A note on the present status of Karnataka Ministry Formation

Karnataka consists of mainly Northern Karnataka, Southern Karnataka and three districts of
Central Karnataka and four districts of Coastal Karnataka. (Although, Karwar is a part of Coastal
Karnataka, it is considered as a part of Belgaum revenue division of North Karnataka.)

North Karnataka including Central Karnataka is 50% of population and about 58% of
geographical area of Karnataka. The current formation of cabinet is as depicted below:

NOTE:
1. In North Karnataka, INC has won in 41.67% of constituencies, but has got only 12.50%
representation in the cabinet whereas, in South Karnataka, INC has won 38.20% but has got
26.47% representation, although both regions have the same population.
2. In the entire cabinet, South Karnataka has got 18 minister whereas North Karnataka has only
08 ministers which also includes Mr. Shankar (former Deputy Mayor of Bengaluru City), a MLA
from KPJ Party , though elected from Ranebennur(North Karnataka), is from Bangalore. There is
a lone minister from Coastal Karnataka.
3. Further, the Chief Minister, Deputy Chief Minister, Assembly Speaker and Congress
Legislature Party Leader(CLP) all are from South Karnataka. This has created a regional
imbalance and injustice to Northern Karnataka and Central Karnataka.

Further it may please be noted as below:


1. It is felt that Smt. Jaymala MLC being made a minister which was unnecessary and
unwarranted who cannot handle the legislative council and entire MLC’s are unhappy .
2. Mr. Shankar independent MLA from Kuruba community who has won from Ranebennur as
independent against congress speaker Mr. Koliwad has been made the minister sacrificing 8
MLAs from the Kuruba community who have won from Congress. This was a planned
conspiracy. (Mr. Shankar is the own brother-in-law of Basavaraj Bhairuthi MLA of Congress.)
3. Mr. Shivanand Patil who has come from Janata Dal , later shifted to BJP and now in
Congress, who was hobnobbing with BJP and Mr Yediyurappa until he being made a
Minister, in place of Mr. M B Patil who is a loyalist and a prominent lingayath leader of the
Congress in northern Karnataka who has been instrumental in building and organizing the
party. Mr. M B Patil was also a successful water resources Minister.
4. Mr. Venkataramanapa who was in BJP joined Congress and now MLA was unnecessarily
included in the cabinet. He would have been considered for a Board Chairmanship.
5. Mr. Putrangashetty although three times Congress MLA but light weighted could have been
avoided in the first formation and made a Board Chairmanship. But anyhow, can make up
for representation of Chamarajnagar and Mysore area.

The above said four to five decisions have made things complicated leading to regional
imbalance and injustice, neglect of loyalty, seniority and unrest amongst the party leaders
sending a wrong message to the people of Karnataka more particularly to North and Central
Karnataka.

The following persons can be considered for the Ministry based on seniority, party loyalty,
caste and region:
1. Mr. M.B. Patil, Lingayat community, party loyalist, seniority and North Karanataka region
5 times MLA and one time MP, who is a successful, popular irrigation minister in the
previous congress government.
2. Mr. H.K. Patil, Reddy community, party loyalist, ex-minister 2 times MLA and 4 times
MLC, a senior leader from North Karnataka, OR
Mr. Ramalinga Reddy, Reddy community, ex-minister and 7 times MLA senior and loyalist
from Bangalore city influential – organizer and his daughter is also an MLA
3. Mr. Shivalli – Kuruba community also 3 times MLA from North Karnataka, OR
Mr. M.T.B. Nagaraj, Kuruba community and 3 times MLA from Bangalore
4. Mr. Nagendra – Nayaka ST community MLA for 3 times from North Karnataka, OR
Mr. Tukaram Nayaka ST community MLA for 3 times from North Karnataka
5. Mr. R.B. Timmapur, from SC Madiga (left)MLC ex-minister from North Karnataka, OR
Mrs. Rupa. Shashidhar from SC Madiga (left) first time MLA from Kolar, South Karnataka
(daughter of K.H. Muniyappa ex-union minister and present MP)
6. Mr. Sangamesh, Lingayat community, third time MLA from Bhadravati, central Karnataka
region representation OR
Mr. Shamanur Shivashankarappa Lingayat community, senior 87 years, 3 times MLA ex-
minister from Davangere, central Karnataka.
7. Mr. Parameshwar Naik, Lambani community ex-minister, north Karnataka, OR
Mr. Umesh Jadhav, Lambani community, north Karnataka
8. Mr Krishnappa, Vokkaliga community, Ex-Minister, Bangalore city , OR
Dr Sudhakar, Vokkaliga community, Chikballapur District.
