A communiqué is a short, 1- 4 paragraph message that documents a government’s particular


position, provides other information, asks a question, proposes a solution, or responses to another party’s
question, position, information, or proposal.

An Assertion: makes a statement of fact, establishes a position, or gives information to other countries.
Assertions use claim-evidence-reasoning by providing at least one fact to support the claim and use reasoning to
connect the evidence to the claim.

A Question: obtains information from other countries that helps you to continue negotiating more effectively. It
may ask for clarification or further explanation of what the other team has stated. Ask them for proof
/evidence/sources.

A Proposal: suggests an action. Proposals can include questions and assertions, but the questions and assertions
included in the proposal would be in support of the proposal.

A Response: answers a question another party has asked. Remember that you want them to answer YOUR
questions.

A communiqué should:

 be well written and free of typos and grammatical mistakes;


 use diplomatic language;
 have substance. A message that simply says “we agree” is not diplomatic because it does not
advance the discussion; and
 provide accurate and fair facts and information about a country or set of countries – or the issues
affecting them and their policies.
