Breakaway Session: Sector Focus Area: Transport & Logistics
Sector focus area : Transport &
logistics
Facilitator : Dr N. Comins
Countries represented : Uganda and
Mauritius
Note‐taking : Ms S. Farley
Transport and logistics
• Has become critical success factor for any nation to operate truly world class supply
chains
• Logistic networks have to be fool proof : users need their product intact and on time
• Sector relies heavily on Technology for efficiency
Key Questions
• What is the current status ?
• What should sector be like in 15 years ?
• What can S&T do to improve the sector?
• Any action plan?
Transport and Logistics : sector
analysis
• Because of short time, only three sectors of transportation
were examined by the working group under the THICK
methodology:
• Road Transportation
• Sea Transportation
• E‐logistics
• Not considered but very relevant too:
• Air
• Rail
•Road Transportation
Road :Technology
• The effect of overloading trucks on roads
• Road condition
• Maintenance of vehicle
• Design of road
• Road planning through technology and goods protection
Road : Human Resources
• Training of vehicle drivers in driving on all road conditions/vehicle maintenance
• Security certificate to drivers
• Accreditation system for drivers through training or RPL
• Training through apprenticeships schemes
• TTNA required concerning HR requirements of the sector
Road : Institutional Resources
• Rationalisation of vocational training in the
sector
• Regulatory issues
Road : Communications Resources
• Joint planning transport/logistic as a PPP
• Communication to truck drivers from other countries to stick to local
rules – serious problem in Uganda as driving side switch as truck
drivers come in from other countries and do not always stick to local
rules…
• Communication on road safety to all road users
• Need to improve road signing
• Need to introduce driving technologies
Road : Knowledge Resources
• Need for case studies
• Ventilation of best practices both local and
international
• Knowledge not shared
Road : Looking 10 years ahead
• Need for an integrated plan for the continent
• Identification of main control routes and main networks
• Identification of technology requirements and how regional
collaboration can solve issues
• TNA for sector and which areas of capacity building in S&T are
required most
•Transportation by
Sea
Sea : Technology
• Capacity of ports limited and landlocked
countries affected
Sea : Institutional Resources
• Efficiency of customs and clearing
• Efficiency of container handling services and
use of IT in sector (example of Singapore as a
fully computerised, innovative and highly
efficient port)
• Funds for infrastructural development limited
Sea : Looking 10 years ahead
• Africa exports a lot of fresh produce which we can export to the world
• Needs to ensure that this fresh produce is exported as quickly as possible
• Case study of Mauritius and knowledge management in the sea food hub
industry and the grouping together of institutions not used to collaborating
• Example the export of fresh flowers industry as other sector where efficiency
in transportation essential
• Training in S&T in IT and marine engineering and maintenance essential
Electronic communications in
logistics and transportation
E‐ logistics : Technology
• Allows logistical monitoring of transportation and logistics in real
time
• Technology compatibility
• Technology for security within transportation of goods
• Access to technology, inconsistent application of technology for
logistics in industry
• Coupling technologies (fibre optic cables next to major
transport/road arteries)
E‐ logistics : Human Resources
Training for computer, ICT skills, logistics skills at
all levels (build computer literacy)
E‐ logistics : Institutional Resources
Need for advanced institutions for efficient
electronic monitoring of transportation
E‐logistics : Communications
Resources
Missing connection between training in public
sector and private sector
E‐logistics : Knowledge Resources
• maintenance weaknesses
• distribution of knowledge regarding rules of the road at
borders, etc.
• need for scanning for regional/global knowledge for
optimized road materials, maintenance strategies
•
Recommendations
regarding S&T
strategy
Recommendations for S&T 1
Joint planning of key routes for logistics and planning as a joint effort
between public and private sectors (10 years)
Incentives for drivers to get accredited especially in technical areas
Institutionalize quality training…and hands‐on training, practical training
Technology Maintenance hubs versus ad‐hoc maintenance
Communication upgrading essential in the transport and logistics sector
Emphasis required in TVET training in technology areas: strengthen skill‐
upgrading opportunities for those active in informal sector for vehicle
maintenance
Needs assessment of skills and trained human resources in S&T : vehicles
increasingly modern and complex
Recommendations for S&T 2
Regional activity to determine main regional transport
routes and assurances for road conditions, safety,
maintenance, extension
Road Formation Agencies have big potentials for
collaboration (regionally and between sectors) through
technical knowledge sharing
Using Knowledge Management in S&T to improve
efficiency
Sharing of best practices and case studies, success stories
on regional basis needed
