2. PROJECT JUSTIFICATION
2.1 Project Background

A 6-classroom Marcos Type Building is now necessitates a major upgrade as part of


the refurbishment being approximately 50 years old. Lack of maintenance over the years
and the environment of the location have contributed to the overall deterioration of the
facilities. The list of major work includes dilapidation of thermal protection and roof leaks,
partial decay of ceiling joists & appurtenances and major electrical faults due to rusted
fixings. Most of the problems are due to corrosion of fittings, fixtures and fixings which
will need to be replaced progressively throughout the building. Floods during rain due to
either subsidence or increase in the level of the adjacent ground, is generally in poor
condition and near the end if it’s economic life.

2.2 Project Objectives

The advance state of dilapidation has hampered the effectivity of delivering basic
education, with this situation, the local government seek financial assistance from funding
bodies wish to provide better and conducive education facilities to the students, improve
the delivery of basic education and increase the achievements of all concerns. The project
is consistent with the national goals of providing quality basic education that is equitably
accessible to all and can contribute to the overall improvement of literacy, which eventually
will help uplift the lives of Filipinos.

3. PROJECT FINANCING
3.1 Funding Requirements
3.1.1 The project requires the proposed amount of Php. 8,000,000.00 to completely
construct the school building.

- 290 pupils, 10 classroom teachers and 1 administrator of Butong Elem. School

4.3 Benefits

The Project will directly benefit the pupils/ students who are presently enrolled
in the schools to be covered by the project. It will also benefit the school teachers with
the improvement of their working classrooms.
This being an education sector proposal, there are no foreseen economic costs
associated with the project. The construction of school buildings, on the contrary will
provide economic benefits to the project sites. Foremost, it will provide employment
to local people during the construction stage. The increase in school classrooms will
presumably increase the number of students who would attend school, and therefore
will have an effect on economic opportunities in the project sites such as for food stalls
and transport services.

5.3 Environmental Clearance


An Environmental Clearance Certification (ECC) application shall be accompanied by
and Environmental Impact Assessment (EIA) Report in the form of an environmental
impact statement (EIS). Documentary requirements for the processing shall be
submitted to the concerned line agency.

5.4 Social Acceptability

The construction, completion and eventual use of the school buildings covered in
the project will eventually increase the learning performance levels of students and
pupils. This will ultimately, along with other factors such as effective educational
system, presence of competent teachers, and availability of appropriate learning
materials, will increase literacy rate of students who can contribute to the socio-
economic development of society.

6. PROJECT MONITORING
Through focused monitoring and evaluation due to site official visit, all-inclusive
technical project reviews and vigilant analysis of intermittent reports the Project
Team develops its judgment on the quality and timeliness of output provided by
individual contractors. These findings are verified in a partner dialog with contractors
and project beneficiaries and local poverty reduction team. Final thoughts, ideas, and
endorsements are forwarded to the contractors via Site Visit Reports (SVR), Project
Review Reports (PRR) and at the management meetings.
