Cultural, scientific and educational cooperation

The basis for the development of bilateral cultural, scientific and educational cooperation of both
countries is the Agreement between the Government of the Republic of Poland and the Government of
the Russian Federation on cooperation in the field of culture, science and education, concluded on
August 25, 1993 in Warsaw.

The Government of the Republic of Poland and the Government of the Russian Federation, guided by
the principles and objectives of the Final Act of the Conference on Security and Cooperation in Europe,
final documents of the Madrid and Vienna Meetings, provisions of the Paris Charter of New Europe and
the Krakow Symposium on cultural heritage, taking into account the provisions of the European Cultural
Convention of 1954 , following the provisions of the Treaty between the Republic of Poland and the
Russian Federation on friendly and good-neighborly cooperation of 22 May 1992, developing the
provisions of the Declaration on Cultural, Scientific and Educational Cooperation between the
Government of the Republic of Poland and the Government of the Russian Federation of 22 May 1992.
have entered into the international agreement mentioned above.

Based on the centuries-old traditions of cultural connections between the nations of both States and
their contribution to global civilization, taking into account socio-political, economic and social changes
in both States, the agreement is a support for mutually beneficial cooperation and exchange between
cultural, scientific and educational institutions and the specialization of the importance of direct
interpersonal contacts.

Signing the Protocol on Polish-Russian cultural cooperation

On 1 September 2009, during a bilateral talks between the Prime Ministers of Poland and Russia, the
Protocol on Cooperation was signed between the Minister of Culture and National Heritage of the
Republic of Poland and the Ministry of Culture of the Russian Federation for the years 2009-2012.

On behalf of the Polish Ministry of Culture, the Protocol was signed by Undersecretary of State Monika
Smoleń, and on the Russian side by Deputy Minister of Culture Andrei Yevgieniewicz Busygin. The
Protocol is an executive act to the Agreement concluded between the Government of the Republic of
Poland and the Government of the Russian Federation on cooperation in the field of culture, science and
education concluded on 25 August 1993.

The protocol signed today details the provisions of the contract and obliges the parties to:

• supporting cooperation between Polish and Russian theaters

• providing assistance in sending and accepting participants of music, film, theater and folklore festivals.

• supporting cooperation between libraries in the field of book exchange, borrowing of library materials
and exchange of library specialists

• supporting cooperation between Polish and Russian institutions, organizations and film producers
• supporting cooperation between Polish and Russian cultural organizations and institutions operating
in the sphere of music, theater and visual arts, as well as the activities of Polish and Russian NGOs in
these fields.

• supporting cooperation between Polish and Russian institutions and organizations in the field of
protection and conservation of monuments;

• supporting cooperation between Polish and Russian museums as well as institutions and organizations
dealing with the subject of Polish-Russian cultural relations throughout history

• supporting mutual cooperation between the institutions of the States Parties responsible for
protecting cultural heritage;

• supporting cooperation between Polish and Russian archives

• supporting cooperation of relevant institutions in the implementation of projects in Poland and in

Russia related to the celebration of, among others Chopin Year and the 150th anniversary of the birth of
Antoni Chekhov;

• providing conditions for the development of cultural activities of national minorities: Polish in the
Russian Federation and Russian in the Republic of Poland;
