Problem: "Ghost teaching" is
a controversial practice in which teachers are paid to teach; however, they skip teaching classes and instead work full time for the local teachers’ union. The general public is mostly unaware of "ghost teaching" practices. Saccone, using his legislation, wanted to be seen as someone who was leading the fight against "ghost teaching" practices.
Summary: I used public relations
tools to generate media attention state-wide. Our media coverage, which appeared in TV, radio and print, brought to light this important issue. Saccone was viewed as the spokesperson for fighting "ghost teaching" practices.
