1 Title - Barangay Capacity Development Agenda
2 Stages of Barangay AGAD and CAPDEV Agenda Formulation

Provide the participants a broader view on the interrelationships of the different

topics on Development Planning and the expected outputs for the BNEO
Program, present in details the stages of Barangay Agad and CapDev
Formulation:
Stage 1 : BGPMS Administration and SBGR Formulation
 Revisit the process of the BGPMS (from administering the tool
until the formulation of the SBGR)
 Focus on the results of BGPMS and the analysis as embodied in
the SBGR (internal and external factors)
Stage 2: Barangay AGAD Formulation
 Revisit what has been discussed in the previous slides
Stage 3 : Focus on this topic. Discuss the steps under this stage.
Stage 4: Adoption. The two (2) documents must be adopted through an
ordinance.

4 Discuss what is Barangay Cap Dev Agenda?

5 Discuss what are the elements of the CapDev Agenda. Tell the participants that
each of the elements, workshops will be introduced.
6 Discuss why formulate the Cap Dev Agenda.
7 Discuss thoroughly the eight (8) Barangay Cap Dev Process.
8 Now we are on the workshop proper:
Step 1: Identification of Capacity Issues/Gaps
To do this, follow these steps:
 Ask the participants to revisit their issues and gaps as identified
in their process of formulating their Barangay Agad. Then,
categorized which are CAPACITY ISSUES and PERFORMANCE
ISSUES in the different performance areas.
 Proceed to Slide 10 and 11.
9 After a comprehensive discussion on the performance vs capacity issues, ask
the participants to use Step 1 matrix
10 Discuss the difference between performance and capacity

• CAPACITY - ability of LGU ( organization and individuals) to perform

functions to fulfill their accountabilities and produce desired results
(within the control of the LGU)

• PERFORMANCE – effectiveness of the LGU in achieving its mission or what

its mandate says, and producing desired results (not within the control of
the LGU)

12 After identifying all the capacity issues, we proceed to Step 2 - Formulation of
Objectives. In this step, just copy the objectives formulated in the Barangay
AGAD
13 Step 3: Identify the appropriate strategies/interventions. Copy the PPAs
identified in the Barangay AGAD
14 Step 4: Identify the Target Beneficiaries
• Identify beneficiaries who will be trained or be involved in the
intervention
15 Step 5: Level of Priority
• Identify whether it is High, Medium or Low or
• Rank the identified intervention as to Barangay priority based on
urgency, importance and magnitude

16 Step 6: Period of Implementation

• Which year and what is the duration

17 Step 7: Funding Requirements

• Estimated cost/budget required
