PROVINCIAL GOVERNMENT OF QUIRINO

INTER-SECTOR KICKBALL TOURNAMENT 2017

SECTION 1-TOURNAMENT FORMAT

1. The tournament format is an “Inter-Sector Kickball Tournament” to be participated in by all


employees of the Provincial Government of Quirino including all Hospitals, Casuals, Contractual,
Co-terminus and Government Internship Program (GIP).
2. Only the official team entries from the list of entries are eligible to play.
3. The elimination round shall be a single round robin series. The top four teams in the standing will
play in the semi-finals.
4. In the event that two (2) teams have equal win-lose record in the elimination rounds, winner over
the other rule shall prevail to qualify in the semi-finals. Win lose records in the elimination
rounds will be back to zero basis in the semi-final round.
5. During the semi-finals, the same will be applied (Sec. 1, No.4) to qualify in the final round.
6. The semi-finals will be a single round robin series and after the semi-final round for having been
identified the team standing, Rank 1 & 2 will play in the Championship game in a knock out basis.
No more games for rank 3 and 4. Rank 3 is automatically 2nd runner-up and 4 respectively.
7. In case of triple tie or more, “quotient system shall prevail both in the elimination and semi-final
rounds.

SECTION II. TEAM COMPOSITION

1. Each team shall be composed of a maximum of Twelve (12) players


2. Only the coach and the twelve players are allowed to sit at the designated bench.
3. IMPORTS AND IMPERSONATION etc. ARE NOT ALLOWED to play. Violation of this rule means
forfeiture of the game in favor of the opposing team who did not field any import. NOTE: Penalty;
COACHES will be banned to coach for the whole duration of the tournament & succeeding
tournament under Inter-Sector sanctioned by Technical Committee. There shall be designated
place/area for other officials and visitors.

SECTION III. PLAYERS AND COACHES ELIGIBILITIES.

1. Players to compose the sector entry must be bonafide employees of Provincial Government of
Quirino.

2. Players should play twice in the elimination round to qualify them to play in the semi- final and
championship rounds. In case inevitable circumstances arise, the players concerned should
present authentic evidences and the technical committee will assess the veracity of the records.
3. Players must wear their respective uniforms during their games. Any player who is not in his
prescribed uniform will not be allowed to play. Likewise the coaches are strictly required to
wear their prescribed uniform.
4. Players and coaches must be physically present on the opening day on December 2017 at
9:00AM to qualify them to play, otherwise they will be charged of one game suspension. The
checking of attendance will be done after the program. (Note: In case a player is absent during
the opening game, suspension is applied during their next game)
5. In case a player is disqualified after the screening, said player cannot be replaced by one who is
not listed in the submitted official roster of players.
6. A player with dual office/assignment must select only one office in which he wants to
represent.

SECTION IV. PLAYING SCHEDULES/WALK-OUTS, DEFAULT. LOST BY FORFEITURE ETC.


1. The management shall provide the schedule of games as soon as all participating teams have
finalized their entries.
2. Teams scheduled to play at a given time and date shall be at the court in playing uniform at
least 20 minutes before the scheduled time unless the preceding game is extended due to a
“tie” or unfavorable weather condition.
3. If the designated time has elapsed,(20) minutes extension shall be given for the team to wait
for other players.
4. The presence of Six (6) players already in the court is enough ground for the management to
“order to play” Refusal on the part of any team to play after the availability of Six (6) players
shall be declared “Loser by Default” in favor of the opposing team who is willing to play.
5. Walk-out is discouraged; otherwise, said team shall forfeit its game in favor of the opposing
team and a fine of Two Thousand pesos (P2,000.00) will be collected from the team. (Note:
Forfeiture of consolation prizes if there is). Team Officials are also discouraged to walk out
from the game otherwise a penalty of 1,000.00 each shall be collected including suspension
to coach during the entire duration of the tournament.

SECTION V. TEAM, DISCIPLINE/BEHAVIOR OR PLAYERS AND COACHES/CONDUCTS AND ETHICS ETC.

1. Players shall play in the spirit of camaraderie and sportsmanship. Rough plays, violent
actuations, malicious and insulting gestures, jeering and any other form of unsportsmanlike act
shall not be tolerated.
2. Players who, by the impression of the referees, technical committee and the management,
manifest any of the above-stated misconducts shall be given warning.
3. Any player who manifests unnecessary roughness shall be given a minimum of Three (3)
minutes cool-off period at the bench. He will not be allowed to play until the expiration of the
cool-off period.
4. A repetition of the said offense shall be a ground for one or more game suspension depending
on the gravity of the offense upon evaluation by the referees, management and the technical
committee. 1st offense: One game suspension Fine of P 1,000.00, 2nd Offense 2 games
suspension Fine of 1,500.00, 3rd offense-Expulsion. The said penalty will be paid by the
offender if he wish to join again his team (No payment-no play).
5. Coaches who likewise manifest unbecoming conduct similar to NO: 2 and NO: 4 of this section
are subject to similar disciplinary actions as provided therein.
6. Players and Coaches under the influence of LIQUOR/HANG-OVER , drugs and the like will not
be allowed to play and manage his team.
7. In the event that before the start of the game and the playing court is wet, there is power
outage or any unforeseen event which needs time to fix or wait as the case maybe, and a 30
minutes period has elapsed that may cause disadvantage to any of the two competing teams,
the game will be postponed and reset to the subsequent days without affecting the regular
schedule of games. The management shall create a technical committee to oversee the
conduct of the game.

Section VI. Technical Committee


1. Officiating official of the game shall automatically be members of the technical committee. As
such, their recommendations shall be given due merit by the committee in decision-making with
the condition that said officiating officials shall waive their right to vote in case of voting by the
concerned committee.
SECTION VII. MISCELLANEOUS PROVISIONS:

1. Only the coach and the team captain are allowed to ask clarifications from the referee and the
management. Charged time-out shall be recorded to the team asking for clarification.
2. In case of protest, the team captain or coach will sign the score sheet informing the
management that his team is protesting the result of the game. The written complaint will be
submitted within one day after the game. If after the period of one day has elapsed, the protest
will not be entertained. Protest Fee of P 5,000.00 (Note: no payment no processing)
3. Deadline for the submission of all entry requirements is not later than the day of screening. On
the same day, all coaches in their capacity as members of the technical committee shall be
present for the screening of all players based from the submitted roster of players.

4. Protest will be entertained by the management with regard to the eligibility of players during
the elimination, but after the final game of elimination round no more protest will be
entertained by the management. (Note: if ever a team will protest with regard to eligibility of
players, the said team must submit a copy of their evidence regarding their protest.)

SECTION VII. PRIZES

1. Champion Trophy, cash prize and medals


2. 1st Runner-up Trophy and a cash prize
3. 2nd Runner-up Trophy and a cash prize
4. 3rd Runner-up Trophy and a cash prize
