POLICE in Caluya, Antique confirmed that a worker of
the Semirara Mining and Power Corporation (SMPC)
was killed evening of May 20, 2018.
But Lpath Felipe, 23, of Barangay Banago, Caluya
did not die in a landslide, said Chief Inspector Fran-
cisco Paguia, Caluya police chief.
Instead, Felipe succumbed to cardiopulmonary ar-
rest secondary to hypoxic encephalopathy. The local
physician also noted that he suffered traumatic head
injury secondary to fall.
Paguia said no one saw what happened to Felipe,
who worked as a safety aide at SMPC’s Molave Mine
Pit.
“He could have slipped and fell,” Paguia added.
According to reports, Felipe went on a roving
inspection early evening of Sunday. At around 6:30
p.m., one of SMPC’s foremen, Eric Olivo, saw him
roaming in the mine site.
But by 8 p.m., Olivo sent an alarm at the base after
he failed to locate Felipe.
Workers began looking for him until he was found
8:15 p.m. near an excavator at Seam 32 loading
area.
Paguia said the place is the pit’s truck loading
area.
Felipe was brought to SMPC Hospital but it was
too late.
“So far, we did not find any sign of foul play. Our
initial investigation showed that it was pure accident,”
Paguia said.

Six violate Boracay’s

‘one entry-one exit’ policy

FIVE persons and a South Korean national were
apprehended for illegally entering Boracay Is-
land which is currently closed to tourists.
Philippine Coast Guard (PCG) Caticlan Sta-
tion chief Ramil Palabrica said the violators
attempted to enter the island from April 26 to
May 8.
They breached Provincial Ordinance No. 05-
32 imposing the “one entry, one exit policy” and
Presidential Proclamation 475 placing Boracay
Island under a state of calamity and imposing its
temporary closure.
The local violators, who entered via Bulabog
beach, are residents of Boracay Island and Cara-
bao Island in Romblon Province.
Residents can only pass through Caticlan
port to Cagban port and vice versa. For cargo
vehicles, they can enter via Sambiray Cargo.
“They are aware that the island is closed but
they still attempted to enter. The visa of the Ko-
rean national was proven to have expired so he
was deported,” he said.
They were apprehended by the Metro Boracay
Police Task Force and were turned over to the
provincial guard at the Caticlan Jetty Port.
Aside from violation tickets, they were also
fined with P3,000.
Meanwhile, Palabrica said they continue
to strengthen their guards at the entry points
in the island to avoid illegal entry of tour-
ists.
Only residents and workers are allowed ac-
cess in the island between 6 a.m. to 10 p.m.
Palabrica said they adjusted the curfew for
workers which was previously scheduled from
6 a.m. to 6 p.m.
Palabrica said they allow exemptions in case
of emergency.

90% of poll workers

receive their honoraria

ALMOST 90 percent of the members of board
of election inspectors (BEI) in Western Visayas
who served during the synchronized barangay
and Sangguniang Kabataan polls on May 14,
2018 have received their honoraria.
The BEI is comprised of teachers and govern-
ment employees.
Commission on Elections (Comelec-6) acting
regional director Tomas Valera said they initially
aim to complete the distribution on May 22 but
some teachers are attending a seminar for the
opening of classes.
“That is why we have not reached the 100
percent distribution,” he said.
Valera appealed to the teachers to claim their
honorarium.
When asked as to the total number of poll
staff, Valera said he does not have the data.
There are a total of 29,131 clustered precincts
in Western Visayas. Each clustered precinct has
one electoral board.
The BEI is composed of three staff – chair-
person, poll clerk, and member.
Under Republic Act 10756 or the Election
Service Reform Act, the chairperson receives an
honorarium of P6,000 and 5,000 for the poll clerk
and member. They are also entitled to P1,000 as
transportation allowance.

Community-based screening
for HIV, AIDS gets boost

THE Department of Health (DOH)-6 is scal-
ing up its community approach to further raise
public awareness on HIV-AIDS (Human Immu-
nodeficiency Virus-Acquired Immunodeficiency
Syndrome) and encourage residents in Western
Visayas to undergo testing.
In a press conference held May 21, 2018 at
the Iloilo City Hall, Christine Mosqueda, DOH-6
Regional Sexually Transmitted Infections (STI)
Nurse Coordinator, said that they have imple-
mented a strategy dubbed “Community-Based
Screening (CBS)” which seeks out probable
individuals with HIV and reach more people
for HIV testing.
“We train lay people particularly peer educ
ators to perform HIV screening,” she said.
She said that CBS addresses concerns which
may inhibit persons to submit themselves for
testing, including distance of the testing facility
to their homes and the shame and stigma of being
identified as an “HIV candidate.”
“Iloilo City is a pilot site for the community-
based screening. This is a collaboration between
the City Health Office and the Family Planning
Organization of the Philippines (FPOP),” she
said.
She said that the trainers dubbed as “Com-
munity-Based Screening Motivators” have
conducted three batches of trainings to over 50
individuals in Iloilo City.
“We would like to emphasize that CBS does
not replace HIV testing but it is just an additional
risk-assessment tool,” she added.
Meanwhile, DOH-6 reported that a total of 69
HIV and AIDS cases were recorded in Western
Visayas for January 2018.
The figure includes 65 males and four fe-
males. A total of 49 cases are asymptomatic
while 20 are advanced HIV (AIDS) cases. (LTP/

mitted suicide by hanging after
he was found dead Monday
afternoon in his rented apart-
ment at Andrada Subdivision,
Barangay Banica here.
Giora Akavia, 58, was found
by his Capiceña wife Ma. Mela-
nie Catalan-Akavia hanging
from the ceiling of the apart-
ment. A nylon rope was tied
around his neck.

THIS year marks the 54th anniversary
of the Philippine Press Institute (PPI),
also known as the national association
of newspapers. This milestone serves as
a testament to the enduring two-pronged
vision of PPI: 1) To defend press free-
dom (the significance of which nowa-
days cannot be stressed enough); and 2)
to promote ethical standards within the
ranks of its member-publications.
“It is a feat that is both humbling
and challenging, especially when we
consider that this is happening at a time
when our nation has been marred by
crass partisanship and a maelstrom of
populist rhetoric, made more intense by
digital hyperactivity, the scale of which
seems unprecedented,” said Alfonso
Pedroche, PPI chairman-president.
As in previous years, PPI is holding
its annual National Press Forum on May
24 and 25 in Manila, not only in celebra-
tion of its founding but, more impor-
tantly, to bring together the members in
a once-a-year opportunity to engage in
meaningful discussion on an issue that
matters to all of the Philippine media.
The publishers and editors from the
member-newspapers will be joined by
guests from the academe, government,
embassies, and civil society organiza-
tions.
The theme for this year is “Reclaim-
ing the Value of Journalism: In an
Era When Clickbait Is King,” around
which the PPI aims to have a discus-
sion that, among others, will highlight
how the media, the community press
included, could reclaim and assert its
role in today’s public agora, while up-
holding news as a public good instead
of peddling it as a commodity in an
atmosphere severely polluted by mis-
information, malinformation, and dis-
infomation — telltale marks of today’s
information disorder.
“We need not belabor the fact that the
media is in deep crisis in today’s digital
ecosystem. Among others, it is battling
growing public distrust, declining rev-
enue that severely impacts its capacity
to pursue good journalism, and the com-
modification of news that is anathema to
serious journalism,” said PPI training
director Tess Bacalla.
Confounding these issues is the grow-
ing specter of threats to press freedom in
a country that was once dubbed a bas-
tion of a free and vibrant, albeit rowdy,
press. Add to these troubling realities.

legend Emelio “Chieffy” Caligdong,
a son of Barotac Nuevo, Iloilo, as the
new football coach of the University
of Perpetual Help.
In fact, Caligdong and Dr. Antonio
Tamayo, who owns Perpetual Help,
plan to bring in players from Barotac
Nuevo to beef up the team’s roster.

(SK) chairmanships of three baran-

the Commission on Elections Office
(Comelec).
City Election Registrar Mavil Ma-
jarucon-Sia cited a provision of the Om-
nibus Election Code, which states that
in case of a tie, the two rival candidates
may agree to a coin toss or a drawing of
lots to determine the winner.
She said the candidates agreed to the
drawing of lots to break the tie.
The Barangay Board of Canvassers
(BBOC) proclaimed as winners the ones
who picked the sheet of paper with the
word “congratulations” written on it.
For Barangay 21, Eugemar Rebosa
prevailed over Andres Emmanuel Go-
hee. Both got 52 votes each.
Charise Tayapad and Blessy Go tied
for 158 votes in Barangay 26, but Go
was declared the winner after the tie-
breaker.
For Barangay 38, Trexie Ann Panon-
cillo went home the winner. She tied for

These simple steps to deal with complicated
passwords are so common that they actually
make it easier for attackers.
As researchers into password security,
we’ve known for years that most password
advice was not actually based on scientific
knowledge. To address this, we have been
conducting experiments about the effects of
password requirements on security and usabil-
ity. The federal government recently changed
its password recommendations in ways that
echo some of our research findings.
Defending passwords from computers
We spent years modeling how differ-
ent password-cracking approaches work
to better understand how attackers guess
passwords and to develop an accurate mea-
sure of password strength. People who are
trying to break into online accounts don’t
just sit down at a computer and make a few
guesses. Many attackers have been able
to steal the entire database of passwords
from large companies – for example, this
has happened to Yahoo, LinkedIn, Adobe,
Ashley Madison and many others. The
passwords are scrambled for security, so
attackers have to make lots of guesses to
unscramble them. But computer programs
let them make millions or billions of guesses
in just a few hours.

dor admitted that the prospect of working separate had initially caused her and

don’t pay the correct PMRR,” he added.
Balutan said that STL revenues have already
contributed almost P8 billion in the P20.8 bil-
lion sales of PCSO from January to April this
year that includes Lotto products, Keno and
Sweepstakes, an increase of 29.30 percent from
the same period last year.
The PCSO said that early this year it had a
consultative meeting with the AACs from all
over the country to discuss some revisions of
the IRR.
It also aims to address issues and problems
concerning the shortfalls of STL operators in
their PMRR.
“We are going to fast-track the process
of bidding to prevent illegal numbers game
happening in other provinces. When there’s no
legal operator, illegal operators come in. And
they are out there to discredit PCSO’s STL
program,” Balutan said.
With this, the PCSO said they are now ac-
cepting applications for prospective bidders
of STL for the provinces of Iloilo, excluding
Iloilo City, and Cavite.
Applications for both provinces will be
opened until June 15, 2018, 5 p.m.
Interested applicants must submit complete
documents to the STL Advisory Committee
office located on the 4th Floor, Sun Plaza
Building, 605 Shaw Boulevard, Mandaluyong
City.
“For our part, we shall continue to support
President Rodrigo Duterte’s all-out war against
anti-illegal gambling by strengthening our IRR
and completely eradicating jueteng, masiao,

VISAYAS-wide network of civil
society organizations working for
the promotion and protection of
human rights was launched Saturday in
Bacolod City.
Representatives of basic sectors such
as labor, urban poor, farmers, fisherfolks,
women, youth, PWDs, transport workers,
church, and individual members from the
academe, gathered at Planta Centro Bacolod
Saturday morning to launch Tindog Katun-
god or Stand up for Human Rights,
a combined vernacular understood
among people in the Visayas.
The launching is the final out-
come of a five-month process of
consultations and focus-group
discussions among basic sectors
and civil society organizations
who are working for the promotion
and defense of human rights in the
Visayas region.
The partnership building be-
tween CSOs and the Commission
on Human Rights (CHR) was made
possible by the Governance in Jus-
tice or Go Just program.
CONSENSUS FOR
PARTNERSHIP
The Visayas process was fa-
cilitated by Kalipunan ng Kilusang
Masa, with Partido Manggagawa
(PM) and Sentro ng Nagkakaisa at
Progresibong Manggagawa (Sen-
tro) as lead organizations.
Lawyer Stephanie Claros of PM,
a fresh bar passer who landed No.
15 opened the session by apprais-
ing the participants of the process
that led to the formation of Tindog
Katungod.
“I was not yet a lawyer when the
partnership process started early
this year, but she was convinced
that the present condition demands
closer cooperation between groups
if we are to effectively advance and
protect the human rights of our
people,” she said.
The formation of Tindog Ka-
tungod is an outcome of a series of
consultative meetings that were held
in Cebu and Bacolod City wherein
representatives from the islands of
Leyte, Bohol, Panay, Guimaras and
Negros have actively participated.
The meetings resulted in a deci-
sion of forming a loose but highly
coordinative network of organi-
zations who are willing to work
together for the promotion and
protection of human rights.

THE PERILS OF CHA-CHA
Another highlight of the Tindog
Katungod launching was a public
forum on charter change where for-
mer congressman Lorenzo “Erin”
Tañada III as the resource person.
Tanada III discussed the current
move in revising the 1987 Constitu-
tion and its implications for human
rights.
“If the mode of changing the
Constitution will be done through
a Constituent Assembly (ConAss),
then I believe that it is self-serving
and only carry the interests of incum-
bent lawmakers that would impair
the political process,” he stressed.
“One of the proposals authored
in the House provides for the aboli-
tion of Congress and the granting of
dual powers (executive and legisla-
tive) to the President.”
Tañada also underscored “that
Charter Change is not really neces-
sary at this point in time. Even the
proposed shift towards federalism
may only lead to a very costly
experiment at this time when our
people are shaking from high
prices of goods and services due to
the imposition of new taxes under
TRAIN.”
DIGNITY
The launching of Tindog Katun-
god ended with the ratification of
the group’s Unity Statement. A por-
tion of the unity statement reads:
“We assert that it is not the
people’s human rights advocacy that
has emboldened lawless elements
to break peace, law, and order. On
the contrary, we believe that it is
the current regime that has created
a political condition that under-
mines the value of human life by
glorifying killings and violence as
a norm. President Duterte’s vicious
and relentless attack on the human
rights concept itself, including the
very institutions created by the Con-
stitution to ensure its promotion and
progressive realization such as the
Commission on Human Rights, the
Office of the Ombudsman, and now
the Supreme Court, has created the
culture of impunity that emboldens
both the law enforcers and lawless
elements to undermine human rights
and the inviolability of life.”
Furthermore, Tindog Katungod
also wants to highlight demands of
the basic sectors for the realization
of their economic and socio-cultural
rights such as on the issues of regu-
lar and gainful employment both
in the private and public sector;
social security, just transition, em-
ployment opportunities especially
for the informal sector, the youth
and PWDs; agrarian justice, health
sector reform, safe and livable com-
munities, and an end to violence and
discrimination against women and
LGBT community, among others.
“Apparently, its war against il-
legal drugs may have reflected lack
of respect for human rights. But sub-
stantially, this administration also has
a paltry track record on many other
aspects of human rights, including the
economic and socio-cultural rights of
our people,” added the statement.
Tindog Katungod said they
bonded together by their common
desire to live a life of dignity in a
peaceful community where human
rights reign supreme as a framework
in pursuing social development.

DOLE orients Boracay National Museum celebrates

in Boracay on the implemen-
tation of Department Order
No. 191, series of 2018 or the
Guidelines on the Adjustment
Measures Program (AMP) for
Affected Workers due to the
Boracay Island Rehabilita-
tion.
The orientation held at the
Casa Pilar Resort, Boracay
Holiday Resort and the gym-
nasium of Brgy. Manoc-manoc
was led by OIC-Assistant
Secretary Benjo Benavidez and
Director Dominique Tutay of
the Bureau of Local Employ-
ment. Around 4,000 affected
workers attended the activity.
BEEP AMP is the DOLE’s
newest offering which seeks to
ease the situation of affected
workers in the formal sector
through the provision of finan-
cial support linked to active
labor market programs such
as emergency employment,
to available job opportunities
suitable to the beneficiary’s
qualifications; and Trainings fit
to the needs of the beneficiary
for skills enhancement and
employability.
Specifically, displaced and
suspended workers will re-
ceive 50% of the prevailing
minimum wage in the Region
or P4,205.50 per month, pro-
vided monthly for a maximum
period of six (6) months, while
retained workers who do not
receive regular wage, 25% of
the prevailing minimum wage
or P2,102.75 provided in lump
sum covering 3 months.

THE National Museum celebrated Inter-
national Museum Day (IMD) 2018 on
May 18 with the opening of the National
Museum of Natural History located at Rizal
Park Complex, P. Burgos St., Manila.

National Museum facilities in Manila and
other parts of the country to learn about the

NM Director Jeremy Barns reiterated
that entrance is free to all National Museum
facilities in the country since July 1, 2016.

National Museums of Fine Arts, Anthro-
pology, and Natural History in Manila
and the regional and branch museums
located in Angono in the province of Rizal;
Kabayan in Kabayan, Benguet; Kiangan
in Ifugao; Palawan Museum in Quezon,
Palawan: NM Butuan Branch in Doongan,
Butuan; Tabaco Museum in Tabaco, Albay;
Fort Pilar Museum in Zamboanga City;
Marinduque Branch Museum in Boac,
Marinduque; and Jolo.
In Western Visayas, the National Mu-
seum has two sites located in Iloilo City
- the restored Iloilo Rehabilitation Center
formerly Iloilo Provincial Jail located at
Capitol Complex, Bonifacio Drive, City
Proper, and the Old Jaro Municipal Hall
located at Washington St. Corner Plaza
Rizal St. Brgy. Benedicto, Jaro.
These built-heritage buildings are both
declared Important Cultural Property by
the National Museum.
In time for the IMD celebration, the Na-
tional Museum marked another milestone
in the history of the institution - the opening
of the National Museum of Natural History
located at the Old Agriculture and Com-
merce Building, formerly the Department
of Tourism building.
“The nation’s wait is over - our National
Museum of Natural History is now open
to the public. Aside from the beautiful
built-structure, the public can view in
the NMNH the National Collections on
Botany, Geology, and Paleontology, and
Zoology,” Barns said.
Barns disclosed that one the main attrac-
tions of the NMNH is the “Tree of Life”
- a stylised tree trunk holding up the dome
canopy of the Shell Centennial Courtyard
and the shaft of the round glass elevator. It
conveys visitors to the 5th floor where the
first exhibitions are encountered.
“Of course, part of the exhibit is the
taxidermied body of ‘Lolong’, the longest
crocodile held in captivity,” Barns added.
National Museum is open from 10 am to
5 pm (last admission at 4:30 pm), Tuesday
to Sunday.

RIO DE JANEIRO — Brazil wants to reduce the expectations
on Neymar.
The world’s most expensive footballer is at the end of his
recovery from a foot operation, and joined 16 Brazil teammates
on Monday for physical and medical tests at their Granja Comary
camp in Teresopolis, outside Rio de Janeiro.
Neymar was also going to receive a private meeting with
Brazil coach Tite, who wants to try and reduce the pressure on
the striker.
“Neymar will hear from Tite that he spent three months off
the pitch and will not be the exceptional Neymar after that,”
Brazilian Football Confederation coordinator Edu Gaspar said
at the camp.
“We will create some ground for him to get his self-confidence
back, and that it goes up without too much pressure on his per-

national arena after grabbing
14 medals in the 2018 Inter-
national Taekwondo Festival
at the Industry Expo Center
in California, USA on May
20-21.
The Ilonggo contingent
snatched seven gold, five sil-
ver and two bronze medals in
the two-day tournament hosted
by USA taekwondo head coach
Young In Cheon.
The team won five gold
medals in individual poomsae.
Playing coach Gunnar Castro
pocketed two gold medals in
the men’s division 41–55 while
fellow coach Floramie Navales
got another gold in the seniors
female 18-3.
Angelie Perillo and Myka
Lacanaria also contributed
additional gold medals after
topping the youth and juniors
categories, respectively.

UNIVERSITY of Perpetual Help has
tapped Azkals legend Emelio “Chieffy”
Caligdong of Barotac Nuevo, Iloilo as
its new football coach with an eye of
winning its first football NCAA title in
more than two decades.
Caligdong, who has retired from
national team duties four years ago, has
taken over the reins from Aaron Carlos
Nebreja with hopes of turning the Altas’
football misfortunes.
The Las Pinas-based booters actually
won two NCAA football titles in 1989
and 1996 but have never won another
one for the next 22 years.
His arrival is expected to turn things
around for the Altas.
“We feel that a legend like Chieffy
Caligdong could help us revive out
football program and possibly win us
an NCAA championship if not this
year, but in the near future,” said Per-
petual Help team owner Dr. Antonio
Tamayo.
Tamayo is expected to bring in some
players from his hometown Barotac
Nuevo in Iloilo, which is considered
the epicenter of the country’s football
universe.
“He will bring in several players from
Barotac Nuevo and we’re excited of the
team’s future already,” said Tamayo.

FROM a total of 74 participants, eight boys and eight girls were
named as Jr. NBA Philippines All-Stars last weekend at the end
of the National Training Camp.
Headlined by Sacramento Kings center Willie Cauley-Stein,
and WNBA Hall of Famer Sheryl Swoopes, the National Training
Camp was held at the Gatorade Hoops Center on May 18, at the
Don Bosco Technical Institute on May 19, and the SM Mall of
Asia Music Hall on May 20.
The 11th batch of Jr. NBA All-Stars came from the National
Training Camp players, who were the top performers in regional
training camps held all over the country.
Attending last week’s National Training Camp were Jr. NBA
alumni Thirdy Ravena and Ricci Rivero, with Kai Sotto and
Rhayyan Amsali participating in the Jr. NBA Alumni All-Star
Game.

tional Finals in Ermita, Manila on May
