Impeachment is a political process provided in our constitution grounded on constitutionally-imposed

limitations, i.e., “culpable violation of the Constitution, treason, bribery, graft and corruption, other high
crimes, or betrayal of public trust.” to determine whether an impeachable officer is fit to remain in
office while Quo warranto is judicial in nature provided in the rules of court to test a person’s legal right
to hold an office that is to determine whether a public official satisfies a requirement as mandated by
law. Nowhere in the Rules of Court provide that Quo Warranto excludes impeachable officers. Likewise,
nowhere in the Constitution nor in the deliberation of the framers of the Constitution provide that
Impeachment is the only way to remove an impeachable officer.
