COUNTER AFFIDAVIT OF
MR. VICENTE M. QUELESTE

I, VICENTE M. QUELESTE, 40 years old, single, residing at Barangay Poblacion,

Zarraga, Iloilo, after having been sworn to in accordance with the law do hereby
depose and state:

That Atty. GERARDO C. QUINTERO is the counsel who conducted and

supervised my examination as an accused at QUINTERO and REYES LAW
OFFICE, 123 Ana Rose Building, Iznart St., Iloilo City;
 That I am answering the questions herein fully conscious that I do so under
oath and that I may be criminally liable for false testimony or perjury;
That the following are the questions propounded by Atty. GERARDO
QUINTERO and my answers are in ENGLISH LANGUAGE:

Q1: Do you swear to tell the truth and nothing but the truth?

A1: Yes Sir.

Q2: Can you state your personal circumstances?

A2: Yes sir. I am Vicente Marabara Queleste, 40 years old, single, residing at
Barangay Poblacion, Zarraga, Iloilo.

Q3: What is your position in the Local Government of the Municipality of Zarraga?

A3: I am the Municipal Treasurer.

Q4: Are you the same Vicente Marabara Queleste who is charged in this case?

A4: Yes I am.

Q5: Why are you here?

A5: To give my testimony freely and voluntarily and the same will constitute my
direct testimony in the above mentioned case.

Q6: Do you undertake to answer the questions to be asked of you, fully conscious
that you will do so under oath, and that you may face criminal liability for false
testimony or perjury?

A6: Yes sir.

Q7: Let us now proceed to the complaint. You are aware that you are being charged
of the crime malversation?

A7: Yes sir.

Q8: When was this cash examination conducted?

A8: It was conducted last January 20, 2017 sir.
Q9: Where was it conducted?

A9: In my office in the Municipal Hall.

Q10: Do you have assistants as municipal treasurer?

A10: Yes. I have two Cashiers and one Assistant Treasurer.

Q11: On that day, were they present when the examination was conducted?

A11: Yes sir.

Q12: What happened on that day?

A12: A case examination was conducted in my office from 9:00 am-11:30 Am.

Q13: Was the cash examination conducted in your office alone?

A13: Yes sir.

Q14: What happened next?

A14: They requested me to produce all cash, treasury warrants, checks, money
orders, cash items, paid vouchers, and unused accountable forms deposited in my
and under my safekeeping.

Q15: What happened next?

A15: I presented all the said requested cash and documents.

Q16: What happened next?

A16: They counted the cash and perused the documents I presented to them.

Q17: What happened next?

A17: At around 11:20 AM, they returned the said cash and documents to me.

Q18: What happened next?

A18: They left my office at around 11:45 AM.

Q19: Do you have anything else to say?

A19: No more sir.
