Average 2 The risk could occur, but there are no factors indicating high likelihood of occurrence.

Experience makes it possible to conclude that the possibility of risk occurrence is low, or it

may not provide sufficient basis to consider it an average or high level.

Although the consequence is considered significant, its significance is less than in the high

The effect is not considered significant, or there are insufficient reasons to believe that the
