“AN ORDER RE-ORGANIZING THE UGNAYAN NG BARANGAY AT MGA

SIMBAHAN (UBAS) ACTION TEAM FOR UGNAYAN NG BARANGAY AT MGA
SIMBAHAN AS A MEANS TO PROMOTE TRANSPARENCY, ACCOUNTABILITY,
AND CITIZEN PARTICIPATION IN GOVERNANCE AT THE BARANGAY LEVEL
AND FOR OTHER PURPOSES”
WHEREAS, Section 384 of the R.A. 7160 or the Local Government Code of 1991
states that the barangay is the primary planning and implementing unit of
government policies, plans, programs, projects and activities in the community and
a forum wherein the collective views of the people may be expressed, crystallized
and considered;

WHEREAS, faith-based organizations are working towards the same goals of

human development through various efforts aimed at improving the social,
environmental and economic situation in their respective communities;
WHEREAS, Article 66 of A.O. No. 270 or the Implementing Rules and Regulations
of the Local Government Code of 1991 states that LGUs may enter into joint
ventures and other cooperative arrangements with people's organizations, NGOs or
the private sector to engage in the delivery of certain basic services; capability-
building and livelihood projects; development of local enterprises designed to
improve productivity and income; diversification of agriculture; spurring rural
industrialization; promoting ecological balance; and enhancing the economic and
social well-being of the people;

WHEREAS, a Memorandum of Agreement was signed between the Catholic Church

representing faith-based organizations, the Liga ng mga Barangay representing all
barangays in the Philippines, and the Department of the Interior and Local
Government representing the national government, stipulating the promotion of
people's participation for good governance, implementation of programs, projects
and activities to curb corruption and promote transparent, honest and effective
governance, and undertake other activities deemed necessary by the community
such as but not limited to Community-based Disaster Risk Reduction and
Management, environmental protection, children's protection and development, and
peace and order;
NOW THEREFORE, I, MICHELLE ANN L. YU, Punong Barangay of this barangay

by virtue of the powers vested in me, do hereby re-organize the Barangay Action
Team (BAT) with the following composition and functions:

I. COMPOSITION
1. Punong Barangay
2. Sangguniang Barangay Members
3. Barangay Secretary
4. Barangay Treasurer
5. Local religious and lay leaders of faith-based organizations
6. Others deemed necessary as suggested by the preceding.

II. DUTIES AND FUNCTIONS
1. Meet once every month, or as often as necessary to discuss issues relevant

to the group;
2. Document and consolidate the issues and concerns of all sectors involved for
discussion in regular meetings and action by the barangay;

3. Share information on such concerns as peace and order, human trafficking,

violence against women and children, environmental protection, among
others;
4. Ensure the representation of different sectors of the community in
governance;
5. Assist in the monitoring of national government projects being implemented
in the barangay;
6. Others as may be agreed upon by the body.
III. EXECUTIVE COMMITTEE - in the interest of efficiency in operations, an

executive committee shall be organized composed of the following:

2. Two Sangguniang Barangay Members

3. Two representatives from the faith sector
The executive committee shall ensure that the UBAS Action Team meets
regularly and performs its duties and functions. It shall provide technical
assistance to the UBAS Action Team.
IV. SECRETARIAT – shall provide administrative support to the UBAS Action

Team and shall be composed of the following:
1. Barangay Secretary or Treasurer

2. Barangay Chief of Staff

3. Two representatives from the faith sector
V. Funding shall be sourced from barangay funds allotted in the Annual

Investment Plan (AIP).
VI. This Order shall take effect immediately upon approval.
