures with the Cause Value "Originating Conversational
Call" or "Terminating Conversational Call".
l If RAB requests of non-conversational services for platinum users fail, preemption is as
follows:
– If the PriorityReference(BSC6900,BSC6910) parameter is set to ARP, the priority of
all services for platinum users is higher than the priority of common users, according
to the ranking of the user comprehensive priority described in section 5.3 RRC
Preemption In this case, platinum users preempt the RABs of common users. If the
preemption fails, preemption is then performed between platinum users. If the user
comprehensive priority of a platinum user is lower than that of the platinum user that
triggers the preemption, the RABs for the former can be preempted. In addition, PS BE
RRC resources occupied by common users can be preempted. Platinum users first
preempt RABs and then RRC resources.
– If the PriorityReference(BSC6900,BSC6910) parameter is set to TrafficClass,
preemption is related to the setting of the PtUserAbsolutePriority
(BSC6900,BSC6910) parameter.
1. If the PtUserAbsolutePriority(BSC6900,BSC6910) parameter is set to True, the RNC
preferentially processes PS service requests from platinum users. The priority of all
services for platinum users is higher than the priority of common users. Therefore, the
platinum users' PS services can preempt all RABs of common users. If the preemption
fails, preemption is then performed between platinum users. If the user comprehensive
priority of a platinum user is lower than that of the platinum user that triggers the
preemption, the RABs for the former can be preempted. In addition, PS BE RRC
resources occupied by common users can be preempted. Platinum users first preempt
RABs and then RRC resources.
The user comprehensive priority is ranked in descending order as follows:
{platinum user + conversational} > {platinum user + streaming} > {platinum +
interactive} > {platinum + background} > {gold user + conversational} > {silver user
+ conversational} > {bronze user + conversational} > {gold user + streaming} >
{silver user + streaming} > {bronze user + streaming} > {gold user + interactive} >
{silver user + interactive} > {bronze user + interactive} > {gold user + background}
> {silver user + background} > {bronze user + background}
l When a platinum user triggers a preemption, the RNC does not consider whether the platinum
user supports preemption or whether the user to be preempted can be preempted.
l Whether platinum users can preempt resources or the resources for platinum users can be
preempted does not depend on the settings of the DemarcPreemptSwitch(BSC6900,BSC6910)
and PreemptEnhSwitch(BSC6900,BSC6910) parameters. In addition, preemption cannot be
performed on a per operator basis.
l When the MbmsPreemptAlgoSwitch(BSC6900,BSC6910) switch is turned off, Multimedia
Broadcast Multicast Services (MBMSs) of platinum users cannot trigger preemption.
l For platinum users, the RABs for conversational services and the RABs for combined services
containing conversational services cannot be preempted.
l Wireless Priority Service (WPS) users can preempt the resources for platinum users' non-
conversational services, whereas platinum users cannot preempt the resources for WPS users.

l When the WRFD-010505 Queuing and Pre-Emption feature is enabled and the
QueueAlgoSwitch(BSC6900,BSC6910) switch in the SET UQUEUEPREEMPT command is
turned on, platinum users can perform queuing. The queuing priority of platinum users is the
same as the preemption priority.
l If the PreemptEnhSwitch
(BSC6900,BSC6910):PREEMPT_ENH_NODEB_PREEMPT_CE_SWITCH is turned
off, NodeB CE insufficiency cannot trigger preemption for platinum users. It is
recommended this switch be turned on.
l When PREEMPT_ENH_PT_USER_PREEMPT_ENH_SWITCH under the
PreemptEnhSwitch(BSC6900,BSC6910) parameter is set to on, platinum users can
preempt resources of common users if cell admission fails during procedures such as DRD,
channel fallback, or rate re-negotiation during admission control. When this switch is set
to off, platinum users perform the same operations as common users. That is, DRD, channel
fallback, rate re-negotiation during admission control, and preemption are performed in
sequence. Figure 6-1 shows the DRD and channel fallback procedure performed when this
switch is set to off. Figure 6-2 shows the DRD and channel fallback procedure performed
when this switch is set to on. The rate re-negotiation during admission control procedure
is similar to the following procedures.
NOTE

l During soft handovers, neither platinum users nor common users can trigger preemption.
l The maximum downlink transmit power for platinum users' conversational services is
increased by the value of PtUserRlMaxDlPwrDelta(BSC6900,BSC6910) compared with
that for common users.
l If a platinum user is using a weak reception UE to process 12.2 kbit/s adaptive multirate
(AMR) services, the maximum downlink transmit power for the platinum user's
conversational services is max(RlMaxDlPwr(BSC6900,BSC6910) +
PtUserRlMaxDlPwrDelta(BSC6900,BSC6910) dB, SpecUserRlMaxDlPwr
(BSC6900,BSC6910)).
NOTE
If a weak reception UE is used, the maximum transmit power for the UE is determined by the
SpecUserRlMaxDlPwr(BSC6900,BSC6910) parameter. Generally, the value of the
SpecUserRlMaxDlPwr(BSC6900,BSC6910) parameter is greater than the value of the RlMaxDlPwr
(BSC6900,BSC6910) parameter. For details, see Voice Service Experience Improvement for Weak
Reception UEs Feature Parameter Description.
l If a platinum user is processing combined services, the maximum downlink transmit power
for the platinum user's conversational services is calculated based on the maximum
downlink transmit power for each service, rate matching gain, and spectrum spreading gain.
The maximum downlink transmit power for the platinum user should meet the power
requirements of each service.
l The initial SPI weight of platinum users is set to the highest value, 100%. If the operator
wants to implement service differentiation between platinum users and common users
based on the SPI weight, then the SPI weights of common users must be set to values less
than 100%. In cross-Iur handover scenarios, to implement service differentiation between
platinum users and common users based on the SPI weight under the DRNC, set

In this document, a common PS BE user refers to a common user that performs only PS BE services.
l Restricts the uplink rate of a common PS BE user
When a platinum CS cell is congested in the uplink, newly admitted uplink PS BE services
of a common PS BE user can only be carried on the DCH, and the initial uplink rate is
restricted to the value of PsUlInitLimitRateForPt(BSC6900,BSC6910). In addition, the
rate cannot be increased and the (CELL_DCH-to-HSUPA) D2E state transition is not
allowed.
l Restricts the downlink rate of a common PS BE user
When a platinum CS cell is congested in the downlink, newly admitted PS BE services of
a common R99 user are restricted to an initial downlink rate of PsDlInitLimitRateForPt
(BSC6900,BSC6910). In addition, the rate cannot be increased and the (CELL_DCH-to-
HSDPA) D2H state transition is not allowed.
l Adjusts the reserved power margin on R99 channels of a cell and decreases the maximum
available transmit power on HSPA channels
For a platinum CS cell, the reserved power margin of R99 channels is specified by min
[100, PWRMGN + PWRMGNDELTAFORPT], thereby decreasing the maximum
available transmit power on HSPA channels to reduce cell load.
For a non-platinum CS cell, the reserved power margin of R99 channels is specified by
PWRMGN.
l Enhances admission control to decrease the number of admitted PS services common users
When the RNC MML command SET UCACALGOSWITCH is executed to set
PT_CSUSER_CAC_ENH_SWITCH under CacSwitch(BSC6900,BSC6910) to ON for
a platinum CS cell,
– If the uplink or downlink power admission algorithm is enabled, that is,
NBMUlCacAlgoSelSwitch(BSC6900,BSC6910) or NBMDlCacAlgoSelSwitch
(BSC6900,BSC6910) is set to a value other than ALGORITHM_OFF, the configured
admission algorithm takes effect. If the uplink or downlink power admission algorithm
is disabled,
When NBMUlCacAlgoSelSwitch(BSC6900,BSC6910) is set to
ALGORITHM_OFF, uplink power admission uses the equivalent UE quantity
algorithm.
It is recommended that the enhanced admission control function be used with WRFD-160206 RB Parking.
Otherwise, accessibility PKIs may deteriorate.
For details about RB Parking, see RB Parking Feature Parameter Description.
l When the AMRC function is enabled, max(GBR, IBRmax) is always used to calculate the
initial bit rate (IBR) for platinum CS users.
NOTE
When the AMRC function is enabled in a cell in the basic congestion state, the GBR is used to calculate
the IBR for common CS users. For details, see AMR Feature Parameter Description. The Platinum User
Prioritizing feature is optimized for platinum CS users.
8 Related Features
Prerequisite Features
None
Impacted Features
The Platinum User Prioritizing feature affects other features as follows:
l The initial SPI weight of platinum users is set to the highest value, 100%, which cannot be
increased. Therefore, the performance of the following features related to SPI weight
adjustment may be affected: WRFD-020132 Web Browsing Acceleration, WRFD-020133
P2P Downloading Rate Control during Busy Hour, and WRFD-140221 HSDPA
Scheduling Based on UE Location.
l The initial SPI weight of platinum users is set to 100% regardless of whether the Scheduling
Based on UE Location function in the WRFD-01061209 HSUPA HARQ and Fast UL
Scheduling in NodeB feature is enabled.
l When WRFD-021103 Access Class Restriction, WRFD-020114 Domain Specific Access
Control (DSAC), or WRFD-140213 Intelligent Access Class Control is enabled, users of
access classes 0 through 9 are barred by turns and therefore cannot initiate services. If a
platinum user is of access class 0 to 9, user experience will deteriorate. However, during
the period when the access class of the platinum user is allowed to access the network, the
RNC preferentially processes service requests from the platinum user.
l WRFD-171210 Radio Aware Video Shaping
– If the WRFD-171210 Radio Aware Video Shaping feature preferentially schedules only
the video services of platinum users, after the Platinum User Prioritizing feature is
enabled, platinum user experience is not affected, and video services of platinum users
are better guaranteed.
– If the WRFD-171210 Radio Aware Video Shaping feature preferentially schedules the
video services of all video users, after the Platinum User Prioritizing feature is enabled,
the system preferentially schedules the video services of platinum and common users
and then schedules non-video services of platinum and common users based on SPI
weights. In this case, the effects that all services of platinum users take priority over all
services of common users cannot be achieved.
9 Network Impact
System Capacity
The maximum downlink transmit power for platinum users' conversational services is higher
than that for common users by the value of PtUserRlMaxDlPwrDelta(BSC6900,BSC6910).
When platinum users are located in weak coverage areas, the downlink load of the network
increases. As a result, the power available to other services, such as HSPA services, decreases.
This reduces cell throughput.
l If the proportion of platinum users is low in a cell, the impact on network capacity is very
small and can be hardly noticed.
l If the proportion of platinum users is high in a cell, RLC retransmission rates and service
establishment delay increase.
l When congestion occurs in a platinum CS cell activated with enhanced QoE guarantee for
platinum CS users, the RNC restricts the PS data transmission of common users. As a result,
the system capacity decreases.
Network Performance
l RRC Connection Setup Success Rate for Cell
After the Platinum User Prioritizing feature is enabled, the RRC connection setup success
rate in a cell may increase. This is because the RRC connection setup success rate of
platinum users increases. However, if platinum users account for only a small proportion
of the total users in a cell, this feature has only a small impact on the RRC connection setup
success rate.
l RAB Setup Success Rate for Cell
After the Platinum User Prioritizing feature is enabled, the RAB setup success rate in a cell
may increase. This is because the RAB setup success rate of platinum users increases.
However, if platinum users account for only a small proportion of the total users in a cell,
this feature has only a small impact on the RAB setup success rate.
After the function of enhanced QoE guarantee for platinum CS users is enabled, data
transmission of common PS users in platinum CS cells are restricted, and therefore cell
load and interference decrease. If there are many RAB setup failures caused by air interface
reasons before this function is enabled, the RAB setup success rate decreases after this
function is enabled.
10 Engineering Guidelines
It is recommended that enhanced QoE guarantee for platinum CS users to further guarantee
platinum user experience over CS services under the premise that the PS capacity decrease and
KPI deterioration of common users are acceptable.
l Find the cells in which both the RRC connection setup and RAB setup success rates are
low and the network access failures are caused by network congestion. The following
counters define the network access failures caused by network congestion:
– The ratio of RRC connection failures due to network congestion to all RRC connection
failures, which is calculated by using the following formula:

connection failures due to network congestion.
VS.RRC.AttConnEstab.Sum(BSC6900,BSC6910) provides the number of processed
RRC connection requests.
RRC.SuccConnEstab.sum(BSC6900,BSC6910) provides the number of successful
RRC connection setups.
– The rate of CS RAB setup rejection due to network congestion, which is calculated by
using the following formula:

and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 1: it is recommended that the license allocation proportion of a feature be consistent
with that of the capacity license item "Voice Erlang-Erlang". The licensed values can be
set by running the SET LICENSE command. If the FeatureResAssignMode parameter in
this command is set to AutoAssign, the licensed values are automatically allocated among
the primary and secondary operators. If the FeatureResAssignMode parameter in this
command is set to ManualAssign, you also need to specify the related license parameters
to implement manual license allocation.

purchase the WRFD-020806 Differentiated Service Based on SPI Weight feature or some
functions related to SPI weight adjustment. In this case, you need to collect the values of the
following parameters.

To activate enhanced QoE guarantee for platinum CS users, you need to configure the parameters
listed in the following table based on the actual situation.
10.4.3 Activation
NOTE
Run the ADD UPLATINUMIMSI command for each platinum user you want to add.
On the LMT, only the users who have the administrator's rights can run the following commands: ADD
UPLATINUMIMSI, LST UPLATINUMIMSI, and RMV UPLATINUMIMSI.
On the U2000, the administrator and the users who have been granted rights can perform IMSI-related
operations for platinum users. For details about user rights of the U2000, see User Management in the
U2000 product documentation.
On the CME, the administrator and the users who have been granted rights by the administrator can perform
IMSI-related operations for platinum users.
In operation logs, the IMSI information in these commands is anonymous.
Step 2 Run the RNC MML command SET UQUEUEPREEMPT to turn on the NodeB CE based
preemption. In this step, select PREEMPT_ENH_NODEB_PREEMPT_CE_SWITCH under
Preemption Enhancement Switch.
Step 3 (Optional) To enable the target RNC or DRNC to identify platinum users in cross-Iur handover,
SRNS relocation, and DSCR scenarios, run the RNC MML command SET
URRCTRLSWITCH with PTUSER_IDENTIFY_ENH_SWITCH under Process switch
parameter set to on. In addition, configure the IMSIs of platinum users on the target RNC and
DRNC by referring to Step 1.
Step 4 (Optional) Determine whether to modify the related parameter values based on operators'
requirements and the parameter setting notes provided in section 10.4.2 Data Preparation. To
modify the parameter values, perform the following sub-steps:
1. Run the RNC MML command SET UUSERPRIORITY to set the Integrate Priority
Configured Reference parameter.
2. If platinum users are required to have the highest preemption priority, run the RNC MML
command SET UQUEUEPREEMPT with Platinum User Prioritizing set to True.
Otherwise, set Platinum User Prioritizing to False.
NOTE
In most cases, the value of the Integrate Priority Configured Reference parameter does not need
to be modified.
When the Integrate Priority Configured Reference parameter is set to ARP, the Platinum User
Prioritizing parameter does not need to be configured.
When the Integrate Priority Configured Reference parameter is set to TrafficClass, the platinum
users' PS services can preempt the CS RABs of non-platinum users if the Platinum User Prioritizing
parameter is set to True; the platinum users' PS services cannot preempt the CS RABs of non-
platinum users if the Platinum User Prioritizing parameter is set to False.
3. To enable platinum users to preferentially access the first candidate cell for DRD, to
preferentially establish services on E-DCHs/HS-DSCHs during channel fallback, and to
preferentially access the network at a data rate as high as possible during rate re-negotiation,
run the RNC MML command SET UQUEUEPREEMPT with
PREEMPT_ENH_PT_USER_PREEMPT_ENH_SWITCH under the Preemption
Enhancement Switch parameter set to on.
Step 5 (Optional) If the license for the WRFD-020806 Differentiated Service Based on SPI Weight
feature is not activated and the SPI weight for platinum users has been set to 100%, you are
advised to turn on the NODEB_PRIVATE_INTERFACE_SWITCH switch so that
differentiated services can be implemented between platinum users and common users based on
scheduling priorities.
1. Run the RNC MML command SET URRCTRLSWITCH. In this step, select the
NODEB_PRIVATE_INTERFACE_SWITCH switch under the Process switch
parameter.
2. Run the RNC MML command SET UFRC with Default SPI Weight set to a value smaller
than 100.
Step 6 (Optional) If the license for the WRFD-020806 Differentiated Service Based on SPI Weight
feature is activated and the SPI weight for platinum users has been set to 100%, perform the
following sub-step so that differentiated services can be implemented between platinum users
and common users based on scheduling priorities:
Run the RNC MML command SET USPIWEIGHT to with SPI Weight set to a value smaller
than 100.
NOTE
l Whether you need to modify other parameters related to the SPI weight depends on scenario
requirements. Generally, the SPI weights of gold, silver, and bronze users can be proportionally
reduced, for example, from 100:80:10 to 10:8:1.
l Modifying the SPI weight does not immediately take effect for online users.
l Whether you need to perform Step 3 or Step 4 above depends on whether the WRFD-020806
Differentiated Service Based on SPI Weight feature has been activated. If this feature has not been
activated, perform Step 3 to configure the SPI weight for common users. If this feature has been
activated, perform Step 4 to configure different SPI weights.
Step 7 (Optional) To enable the DRNC to perform service differentiation between platinum users and
common users based on the SPI weight in cross-Iur handover scenarios, run the RNC MML
command ADD UNRNC or MOD UNRNC with the Iub Private Interface Switch of Control
Plane parameter set to ON.
Step 8 Run the RNC MML command SET URRCTRLSWITCH. In this step, select
PTUSER_IDENTIFY_SWITCH under the Process switch parameter to enable the Platinum
User Prioritizing feature.
Step 9 (Optional) To activate enhanced QoE guarantee for platinum CS users in the live network,
perform the following operations to set the related parameters based on the setting notes in
section 10.4.2 Data Preparation and operators' requirements:
1. Run the RNC MML command SET ULDCALGOPARA with Platinum CS User
Enhancement Switch set to ON to activate enhanced QoE guarantee for platinum CS users.
2. Run the RNC MML command SET UCACALGOSWITCH. In this step, select
PT_CSUSER_CAC_ENH_SWITCH under the CAC algorithm switch parameter to
enable platinum CS user admission enhancement.
3. Run the RNC MML command ADD UCELLCAC or MOD UCELLCAC with DL Load
Threshold for Other Services set to a proper value to adjust the service admission
threshold of common PS users for platinum CS users.
4. Run the RNC MML command SET UOLPC with Platinum User Priority PS Target
BLER Delta set to a proper value to activate uplink BLER adjustment for PS services of
platinum CS user guarantee.
5. Run the RNC MML command SET UOLPC with Platinum User Priority PS DL Max
Power Delta set to a proper value to activate maximum downlink transmit power
adjustment on the RL for PS services of platinum CS user guarantee.
6. Run the RNC MML command SET UFRC with Platinum User Priority PS UL Initial
Rate Limit set to a proper value to activate uplink rate limit for PS services of platinum
CS user guarantee.
7. Run the RNC MML command SET UFRC with Platinum User Priority PS DL Initial
Rate Limit set to a proper value to activate downlink rate limit for PS services for platinum
CS user guarantee.
8. Run the NodeB MML command SET ULOCELLMACHSPARA with Power Margin
Delta For Platinum User set to a proper value to adjust the reserved power margin of R99
