Post Description:

The incumbent serves as an Operations Research Analyst in the Afghan Assessment Group (AAG)
with a focus on supporting strategic and campaign assessments.

Principle Duties:

Supports development of a comprehensive campaign assessment as captured in the semi-annual


Periodic Mission Review (PMR). The primary assessment AAG subject matter encompasses the
ANDSF and the operating environment.
Provides direct support to the ANDSF Analysis Branch; the Deputy Director, AAG; and the Director,
AAG in support of PMR development and in support of other analytic and assessment activities.
Conducts independent scientific analyses and research using a variety of scientific methods and tools
in support of COM RS.
Performs studies and advanced data analysis to provide alternatives, consequences, and
opportunities to advise the Commander Resolute Support (COM RS) and senior leadership on a wide
variety of command issues.
Applies systematic analytic approaches to bound, scope, and define the problem; identify available
data and resources; collect data; analyse, compare and rank solutions; formulate and make
recommendations.
Executes daily workflow in the Surveys & Assessments Branch, AAG to provide analysis inputs to
support the campaign assessment process.
Orchestrates staff coordination, working groups, operational planning teams, and other
fusion/integration processes to provide holistic input into the quarterly assessment cycle.
Prepares issue papers and briefings to drive the assessment process as required.
Conducts liaison with subject matter experts across HQ Resolute Support and supporting and
subordinate commands on input to COM RS's strategic and campaign assessments.
Prepares assessment products for RS staff principals and COM RS.
Provides technical expertise and oversight of the Afghan National Survey and other surveys as
required.

Additional Duties:

The incumbent may be required to perform a similar range of duties elsewhere within the organisation
at the same grade without there being any change to the contract.

Essential Qualifications:

Professional/Experience

Recent and extensive experience (at least two years) in the application of quantitative analytical
techniques to military or interagency problem sets (for example, Operational Research (OR) /
Operational Analysis (OA) techniques).
Scientific (quantitative) background to include directing and applying interdisciplinary scientific
research methodologies to enable contextual understanding of the operational environment; ability to
apply standard OR/OA techniques to include statistical analysis, mathematical modelling, project
management, simulation and other analytical techniques.
Proficiency in standard and specialized statistical software as well as programming experience and
writing computer code.

Ability to lead a civilian and military team, work effectively in a military environment, and communicate
effectively and diplomatically orally and in writing; excellent briefing skills.

Education/Training

Mandatory educational requirement:

University education in Operational Research, Operational Analysis, Mathematics, or related scientific


discipline, and 2 years related experience in quantitative analysis.
or,
Higher Secondary education and completed advanced mathematics, science, or engineering training
leading to a professional qualification or professional accreditation with 4 years post related
experience.

Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)


NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted
mainly in English.

Desirable Qualifications

Professional/Experience

Previous operational deployments,


Previous participation in NATO and/or national military HQ exercises.

Specific Experience: - Processing and analysis of raw survey data.

Education/Training

Advanced (graduate) degree in Operational Analysis (OA), Operational Research (OR), Mathematics,
Physics, or a related scientific discipline.

Personal Attributes

Interpersonal skills highlight the type of personal and professional communication capabilities that the
Chief, Analysis Branch needs daily in HQ RS. Much of the output depends on the ability to work with
senior MIL and CIV officers to acquire an understanding of problems and situations, and to develop
creative solutions for implementation.
Must understand the Resolute Support and subordinate staffs, functions, and the nature of the military
operations being conducted in a complex crisis response scenario.
Furthermore, needs to be an effective communicator of results, confident in dealing with
Generals/Flag officers and senior civilian equivalents. Able to personally generate analytical products
on an accelerated timeline and oversee production of in-theatre analysis briefings, reports and staff
products that are timely, succinct and useful.
Must work well under pressure and can cope effectively in a demanding multinational operational
military headquarters. Is poised, tactful, cheerful and adaptable.

Work Environment

The work is normally performed in a typical Office / Secure Facility environment.

Benefit Package:

Monthly salary of € 7,281.00 (Tax free in the host country).


Daily Allowance of € 84.68 while working in Afghanistan.
Installation allowance of ½ initial monthly basic salary.
Start and End of Contract paid transportation from residence to theatre and return.
Two days of annual leave per month.
7 days "Leave from Theatre" plus reimbursement of travel expenses up to 1000 Euro for every 6
months spent in Theatre.
Medical Insurance from Cigna (including death and disability coverage), small fee charged plus 50%
of monthly premium covered by RS HQ.
Free accommodation in the camp.
Meals of good/reasonable quality available to purchase.
Laundry is at a nominal charge through the contracted laundry company.
Clothing Allowance of 400 Euro per year.
Medical and Immunization package prior to deployment.
