Appendix 1 List of Worldwide Standards Organihations
This is the first Edition of Building and Structural De#ign Codes - An International Survey. It
has been prepared with the help of Standards Bodies, Building Associations, and Government
Ministries around the world.
Building and Design has, traditionally, been a locally controlled and influenced matter. Local
resources and conditions, and the limits these imposkl, have been the primary influence on
structural design codes.
The opening of International markets and the strides bade in innovative designs, have made
Governments increasingly aware of the need to both hake regulations easily available and to
consider relaxing them in order to ease International *ade. It is an area of change as new less
e prescriptive codes come in to existence and agreemends between nations are forged.
The publication will be updated quarterly to keep ab east of these changes. Countries not so

Local authorities carry the main responsibility for land-use planning and b ilding supervision.
The Building Act defines the rules for planning and building. The regional and-use plans drawn up by the Regional Councils guide
the master plans and the detailed plans of local authorities.
Adequate documentatlon must be acquired beforehand on the quality and use of structures and building materials and the quality is
controlled by initial tests and productiontests when needed.

and police orders.

Tile provinces have the authority to regulate building construction. However mos provinces use the National Building Code as a
base document in developing provincial building codes. In this way the Building cI

A number of organizations, such as CSA', CGA (Certified General Accountants ssociation of Canada) and ULC (Underwriters'
Laboratories of Canada), provide full third-party certification for safety-related pro ucts or systems The NBC does not require full
third-party certification, only that the product or system meets certain minimum re, uirements. Code enforcement officials often rely
on certificationas a guarantee that such is the case.
To provide tbe construction industry with a national evaluation service for innovative materials, products and systems, NRC created
the Canadian Construction Materials Centre.
This service includes the evaluation of new and innovative products for which no btandards exist, and of products where standards
exist but for which no third-party certification program has been established. Mosl provinces and territories use the Centre's
evaluatiorl reports iis a basis for accepting new products

(LBOs). LBOs enforce the provisions of the NBCP and its referral $odes. LBOs are under the
