PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for design engineering,
furnishing, manpower, installing and supervision, of registration equipment as per
the Contract Documents.

B. The Contractor shall, as part of his full responsibility scope, check the registration
equipment as specified in the Contract Drawings and Documents. When this check
indicates that the specified registration equipment is not adequate, then the
Contractor shall notify the Royal Commission and take the necessary
action/changes with approval by the Royal Commission.

C. The Contractor shall also check and verify every requirements, aspect and detail
necessary for coordinating with new or existing system of registration equipment.

D. These Specifications define the minimum requirements for registration equipment


with either IEC/SASO or North American based standards as specified in par. 1.04.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

1.05 DEFINITIONS

A. light-emitting diode (LED): A semiconductor diode that emits incoherent, but


chromatically pure light at the junction between p- and n-doped materials. LEDs emit
light by spontaneous emission.

B. master clock: A clock which generates accurate timing signals for the control of
other clocks and possibly other equipment.

C. program control; A sequence of instructions or statements or codes that can be


executed by a computer, and prepared to achieve a certain result to perform and
control a specific task and actions.

D. registration equipment: Special equipment such as master clock, time recorders,


etc., which is used through a certain program where required accurate, synchronized
time and recording time for arrival and departure of employees or students in
industrial, commercial and institutional buildings.

E. secondary clock: A clock that is installed in the same line as a master clock. The
clock is installed after the master clock and correction from the master clock.

F. time recorders: Any mechanical or electronic device which records the time if an
employee is working or not present. Traditional mechanical recorders stamped the
employee’s entry and exit times on a clock card.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Vendor Drawings and Product Data shall be provided as listed below:

a) List of manufacturers.

b) Manufacturer’s literature including installation instruction for registration


equipment.

c) Operation and Maintenance Manuals.

d) Quality Control Program as specified in SECTION 01450.

e) Factory test reports.

f) Samples of registration equipment.

g) Certificate of compliance.

B. The Contractor shall submit Field Test Reports after the completion of testing and
commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations:

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. General

1. All registration equipment shall be tested at the factory in accordance with the
latest approved manufacturing codes and standards. The Contractor shall
notify the Royal Commission in writing not less than 30 days prior to the
scheduled starting date of the factory tests.

2. The Royal Commission reserves the right of deputing their representative for
witnessing the factory testing.

3. Upon completion of factory tests, and before shipment of the


equipment/materials, the Contractor shall submit 5 certified copies of the test
reports to the Royal Commission not later than 10 days after completion of all
factory tests for review and approval by the Royal Commission.

1.10 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a

maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C, unless a lower temperature is specified.

c) Average temperature, measured over a period of 1 month, is a


maximum of 45°C.

2. Altitude less than 1000 m, unless a higher altitude is specified in Contract


Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, not exceeding 95%.

b) For a period of 1 month, not exceeding 90%.

4. Relative humidity may be temporarily 100%.

C. All the registration equipment to be installed in classified areas as indicated on


Contract Drawings shall be suitable for such installation as per NEC Article 500.

1.11 DELIVERY, STORAGE, AND HANDLING

A. The Contractor shall deliver, handle and store materials and equipment in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Provide marking on each item in accordance with the manufacturer’s


instruction. Ship each unit securely wrapped, crated or packaged and labeled
for safe handling in shipment and to avoid damage or distortion, store
equipment in secure and dry storage facility.

2. Delivery of equipment and materials to site originally packed, securely


wrapped and labeled by manufacturer in unopened containers. Protect
materials during delivery to comply with manufacturer’s direction.

3. Store materials at building site strictly according to manufacturer’s instruction,


store products or equipment in dry and ventilated place.

4. Equipment and materials to be stored in environmental conditions close to


operating conditions.

5. The Contractor shall be responsible for damage of the equipment/materials


during storage and transportation.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. Furnish and install all conduits, wires, junction boxes, terminal equipment and
accessories necessary to erect registration equipment as described herein and as
shown on the Contract Drawings and/ Documents.

2.02 MASTER CLOCK WITH PROGRAM CONTROL

A. The master clock with program control shall be compact, microprocessor-controlled


clock which shall be capable of maintaining the accurate time for digital or analog
secondary clocks. These clocks shall be in accordance with the standards as
specified in par.1.04 G.3.

B. The programmable master clock shall be enclosed in aluminum frame with black
anodized finished or bezel textured gray ABS finished.

C. The basis of clock shall consist of a display unit and power/relay unit that can be
assembled in a surface, semi-flush, or rack mounted configuration.

D. The display unit shall have a digital display that shows the date and time as well as
programming menus to guide the user through programming and operating modes.

E. The programmable master clock shall have a 12 button key pad which shall be used
for entering commands and programming instructions manually.

F. The front panel LEDs shall indicate the following features:

1. Control relay status.

2. Modem communication status display, in case of a master clock having a


modem option.

G. The time base synchronization shall be derived from AC line frequency, the clock
shall automatically detect the selection of 50 or 60 Hz.

H. During power failures, accurate time shall be maintained by a quartz crystal time
base supported by lithium battery backup.

I. When AC power is restored, the clock’s microprocessor shall calculate the amount of
time lost by the secondary clocks and re-synchronize them.

J. The programmable master clock shall have the following additional features:

1. User programmable.

2. Four-digit time/event display.

3. 12-hour AM/PM indication.

4. Electronic lockout code to protect against unauthorized operation.

K. Master clock unit shall have a terminal block within the power/relay unit for
connecting all wiring to AC power and secondary equipment (such as clocks, time
recorders, and bells).

L. The programmable master clock shall be powered by an input of 127 or 220/240 V


AC at 60 Hz.

M. The programmable master clock shall be a convenient output source for power
supply of 24 V AC for operating synchronous clocks and bells.

N. The programmable master clock shall be suitable to synchronize the digital or analog
type of secondary clocks.

2.03 SECONDARY CLOCKS

A. General

1. Accuracy and Synchronization of Secondary Clocks

a) The role of the secondary clock in a time-keeping system shall be to


accurately reproduce the time signal supplied by the master clock.

b) The secondary clocks shall be powered and directly controlled from the
master clock.

c) If a power failure occurs, the quartz time base shall maintain memory of
correct time. Upon restoration of power, the clock shall display the
correct real time automatically.

B. Type of Secondary Clocks

1. Digital Type Secondary Clock

a) Digital type secondary clocks shall be highly visible with red LEDs time
display. Display size of the numerals and dimensions (height, width and
depth) shall be in accordance with the Contract Drawings.

b) The secondary clocks shall be enclosed in an aluminum frame with


black anodized finished bezel or textured gray ABS finished with full red
anti-glare lens.

c) It shall be operated in either 12 or 24 hour format, and minute-by-minute


synchronization with the programmable master clock at either bright or
normal intensity levels.

d) Mounting options of the secondary clocks shall be flush type, surface


type and ceiling mounted type with double faced display.

e) Power supply for digital type of secondary clocks shall be operated at


24 V AC, at 60 Hz, as specified in par. 2.02.

2. Analog Type of Secondary Clock

a) Analog type secondary clocks shall combine an accurate quartz


movement with solid state microprocessor technology,

b) It shall be controlled by the programmable master clock via analog or


digital signaling, and offer synchronization capabilities.

c) Accuracy and re-synchronization of the analog clocks shall be controlled


from the programmable master clock as specified in par. 2.02.

d) These clocks shall be a single white dial, 12 hour marking numerals


format with black hour and minute hands and a red sweep second hand.

e) The analog type of secondary clocks shall be enclosed in a metal rim,


single piece (no weld), painted with a matte black finish, and front face
of these clocks shall be covered with a convex glass lens.

f) The shape (round or square) and diameter or area of the analog type of
secondary clocks shall be in accordance with the Contract Drawings.

g) Mounting options shall be same as specified in par. 2.03 B.1.d.

h) Power supply for analog type of secondary clocks shall be same as


specified in par. 2.03 B.1.e.

2.04 TIME RECORDERS

A. General

1. Time recorders shall be digital or analog monitoring clock type (front face time
display type) in accordance with the standards specified in par. 1.04 G.3 and
as per the Contract Drawings/Documents.

2. Casing of the time recorders shall be sheet metal. Color and dimensions shall
be in accordance with the Contract Drawings.

3. They shall be designed either as a secondary clock (where master clock


system is available) or as an independent clock with automatic clock
synchronization with built-in lithium battery back-up.

4. Time recorders shall be a selectable print format type for recording hour,
minutes and weekly-days/dates, or month-days/dates, with automatic IN/OUT
print column.

5. Time recorder system shall possess capability to auto-insert and auto-eject


time cards.

6. Color of the ribbon (fabric) cassette shall be in accordance with the Contract
Drawings.

7. During power failures, to maintain the time keeping and time card’s printing
operation, optional Ni-Cd battery back-up system shall be provided.

8. Power supply for independent time recorders shall be 127 or 220/240 V AC at


50 or 60 Hz. Where interconnected with the master clock, the power shall be
24 V AC at 60 Hz, as specified in par. 2.02.

2.05 BELLS

A. The bell master time panel shall be housed in a steel semi-flush mounted cabinet
with a lock on the front panel and a visible master clock. The cabinet shall be
powered by a 127 V, 60 Hz power supply and shall include 300 V A, 127/24 V, single
phase transformer, metal rectifier and associated equipment.

B. Bells shall be 24 V, adjustable tone and volume type and shall be AC vibrating type
with trim plate or box. These shall be surface mounted type and shall be compatible
with bell system master time panel.

C. Outdoor bells shall be 24 V, adjustable tone and volume type, similar to as specified
in par. 2.05 A and B above, except that these bells shall be weather proof and
suitable for external use.

D. Bell shall be 250 mm dome type in the maintenance areas and 100 mm dome type
in the office areas.

2.06 CABLES AND CONDUITS

A. Cables

1. Cables shall be designed for use in all low voltage power and/or control
circuits and for installation in conduits, underground ducts or cable
trays/raceways or for directly buried installations.

2. The cable shall be manufactured in accordance with IEC 60227-1 or


equivalent SASO standards.

3. Low voltage power cable conductor material shall be annealed copper.


Copper conductor of size 4 mm2 and above shall be stranded.

4. Control cable conductor material shall be annealed copper. Conductors of


multicore control cable shall be of size 2.5 mm2 (excluding current transformer
circuit) and stranded. The cable size for current transformer secondary circuit
shall be minimum 6 mm2.

B. Conduits

1. For conduit/fitting and boxes, refer SECTIONS 16055 and 16130.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all materials, equipment and labor as deemed
necessary to show proper execution.

B. All the work shall be performed in a first class workmanlike manner, in conformance
with the applicable codes and standards and the best electrical engineering practice.
Work shall be performed by skilled workers equipped to produce satisfactory results
in a safe and substantial manner so as to avoid undue stresses.

3.02 INSTALLATION

A. Installation of registration equipment, cable, conduit/fitting, wiring devices and


termination of this equipment shall be as per the Contract Drawings and as per
NEC Article 210 and 300.

B. Wiring system shall be installed only when the raceway system has been completed.
The inside of all conduits shall be thoroughly clean of any dirt, moisture or other
foreign material before pulling wire and cable.

C. No splices or joints shall be used in low voltage feeders or branch circuits except at
accessible splices or junction boxes, accessories raceway fittings or outlet boxes.

D. Routing of cable and raceway shall be as per Contract Drawings, termination of


cable shall be according to the manufacturer’s recommendations and as indicated
on the Contract Drawings.

E. Grounding system shall be installed/connected to equipment and other related


accessories where required, and these grounding connections shall be implemented
in accordance with the Contract Drawings and NEC Article 250.

F. Install cable identification tag on each cable at panel board gutters indicating the
branch circuit, feeder number, panel board number as indicated on the Contract
Drawings, and these tags shall be easily visible and readable from front access.

G. For installation of raceway and boxes, refer to SECTION 16130.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedures to ensure that the equipment and related accessories comply with
these Specifications and operational requirements. All tests are subject to
witnessing by the Royal Commission representative.

2. At least 4 weeks prior to scheduled tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This shall include a brief

description of the test equipment, reference drawings, proposed tests and


procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification, acceptability of the equipment and acceptability of the
installation.

3. Upon completion of installation and prior to final acceptance, each component


of each system shall be tested to the complete satisfaction of the Royal
Commission. The Contractor shall provide before commissioning all test
instrumentation, equipment and accessories necessary for demonstration and
putting the equipment into operation.

4. Upon completion of all testing, the Contractor shall submit 5 copies of certified
reports attesting that each test has been performed in accordance with the
approved test procedures. The report for each test shall include the name of
the person in-charge of the test and the date of performance. All factory and
field test reports shall be included in Operation and Maintenance Manual.

5. Care shall be taken that the test apparatus does not damage the equipment or
other related accessories during the testing.
