Setting this parameter to an appropriate value can decrease the number


of handovers and help assign an MS to a better cell. If PT is set to 31, the
larger the value of CRO, the lower the possibility of handing over an MS
to the cell. Generally, CRO is set to a value smaller than or equal to 25 dB.
If CRO is set to a too large value, the network will experience unexpected
CRO 0 problems.

Cell Reselect Penalty Time (PT) is used to ensure the safety and validity of
PT 0 cell reselection because it helps to avoid frequent cell reselection

If this parameter is set to a small value, the requirements for the required
level of received signals are low. Therefore, many MSs attempt to camp
on the cell, increasing the cell load and causing call drops. To avoid this
problem, set the parameter based on the balance conditions of the
uplink and downlink levels. If this parameter is set to a large value, the
requirements for the receive level are demanding, increasing the call
RXMIN 8 drop rate, but decreasing the traffic volume and the paging success rate.

is set to a large value, handovers cannot be performed in a timely

triggered when the downlink receive level remains lower than this
threshold. This parameter is used for edge handovers and load-based

Limit on the minimum uplink receive level for a neighboring cell. You are
advised to use the default value 0 for this parameter because the receive
level for a neighboring cell can be limited by Min DL Level on Candidate
Cell. Uplink receive level for a neighboring cell = Maximum transmit
power of an MS - (BTS transmit power - Downlink receive level for a
HOCDCMINUPPWR 0 neighboring cell).

If the downlink received signal level of a neighbor cell is greater than or


equal to Min DL Level on Candidate Cell plus Min Access Level Offset, the
neighbor cell can be listed in the candidate cell queue for handover. This
parameter limits the number of candidate cells. If this parameter is set to
a large value, some desired cells are excluded from the candidate cells,
causing call drops because handovers are not performed in a timely
manner. If this parameter is set to a small value, some unnecessary cells
become candidate cells, decreasing the handover success rate and
HOCDCMINDWPWR 10 increasing the call drop rate.
