PRESS RELEASE

At 3:07 p.m., Saturday June 16, 2018, Luling Police Department Officers were dispatched to 1300 block of
Fannin in reference to a male subject later identified as Andrew Carmona, age 36 who was at a front door
yelling that people were trying to kill him and throwing rocks at people that did not exist. Upon the responding
officer’s arrival Carmona jumped into the back of the police unit. Due to safety concerns the officer got
Carmona back out of the vehicle to make sure that he did not have any weapons on him and was allowed to get
back into the vehicle. Carmona’s sister arrived at the scene and informed the second responding officer that
she had been looking for Carmona because someone had called her and told her he had left his mother’s house
and was acting crazy.

Both PD units proceeded to the mother’s home with Carmona. While one of the officers was talking to the
mother she pointed out that Carmona was jumping around in the back of the police unit and yelling. Both
officers removed Carmona from the vehicle to stop him from injuring himself, and after struggling with him for
several moments were able to place him face down on the ground, where they were eventually able to
successfully handcuff him. When they rolled him over on his side to try and get him up off the ground he
started kicking and fighting again. The officers put him back down on the ground and held his legs to keep him
from kicking them. EMS was called because he had skinned his forehead on the street surface. When they
attempted to roll him back over and get him up officers noted that he was foaming at the mouth but not
breathing. Officers immediately began CPR which was continued by EMS personnel on their arrival. EMS
was unsuccessful in resuscitating Carmona, who was pronounced dead at the scene by Caldwell County Justice
of the Peace Precinct 1 Judge Matt Kiely. An autopsy has been ordered.

Investigation continues by the Luling Police Department with oversight by the Caldwell County District
Attorney’s Office and the Texas Rangers.
