Preface
These requirements are published to be used for the purpose of issuing, renewal, and medical
assessment of Air Traffic Controller licences and its associated ratings in Myanmar.
It is emphasized that all the issues pertaining to these requirements will not be covered in this
publication. In this regards whenever changes in regulations and technology occur there is no doubt
necessitate the changes to this requirement.
Comments and suggestions for amendment and or revision to this publication should be forwarded
to the Director of Air Traffic Services or Director General of department of Civil Aviation Myanmar.
The First Edition of MCAR Part 5 ATCL is superseded by this Second Edition, Dated 1st January
2013.

DEFINITIONS
Aerodrome control Service: Air Traffic control service for aerodrome traffic.
Air Traffic: All aircraft in flight or operating on the maneuvering area of an aerodrome.
Air Traffic Service: A generic term meaning variously, flight information service, alerting service, air traffic
advisory service, air traffic control service (area control service, approach control service or aerodrome control
service).
Air Traffic control Unit: A generic term meaning variously, area control centre, and approach control office or
aerodrome control tower.
Air Traffic control service: A service provided for the purpose of;
Preventing collisions;
a) Between aircraft, and
b) On the maneuvering area between aircraft and obstructions; and
c) Expediting and maintaining an orderly flow of air traffic.
Approach Control Service: Air traffic control service for arriving or departing controlled flights.
Area Control Service: Air traffic control service for controlled flights in controlled areas.
Approved aviation Training Centre: A training centre approved by DCA or a training centre of a contracting
state recognized by the DCA; that imparts training for issue of an Air Traffic Controller Licence or Rating.
Approved Course: A course/ syllabus approved by the DCA or a course/syllabus of a contracting state
recognized by the DCA for the issue of an Air Traffic controller Licence or Rating.
Approved Person: A person Approved by the DCA for a specific function.
Authorized Person: An Authorized person is an Approved Person.
Basic Rating: The first endorsements of any of the ATC Ratings of any ATS Unit/Airport on the Licence of an
ATCO.
Instructor: An approved ATCO authorized to conduct Basic/Radar ATCO Course.
Licensing Authority: The Authority designated by the DCA in accordance with ICAO Annex 1. The Licensing
Authority shall deemed to be implementing the under mentioned actions through the Licensing Office:
1. Assessment of applicants’ qualifications to hold a Licence or a Rating.
2. Issued and endorsement of Licence and Ratings.
3. Validation of Licence issued by other Contracting States.
Medical Assessment. The evidence issued by a Contracting State that the licence holder meets specific
requirements of medical fitness.
Medical assessor. A physician qualified and experienced in the practice of aviation medicine who evaluates
medical reports submitted to the Licensing Authority by medical examiners.

Medical examiner. A physician with training in aviation medicine and practical knowledge and experience of
the aviation environment, who is designated by the Licensing Authority to conduct medical examinations of
fitness of applicants for licences or ratings for which medical requirements are prescribed.
OJT Instructor (OJTI): An ATCO, with an OJTI Endorsement on ATC Licence, authorized to supervise and
conduct On Job Training of ATCOs.
Rated air traffic controller. An air traffic controller holding a licence and valid ratings appropriate to the
privileges to be exercised.
Rating: An authorization entered on or associated with a Licence or Certificate and forming part thereof, stating
conditions, privileges or limitations pertaining to such Licence or Certificate.
Temporary Permit: Temporary permit is a specific Authorization issued by the Licensing Office to an
application who is undergoing training for the issuance of a ATC Licence; or in lieu of a Licence, where a
Licence has been lost; or the Licence has expired; and the applicant wishes to meet the revalidation requirement
to revalidate the Licence/Rating.

1. AUTHORITY
1.1 This Civil Aviation Requirement for Air Traffic Controller Licensing and Training is issued by the
Director-General of the Department Civil Aviation in pursuance of the powers vested in him under
Rule 133 A, of the Myanmar Aircraft Rules, 1937 (Amendment 2013).
1.2 In pursuance of the power vested in him under Act 5(A) (c) of Myanmar of Aircraft Act
(Amendment 2013), Director General of Department of Civil Aviation is the authorized person for
issuing ATC Licence.
2. SCOPE
2.1 This MCAR relates to the issue, renewal and re-validation of Air Traffic Controller Licence
(ATCL).
2.2 All persons intending to act as an Air Traffic Controller in Myanmar shall comply with the
instructions contained in this MCAR, other relevant Air Safety Circulars (Licensing), Manual of
Air Traffic Services, Manual Standard of Air Traffic Control Licensing, ATC Licensing Policy,
ATC Assessment Manual and other instructions issued from time to time.
3. EFFECTIVE DATE
3.1 This MCAR shall come into force with immediate effect.

6.2 A student air traffic controller licence permits the holder to train in the operational environment
under the supervision of an On-the-Job Training Instructor (OJTI).
6.3 A Licensing authority shall not permit a student air traffic controller to receive instruction in an
operational environment unless that student air traffic controller holds a current Class 3 Medical
Assessment.
7. REQUIREMENTS FOR ISSUE OF ATC LICENCE:
7.1 Before issuing an air traffic controller licence, Myanmar shall require the applicant to meet the
requirements prescribed below and the requirements of at least one of the ratings set out in
12.Unlicensed employees may operate as air traffic controllers on condition that they meet the
same requirements prescribed below.
7.1.1 Age: An applicant shall be not less than 21 years of age.
7.1.2 Knowledge: The applicant shall have demonstrated a level of knowledge appropriate to
the holder of an air traffic controller licence, in at least the following subjects:
7.1.3 Air law
7.1.3.1 rules and regulations relevant to the air traffic controller; Air traffic control
equipment
7.1.3.2 principles, use and limitations of equipment used in air traffic control;
Note.— Guidance material to design training programmes on human performance, including threat

7.1.9 Experience:
7.1.9.1 The applicant shall have completed an approved training course and not less than
three months’ satisfactory service engaged in the actual control of air traffic
under the supervision of an appropriately rated air traffic controller. The
experience requirements specified for air traffic controller ratings in 4.4 may be
credited as part of the experience specified in this paragraph.
7.1.10.1 An applicant shall hold at least class III Medical Assessment in accordance
with the scope, limitations, privileges and procedures outlined in Annex
1,ICAO Doc 8984-AN/895 (Manual of Civil Aviation Medicine) and Manual
of Air Traffic Control Licensing.
9.1 The ATS Instructors at Civil Aviation Training Institute (CATI), Yangon are the approved
Instructors for conducting the Basic ATC Course and the Radar courses for Air Traffic
Controllers.
9.2 An Instructor for the Basic ATC / Radar Course Shall be approved subject to

9.2.6 A copy of the Approval letter of ATS Instructor will be sent by the Operations
Directorate to the Licensing Office for record and reference
10 APPROVED COURSES
10.1 The basic ATC, Aerodrome Control, Approach, Area Control (Procedural and Surveillance)
Courses, based on ICAO syllabus, conducted by Department of Civil Aviation at Civil
Aviation Training Institute, Yangon (CATI) for the training of Air Traffic Controllers.
12.1 Categories of air traffic controller ratings: Air traffic controller ratings shall comprise the
following categories:

Note. — The World Meteorological Organization has specified requirements for personnel making
meteorological observations which apply to air traffic controllers providing such a service.

13.1.3. Approach control surveillance, Approach precision radar control and Area
control surveillance ratings: The applicant shall meet the requirements specified in
13.1.2) in so far as they affect the area of responsibility, and shall have demonstrated a
level of knowledge appropriate to the privileges granted, in at least the following
additional subjects:

3) approach precision radar control rating: not less than 200 precision
approaches of which not more than 100 shall have been carried out on a
radar simulator approved for that purpose by the Licensing Authority.
Not less than 50 of those precision approaches shall have been carried
out at the unit and on the equipment for which the rating is sought; and
13.2.1.3if the privileges of the approach control surveillance rating include surveillance
radar approach duties, the experience shall include not less than 25 plan
position indicator approaches on the surveillance equipment of the type in use
at the unit for which the rating is sought and under the supervision of an
appropriately rated controller.

15.1.3 if the privileges of the approach control surveillance rating include surveillance radar
approach duties, the experience shall include not less than 25 plan position indicator
approaches on the surveillance equipment of the type in use at the unit for which the
rating is sought and under the supervision of an appropriately rated controller.
15.1.4 The experience specified in 15.1.2 shall have been completed within the 6-month
period immediately preceding application.
15.2 Applicants with over five years of experience in active air traffic control duties at ATS unit,
applying for issue of a Rating, while he / she has held that basic Rating for another ATS Unit,
may not be required to comply with the training requirements as prescribed. The training
period for such Air Traffic Controllers may be reduced as recommended by the On Job
Training Instructor in consultation with Operations Directorate.
15.3 When the applicant already holds an air traffic controller rating in another category, or the
same rating for another unit, the Licensing Authority shall determine whether the experience
requirement of 15.1.can be reduced, and if so, to what extent.
15.4 The On Job Training of applicants for issue of licence or Rating shall commence with
intimation to the Licensing Authority.
15.5 The completion of the on job training of an applicant shall be certified by the OJT Instructor
on ATCL –F5.
16. RATING EXAMINATIONS
16.1 The theory examinations for air Traffic Controller Licence & Ratings are given below.
Specimen of application form (ATCL F-1) for appearing in examinations is attached. Each
paper shall be of 2 hours durations.

16.1.3 PAPER ATCR-1: A paper covering Practical aspects of Aerodrome Control Rating.
16.1.4 PAPER ATCR-2: A paper covering Practical aspects of Approach Control Procedural
Rating.

Surveillance Rating.

16.1.8 PAPER ATCR-6: A paper covering Practical aspects of Area Control Surveillance

16.2 An applicant is required to qualify ATCR-1, ATCR-2 and at least one ATC Rating paper for a
skill assessment.
16.3 Pass Marks: The pass marks for each paper are 70%.
16.4 Eligibility: To be eligible for appearing in the papers, an applicant shall have met the
prescribed requirements of the eligibility, course and experience.
17 SKILL TESTS AND ASSESSMENT STANDARDS
17.1 The applicant shall have demonstrated, at a level appropriate to the privileges being granted,
the skill, judgment and performance required to provide a safe, orderly and expeditious control
service.
17.2 The skill assessment shall be carried out in accordance with the details provided in ATCAM
(ATC Assessment Manual). The specimen of Skill test Forms ATCL F3A or ATCL F3B is
attached.
17.3 Initial Issue
17.3.1 The assessment of an applicant for the initial issue of the Licence or rating shall be
conducted by a team authorized by the Director of ANSD.
18 CURRENCY REQUIREMENT OF LICENCE AND RATING
18.1 A minimum of three proficiency checks (last six months) shall be required to satisfy the
currency requirement of the ATC Licence; and to maintain the specific rating valid.
19 ISSUE REQUIREMENTS – LICENCE
19.1 The ATC Licence shall be issued subject to:
19.1.1 Having qualified the approved basic ATC course.

27.3.2 Instruct air traffic service personnel during the OJT for obtaining a
Licence/Rating.
27.3.3 Supervise air traffic service personnel under training for regaining currency.
27.3.4 Assess and Report ATCOs during the OJT for issue/revalidation of Licence /
Ratings.
27.3.5 When designated, be a part of the examining team for the assessment of trainee for
the initial issue of Licence/ Rating.
27.3.6 To raise ATCL-F5 (OJT Certificate) as given at Attachment.
28 CHECK ATCO
28.1 PRIVILEGES
28.1.1 The Check ATCO shall exercise the under mentioned privileges:
28.1.1.1Exercise the privileges of an ATCO.
28.1.1.2Exercise the privileges of an OJT Instructor.
28.1.1.3 Conduct assessment checks for the initial Issue, Renewal or
Revalidation of the Licence or Rating.
28.2 VALIDITY
28.2.1 The Check ATCO approval shall remain valid for one year:
28.2.1.1Subject to a valid ATC Licence.
28.2.1.2Subject to a current appropriate Rating.
29 FEE SCHEDULE
29.1 As per DCA Personnel Licensing Fee Schedule.
Note:
a) All applicants shall deposit prescribed fee in Myanmar Economic Bank, Insein Township in DCA
Collection Account No MD 168. Receipt forms (Challan) available in this bank or in DCA Account
office at HQ. Fee can also be paid through Bank Draft / Pay Order drawn in favour of Director
General, Department Civil Aviation, Myanmar payable in MEB Bank Insein. The Bank receipt form
or the Receipted Challan shall be submitted to the Licensing Authority along with other documents for
the specific Licensing action.
b) DCA employees are exempted from the DCA Personnel Licensing Fees.
