Introduction
Purpose
This manual gives an overview of role of the project agencies/ PSUs in operation of
Online Computerized Monitoring System (OCMS). It describes the functionality of
OCMS in detail and provides with a set of instructions to do the required functions.
This User manual assumes that the person using OCMS has basic operation of Internet
Browser knowledge.
About OCMS
OCMS is developed with an objective to reinforce the mechanism for monitoring the
implementation of projects; leading to development of efficient monitoring system for
GOI projects costing Rs 150 Crores and above by Infrastructure and Project
Monitoring Division (IPMD) in the Ministry of Statistics and Programme
Implementation (MoSPI).
OCMS is built to strengthen the relationship between MoSPI and project executing
agencies by providing the easy means of project communication. Extranet part of
OCMS is to expedite the project progress and status reporting by the executing
agencies.
System generates periodic and event based reminders for better involvement of project
stakeholders. Project agencies are required to enter the monthly/ quarterly progress as
per the specified time by MoSPI.

Programme Implementation
This Link describes about the PI wing as a whole and separately about all of its
constituents divisions namely (Twenty Point Programme Division, Infrastructure
Monitoring Division, Project Monitoring Division and Members of Parliament Local
Area Development Scheme Division).

Projects
This link provides dynamic generation of pre-structured reports. Projects will show the
INDIA map. When a user will click on any state, various reports options will be
displayed.After selecting the option, the linked report will be displayed.After selecting
the options, the linked report will be generated directly from the database. The user has
several options to generate the dynamic report.

This link provide access to various application forms available/ required by the
Government employee in day to day functioning.

Resources for (PMO/CS/PC)
To access PMO/CS/PC section, click on PMO/CS/PC given on the MoSPI website. A
login form appears for first-level of user authentication. Enter your User ID and
Password as communicated by MoSPI to get the access of resources.
After successful Login user can Query the FR report by using the given conditions in
report. After clicking on PMO/CS/PC link the page displays the query form which
contains Advanced query and pre-structured query based on Monthly Flash Report for the
projects costing Rs 150 Crores and above.

Advance Query
This section will be used to print the report by using the value from the Query
Form page as shown below.
Available column will display the available column which user can query for the data,and
user can use ‘COPY’ button to select the column from “Available column” to “Columns
to Display” field. Actual output will be the selected column in “Columns to Display”
field.
Advance query is customized query form and user oriented where user can select all
options available from a list of variables. User can add various combinations of filter
conditions and result can be sorted out in various ways. After successfully meeting all the
logical conditions the desired result will be displayed.

For report year=2009 select from field name ‘Report Year’,select from operator ‘=’
and put ‘2009’ in value. Then click on ‘ADD TO FILTER’ button this will select
report year=2009 for another condition like Report Month select from field name
‘Report Month’,select from operator ‘=’ and put ‘12’ in value. Then click on ‘AND
TO FILTER’ button this will select report month=12 then click on “NEXT’ button--
Æif you want sorting then select the sort condition and click on ‘RESULT’ button-Æ
final data for DEC 2009 with selected column will be display.

Query FR
These pre-structured queries are also generated dynamically from monthly database.

Project Agencies
After successful login, project agencies c an view and update their project related
information in this section.
Background Information : This provides link to the input form where the project
agencies can add and update their project Back ground information of newly initiated
projects.
Monthly Reporting : This provides link to the input form where the project

agencies can view and update their project related information every month.
Quarterly Reporting : This provides link to input form where project agencies
can view and update their project related information every quarter.
Upload PERT Files : This provides link to upload project PERT files.

Milestone Information
New project is initiated by sector officer at MoSPI with minimum information like
project code, project title, cost original, date of approval, project agency. Then project
code of new project is communicated to PSUs.

Milestones
Click on Milestone to Add Milestone Screen below
User can ADD or EDIT the milestone details using this screen.
When user will click on ‘Add’ Button on the above page below page will be display
where use can enter project details, and use the ‘SAVE’ button to save the data,
The Project agencies can update the project Milestone information when a new project
is initiated for monitoring by MoSPI sector officers. The options for entering
information on projects, milestones, Nodal Officer details available on the left menu
bar.
Input options are Project, Milestones, and Nodal Officer showing left side of the page.
Click on ‘Submit to MoSPI’ to submit the information.
User can Add or Edit the Capacity of the project.
User can Add or Edit the Location of the project.
Click on SAVE option to save the information.

Nodal officer
The Project agencies can update the information of their Nodal officer on this page.
Input the values in the above page and click on ‘SAVE’ button to save the data.

Submit
Project agencies/PSUs can save information that is filled for each input option or web
page. As long as information is saved and not submitted, project agencies have the
option to modify it again and save. After submission, the system will inform the
concerned sector officer at the Ministry and any further modification by the project
agencies/ PSUs is not allowed
Monthly Reporting
To access Monthly Reporting form click on ' Monthly reporting' button. Enter your
User ID and Password on the page thus displayed. Click on 'Submit' button. Click
'Close' button if you do not want to access the monthly reporting form

Every sector has been assigned a unique sector code and password. After successful login
the sector specific project are displayed.

Every project has been assigned a unique project code and Password. User can change
the password after first login.
After login below form will be display, where user has to select the month for which they
want to enter the data.
Select the month then click on ‘SUBMIT’ button…….

The Project agencies can update the project progress information every month in the
monthly reporting form. The input options for entering information on projects
milestones, Problems, Reasons, completion details available on the left menu bar.

On the above form ‘Print Report’ option is use to print the report.
Use ‘SAVE’ button to save the data.
Use ‘LOG OUT’ button is use to Log Out .
After saving Use ‘Sent to MoSPI’ button to sent the data to MoSPI.
Click on 'Projects' option to open the project input form.The values for project
information can be entered in the boxes provided in the form. To view full page, use
the scroll bar to move up and down. Click 'Save' button provided at the bottom of the
page to save the information you have entered. If you do not want to save the
information just click on 'Close' button.
Click on the submit button only if you want to finally submit the form. Once you have
submitted the form you cannot make further changes.

Milestones
In the milestones option you can specify the timelines for the milestones to be
achieved, percentage achieved and status whether the milestones is completed or still
continuing

Once you have entered all the information against each milestone click on 'Save'
button to save given at the bottom of the page. If you do not want to save, just Click on
'Close' button.

Problems
In the problems option you can specify the problems faced or facing in successful
completion of the project. Click on 'Problems'. The page displayed contains a list of
problems associated with the successful functioning of the project.
Move the vertical and Horizontal scroll bar to view full form. You can also report any
other problem associated with the project in the box provided. Click on ' SAVE' button

to save the information.
You can specify the problems, along with their start and end date, the status, whether
the problem is still existing or over. You can also specify the level of attention
required by the concerned authorities. Any other problem, which is not specified may
also be reported here.
