GaoXin District’s high-tech Zone

1. GaoXin District’s high-tech Zone

The Chengdu Hi-tech Industrial Development Zone, set up in 1988, was designated as one of the
first batch of the state-level hi-tech development zones in 1991. It was opened up to APEC
members in 2000. In addition, it has been appraised as a model state-level hi-tech development
zone by the Ministry of Science and Technology of the P.R.C. many times. On February 5, 2017,
Chengdu Hi-tech Zone, hailed as the "Silicon Valley of western China," announced its plan to
raise the intensity and magnitude of its talent-recruitment endeavor. By the end of 2020,
Chengdu Hi-tech Zone will have invested an accumulated RMB 5 billion (approximately USD
730 million) to entice and recruit talent from around the globe, while another USD 1.46
billion will be newly added to augment the competitiveness of its scientific and technological
innovation system.

Gan Lijun, in charge of the human resources department at Chengdu Hi-tech Zone, explained
that this year the zone will continue reinforcing cooperation with global innovation hubs such as
Silicon Valley, Tel Aviv and Sophie Antipolis. In particular, actions will be taken to strengthen
the establishment of an offshore overseas talent base, create mass entrepreneurship spaces and
offshore incubators with overseas "pre-incubation" functionality, and fortify exchanges with
world-class educational institutions like Harvard University and Stanford University, so as to
"emphatically promote reform on the science and technology supply side, and attract talent from
across the globe".
  Electronic information industry dominated by microelectronic technology, bio-pharmacy
industry focused on traditional Chinese medicine (TCM) modernization and precision
machinery production characterized by advanced manufacturing techniques.
 With a planned area of 87 km2, the “New Tianfu City” which is currently under
construction will be “Chengdu’s CBD and software industry town” with modern service
industry as the main body focusing on developing financial headquarters, modern
business and trade, technology research and development, software outsourcing, cultural
leisure, exposition logistics etc.

2. Tianfu Software Park (Tap 4 Fun)

Located near the Century City subway station, Tianfu Software Park is a government project that
opened in 2010. Housing dozens of office buildings and thousands of workers, the software park
(as it’s known in Chengdu) is among the largest in China and is the defacto capital of Chengdu’s
exploding IT industry. Domestic companies like Tencent (creator of QQ) and Sina are
represented in the park along with international corporations like IBM and Symantec. In addition
to domestic and international giants are a few Chengdu-bred companies which have risen to
notoriety like Dolphin Browser, Tap4Fun, and Dream Factory.

There are four sections of the Tianfu Software Park: that closest to the subway is the “A” area
while the furthest is the “D” district. There are some restaurants situated within the park as well
as QSL Gym.
With the rapid rise of mobile internet in recent years, Chengdu has seen an explosive growth in
the mobile game industry within only 2-3 three years due to its much lower startup costs
compared to Beijing, Shanghai and Guanzhou, abundant talent pool and favorable local
industrial policies. As of Dec. 31, 2013, there have been 700 mobile game companies involving
nearly 30,000 staff in Chengdu, which matches Beijing, Shanghai and Guangzhou. Therefore
Chengdu is called Mobile Game City 4 in the industry. By the end of 2013, Chengdu High-Tech
Zone singlehandedly brought together over 500 mobile internet companies and startup teams
focusing on mobile games, involving more than 20,000 staff in game development and was also
called the Developer City. Two game developers, Digital Cloud and Tap4Fun from Chengdu
High-Tech Zone have stayed on the standings of APP Annie Global Top 52 Game Developers
for the past two years, and once became the only Chinese game developers on the standings.

Chengdu human resources service industrial park (LAOWAI HERE)

Two thousand and seventeen In November 14th, 15, the human resources management service
industry park seminar held in Qingyang District of Chengdu city. People from the Department of
International Labor Protection Research Institute, Shanghai, Chongqing, Henan, Hangzhou and
other national human resource service industry park, Chengdu District of Longquanyi high tech
Zone, the human resource service industry park, Qingyang District, the relevant departments of
the office of the street, the industrial park and the relevant business representatives of nearly 100
people attended the meeting. The meeting chaired by the Ministry of human resources and
international labor security research institute director Mo Rong, Shanghai, Chongqing, Henan,
Hangzhou and other national human resource service industry park relevant responsible person
to share the human resource service industry park operation and management experience, and on
related issues with the participants conducted interactive communication and discussion.

An information-sharing platform will be made accessible to those who want services involving
talent resources in the park's public service area, which will serve as a center for talent search,
assessment, management, consulting, and training, etc.

The park, with a 90,000-sq.m. core area, is committed to becoming home both to leading HR
service agencies at home and abroad, and to government service departments associated with
labor, social insurance and employment.

The park, aimed to be smart and ecological, and industrial service, innovation &
entrepreneurship, as well as sci-tech incubation-oriented, has planned to introduce 50 HR service
companies and accomplish an industrial output totaling RMB1 billion this year.

4. Tongwei Group

Founded by Mr. Liu Hanyuan, CPCC commissioner, Tongwei Group Co., Ltd. is a large-scale
private technology enterprise.. It mainly deals in feed industry, while rapidly entering IT,
biologic engineering, international trade, pet food, construction & real estate, mega-agriculture
development, etc.. The group possesses over three thousand employees, including almost one
thousand staffers with domestic and overseas university degrees or intermediate titles of
technical posts. Among them, most of the personnel have obtained doctor and master degree.
Under Tongwei Co., Ltd. held by the group are more than thirty subsidiaries with annual output
of over 3 million tons. Tongwei Co., Ltd. is the largest aquatic feed production enterprise as well
as the primary one for poultry and livestock production. Tongwei Group Co., Ltd. was
commented "the Second One among the Largest Five Hundred Private Enterprises in China" by
State Administration for Commerce and Economy in 1995. Tongwei Group Co., Ltd. was listed
as one of Sichuan 31 Important Private Enterprises in 1997, and one of Sichuan 37 Key
Expansion Enterprises in 1998. It was continuously conferred the title of Sichuan Ten Tops Unit
for Vindicating Consumer's Right and Interest from 1998 to 2000. It was one of the initial private
enterprises to obtain foreign trade right approved by State Economic & Trade Commission,
P.R.C., being titled as National 300 Important Connecting Private Enterprise in early 1999. At
the same year, it was appraised as AAA Capital Credibility Rank by China Agriculture Bank. In
2000, the group achieved International Certificate of the System of Quality Certification
ISO9001 and was granted the titles such as Domestic Advanced Level of China Enterprise
Standardization, etc.. It was granted the title of the Best Faithful Client by China Agriculture
Bank in 2002. Since its foundation, the group has been granted titles for more than ten times,
such as National New Product, New Technology Golden Medal and Star Fire Technology
Golden Medal. Its logo, Tongwei Brand, has been commented Sichuan Well-known Brand by
Sichuan Administration for Commerce and Economy.
