London, May 27: The still-
grieving father of Savita
Halappanavar, the 31-year-
old Indian dentist who died
of sepsis in 2012 after being
denied an abortion during a
miscarriage, has welcomed
the result of Ireland's land-
mark referendum on
Saturday to overturn the
abortion ban, saying, “We
have got justice for Savita.”
Savita's death was a cata-
lyst for the movement to
repeal the eighth amend-
ment, paving the way for
new legislation to allow for
the termination of pregnan-
cies in the predominantly
Catholic country.
Savita's father Andanappa
Yalagi (right) said, “What
happened to her will not
happen to any other family
now. I have no words to
express my gratitude to the
people of Ireland at this his-

He said Savita's death had
devastated the family. “It's
still very emotional after
five years. I think about her

lower academic achievement,
social difficulties and problematic
relationships with both parents,”
says Mr Kumar Jahgirdar, founder-
president of CRISP-India. “When

Citing the proverb ‘One father is

Mr Jahgirdar says that children
without fathers are five times more
likely to live in poverty and commit
crimes, and nine times more likely
to be school dropouts.

took place around 5 pm,
when the students decided
to venture into a pond
located outside the resort.
Chetan, who did not know
swimming, got caught in
the silt and tried to wriggle
out, but drowned. His
friends tried to save him,
but failed.
They informed the resort
management, who alerted
the police. They came along
with a rescue team and
fished out the body.
“We have booked a case of
death due to negligence on
the part of the resort man-
agement under Section 304
A of Indian Penal Code,”
said a police official.

The election is over but the pending
projects promised a year ago by the

The garbage on the footpath near the
ASC Centre at Ejipura is not only an
eyesore, but raises a question regard-
ing the effectiveness of the BBMP in
waste management.
“The stretch of footpath from
Ejipura towards Domlur passing
through the army residential quarters
are not only laden with garbage, but
the footpath has itself disappeared at
certain stretches or broken at regular
intervals. Where are the cameras
which the government had promised
to install in the wards?” wondered
Priyaranjan, a local resident.
The illegal dumping of construction
debris under the transformer and on
the walkways has compelled the
pedestrians to use the busy street.
DC has also learnt that roads in the
ward are also in a dilapidated
condition.
There have been accidents due to
poor lighting and iron bars poking out
of the footpath.
However, these incidents failed to
wake up the BBMP.
Ujjwal Gurung, a resident of
Koramangala, traverses through
Ejipura daily to reach his office in
Indiranagar.
He said he has not come across
violators throwing garbage on the
footpath, but he once met with an
accident due to iron bars poking out of
the footpath.
“The construction debris and the
fine particles of sand are slippery and
in the night one barely pays attention
as the area is choked with traffic. Last
year, after getting out of the cab, I
chose to walk towards Sony junction
but slipped on the footpath. It is indeed
dangerous,” he added.
With poor lighting the footpaths are
not safe.
The dust from the government con-
struction projects diffuses into the air
causing irritation in the eyes of the
commuters.
The BBMP which is on a construc-
tion spree maintains that the pending
projects will soon see the light of the
day and got delayed due to the election
and change of government.
Suhas, a resident of Ejipura lament-
ed, “The corporator is not at all reach-
able. He rarely takes our calls and the
area has water shortage plus one can
list the civic issues that the residents
are facing for the past many years.
Since the election is now over, hope
the government acts or else we will
have to vote out the corporator in the
next BBMP election.”

were allowed to contest the Assembly
elections. Mr Sriramulu is an iconic
leader of the Valmiki-Nayaka com-
munity spread across the state with
an estimated population of about 40
lakhs. He hit the headlines choosing
Molakalmur (ST) assembly con-
stituency in neighbouring
Chitradurga district to contest the
polls skipping his home-bastion,
Ballari. He won comfortably from
Molakalmur by a margin of more
than 25,000 votes but lost to former
CM Siddaramaiah in Badami by a
thin margin of 1600 votes. Later,

You were projected as Deputy CM
candidate by the BJP. But, your
dream could not come true
I am not after power. But Ballari
district would have easily got the
Deputy CM post after late M.P.
Prakash who was the Deputy CM in
the JD(S)-BJP coalition govern-
ment. I am confident that there are
good days ahead and hopefully, I will
reach that position.
Why did the BJP fail to fare well
in your home district, Ballari
despite your leadership?
It is true that we lost in Hadagali,
Sandur, Kampli, Hosapete,
Hagaribommanahalli and Ballari
Rural due to our failure in unifying
the party ranks during the election
campaign. If the BJP had won most
of the seats in Ballari district (they
won only three out of the total nine),
the party would have not fallen short
of numbers to form the government.
The party lost badly in Ballari dis-
trict due to overconfidence of some
candidates and mistakes committed
by partymen. Similarly, the party
should have given tickets to
winnable candidates in
Hagaribommanahalli and Hadagali.
Despite falling short by eight seats
in reaching the half way mark in
the assembly, you had tried till the
last minute to form the BJP gov-
ernment by luring Congress legis-
lators. Comment.
I dismiss Congress leaders' allega-
tions that I made efforts to lure
Congress MLAs to the BJP. In fact,
people have voted BJP to power and
have rejected both JD(S) and
Congress as they won less seats
against their tally in the previous
2013 election. Congress and JD(S)
leaders have joined together fearing
that they would go behind bars in
case the BJP assumes power.
What do you have to say about the
audio clips released by Congress
leaders which contain your phone
conversation with Congress
MLAs?
The audio clips are fabricated and
concocted.
Do you see any advantage coming
the BJP's way from the 'dissi-
dence' expected to surface once the
JD(S)-Congress coalition forms
the cabinet?
At this moment I can say that BJP
will not do anything to topple the
government as claimed by the
Congress. We will watch them round-
the-clock and expose their corrupt
rule before the people, we will give
sleepless nights to the JD(S)-
Congress government.
But the Congress is treading a cau-
tious path with regional parties
including JD(S) in view of the
2019 Lok Sabha elections......
The Congress move to forge an
alliance with regional parties for
enjoying power is an opportunistic
move and the first step towards its
collapse. Neither the Congress nor
the regional parties can be comfort-
able in the coalition as their inter-
ests are contradictory. Some of the
leaders of regional parties such as
Mamata Banerjee of Trinamul
Congress have indicated that the
regional parties would form a Third
Front keeping both the Congress and
the BJP outside.
Don't you think that the Third
Front will come to the rescue of the
JD(S) and help it sustain this
coalition government?
The Third Front comes into exis-
tence only in the election season just
as mushrooms grow during the
rainy season, and it disappears once
the elections are over. The very idea
of forming the Third Front keeping
the BJP and the Congress out is an
opportunistic move. The regional
parties come together opposing both
the national parties for their own
electoral gain. It is a power-sharing
exercise that has nothing to do with
development. These parties can
never remain united as there is no
coordination and cooperation among
themselves.
But the swearing-in ceremony of
JD(S) leader Mr H.D.
Kumaraswamy as Chief Minister
took place in the presence of lead-
ers of various regional parties
along with the AICC top brass
which indicates a tough fight for
the BJP in the 2019 Lok Sabha
elections.
These are people who have lost face
against Prime Minister Narendra
Modi and also their political rele-
vance in their respective states.
CM Mr Kumaraswamy says he has
nothing to learn from the BJP
when it comes to protecting the
interests of farmers. Is the BJP
politicising the loan waiver issue?
He (Mr Kumaraswamy) had, during
his pre-poll campaign, promised to
waive farm loans taken by farmers
from nationalised banks. Now, he is
making a U-turn stating that he did
not have a majority to keep his word.
Irrespective of what the manifestos of
the Congress and the Janata Dal(S)
have in them, the Chief Minister
should keep his pre-poll promise or
step down from the CM's post.

price negotiations with Russia
for a nearly `40,000 crore deal
to procure S-400 Triumf air
defence missile systems for the
Indian Air Force, officials said.
They said the two countries are
now trying to find a way out to
evade the provisions of a US law
that seeks to punish countries
and entities engaged in transac-
tions with the defence or intelli-
gence establishment of Russia.
“The negotiations for the missile
deal have been concluded. The
financial component has been
finalised,” a top official involved
in the negotiations for the deal
with Russia told reporters. The
official said both Russia and
India are likely to announce the
deal before an annual summit
between Prime Minister
Narendra Modi and Russian
President Vladimir Putin in Octo-
ber. Two other officials said both
sides are now looking at ways to
insulate the deal from the sanc-
tions announced by the US

are the correctional meas-
ures?
Much depends upon the
quality of judges. There
should be a better screen-
ing mechanism of judges
and scrutiny of their judg-
ments. I regard this as a
sovereign remedy. We
should read the judgments
and find out for ourselves
what is being written.
There’s a 139-page judg-
ment by the Rajasthan
High Court on the sanctity
of the peacocks and cows. I
tried hard to get the ‘scien-
tific’ material from the
judge on which he had
based his judgment to
sanctify and pronounce
the TDP’s annual conclave
in Vijayawada, the Telugu
Desam Party chief said his
party had played important
roles in forming govern-
ments in the past and had
the power to change the
narrative in the country,
hinting that it could tie-up
with like-minded parties to
stop the BJP’s juggernaut.

the TDP was a key player in

Qatar bans UAE,
Saudi products
Doha, May 27: Qatar has
ordered shops to remove
goods originating from a
group of Saudi Arabian-
led countries which a
year ago imposed a wide-
ranging boycott on the
emirate, Doha officials
said on Sunday.
A directive from the
economy ministry order-
ed shops to immediately
strip shelves of products
from Saudi Arabia, the
UAE, Bahrain and Egypt.
Inspectors will visit
stores to ensure they com-
ply with the order, the
ministry said.
The government will
also try and stop products
such as Saudi dairy goods
from entering Qatar via a
third country.
Qatar’s Government
Communications Office
(GCO) said it was trying
to “protect the safety of
consumers”.
“Products originating
from blockading states,
which as a result of the
blockade cannot pass the
GCC customs territory,
has to undergo proper
import inspections and

not give a sim-
ple majority to
any political
party. After the
BJP’s futile attempt to form the
government, the Janata Dal
(Secular)-Congress combine
formed the government and
proved its majority. However,
this post-poll coalition, as indi-
cated by news reports, will be
marred by unreasonable
demands for positions of addi-
tional deputy CMs, ministerial
berths and offices of profit,
rotation of CM between the
JD(S) and Congress and the
resultant internal bickering.
All this would severely affect
the government in delivering
on development in Karnataka.
It would have been much better
for Karnataka if there was a
simple majority government,
irrespective of which party
forms the government, rather
than post-poll alliances of dif-
ferent hues.
First things first. If anybody
has a notion that the fractured
mandate is a new phenomenon
in Karnataka, they are mistak-
en. The electorate of
Karnataka has been giving
fractured mandates since 2004.
In the 2004 Assembly election,
the Congress, BJP and JD(S)
secured 65, 84 and 58 seats
respectively. As a result,
between 2004 and 2008,
Karnataka witnessed three
chief ministers, Dharam Singh
under the Congress-JD(S)
alliance, H.D. Kumaraswamy
under the JD(S)-BJP alliance,
B.S. Yeddyurappa’s seven-day
rule under BJP-JD(S) alliance
(the JD-S did not support
Mr Yeddyurappa’s government
despite its promise to hand
over the CM position to him)
and two interregnums of
President’s rule, and severely
inflicted the administration of
Karnataka.
The Assembly election in
2008 also resulted in a frac-
tured verdict, with the BJP
securing 110 seats, three seats
short of a majority. The BJP’s
effort to gain a few more seats
to get a simple majority result-
ed in unholy relationships and
created huge confusion in the
state’s administration and the
party’s image too. Karnataka
Karnataka Janata Party and B.
Sriramulu’s Badavara
Shramikara Raitara Congress
Party (BSRCP) were included
— which are breakaway par-
ties of the BJP — the Congress,
BJP and JD(S) should have got
92, 86 and 40 seats in lieu of 122,
40 and 40 seats respectively. In
fact, the breakaway factions of
the BJP helped the Congress in
securing a simple majority.
The 2018 Assembly election too
threw hung Assembly with 104,
78 and 38 seats for the BJP,
Congress and JD(S) respective-
ly, and the BJP was short of a
majority by eight seats.
The moot question is why
Karnataka has been giving
fractured mandates since 2004?
Karnataka has been
witnessing very serious
identity-based voting for
decades, even outdoing Bihar
and Uttar Pradesh. However, it
did not result in fractured
verdicts till 1984 as there was
no major party to challenge the
Congress or Congress (I). Once
parties such as the Janata or
BJP emerged as challengers to
the Congress, identity-based
voting started giving fractured
mandates. It is common sense
verdicts and holding
Karnataka to ransom
that a political party cannot
and will not enjoy the same
level of support across gender,
age, education levels, income
levels, social groups, urban
and rural areas and different
geographical regions, and
hence variations in support for
a political party are very much
acceptable. (For instance, till
her death, J. Jayalalithaa
enjoyed 10 per cent more
support among women than
men.) However, the variations
must broadly align with the
general mood of the electorate
of the state.
However, this has not been
happening in the Karnataka
elections since 2004. For
instance, in 2018, various opin-
ion polls, exit polls and actual
results show that more than 60
per cent of Vokkaligas,
Lingayats and Kurubas voted
for the JD(S), BJP and
Congress respectively, whereas
they secured 18.3 per cent, 36.2
per cent and 38 per cent votes
respectively.
Take the case of Vokkaligas.

the Congress or BJP is palat-
able to them, whether it is
Congress CM S.M. Krishna or
BJP CM D.V. Sadananda
Gowda.
National parties such as the
Congress or BJP cannot
declare a candidate from one
specific social group all the
time or cannot make someone
from a specific social group as
CM all the time, and thereby
national parties belie the
expectations of Vokkaligas. As
a result, irrespective of the
performance of incumbent
governments, Vokkaligas con-
tinue to vote for the JD(S) in
large numbers and as a result
the JD(S) could always secure
30 to 40 seats in the Vokkaliga-
dominated old Mysuru region.
Then comes the Lingayats.
The BJP not only accommodat-
ed Mr Yeddyurappa after he
floated a party of his own that
decimated the BJP in the 2013
elections, but also anointed
him as the state BJP president
two years ago, and declared
him as the Karnataka’s CM
candidate before the elections.
This is unusual for the

It is true that Mr Yeddy-
urappa is a core RSS man and
nurtured the BJP at the grass-
roots for decades, and hence
one of the tallest leaders of
BJP in Karnataka. However,
more than his contribution to
the RSS and BJP, his social
identity played a key role in
announcing him as the CM
candidate of the BJP. Because
the BJP learnt its bitter les-
sons in the 2013 Assembly elec-
tion by not having Mr
Yeddyurappa on its side and
lost nine per cent of its vote
base to the KJP, leaving the
BJP with 20 per cent voteshare.
The BJP central leadership
knew that had it not declared
Mr Yeddyurappa as its CM can-
didate, its chances were much
less as large sections of
Lingayats would not vote for
the BJP. The BJP, which wants
to have its support based
across states and various stra-
ta of people, had to surrender
before the identity-based vot-
ing preferences of Lingayats in
Karnataka.
The recent addition to this
identity-based voting pattern
is Kurubas. With
Siddaramaiah reaching the
enabling them to exercise their

The identity-based voting
exists even in other social
groups, but not as ferocious as
it has been in these two social
groups.
As many of the other social
groups are spread thin across
the state, they have little scope
to tamper with the election
results even if they chose to
cast their votes on social iden-
tity. Given that Lingayats and
Vokkaligas constituted about
17 per cent and 11 per cent of
the total electorate of
Karnataka, the identity-based
voting pattern of these social
groups has been causing frac-
tured verdicts and holding
Karnataka to ransom.
Unless this pattern changes,
there is no reason to believe
that Karnataka would get a
clear mandate in one or other
way in future Assembly elec-
tions too.

trative charges, which would

formalise their
workers emplo-
yment by
bringing them under the
ambit of social security
schemes run by the EPFO,”

Oil woes force FPIs to

Foreign investors have
pulled out a massive $4 bil-
lion (over `26,700 crore)
from capital markets so far
this month (in 18 days), pri-
marily due to surge in
crude prices.
This comes after such
investors had taken out
more than `15,500 crore
from capital markets
(equity and debt) in April,
which was steepest out-
flow in 16 months.
According to the latest
depository data, FPIs with-
drew a net sum of `7,819
crore from equities and
another `18,950 crore
from the debt market dur-
ing May 2-25, taking the
total outflow to `26,769
crore ($4 billion).
Harsh Jain, COO at

platform, attributed the
latest outflow mainly to
rise in cost of crude oil
prices. This would impact
all the oil importing
economies, including
India, and adversely affect
its current account deficit,
fiscal deficit, imported
inflation and create head-
winds for growth.
Besides, investors were

Trump cancelled a meeting
with North Korea and
threatened to impose tariffs
on auto imports. Also, FPIs
had started profit booking

n my previous article, I
had briefly touched
upon what is a high
quality (HQ) stock. What
most of us will find is that
HQ stocks are never
‘cheap’. They will have pre-
mium valuation relative to
most other companies. So,
how does one buy HQ com-
panies? And how much of
one’s portfolio does one put
in to HQ stocks? I do not
have any formulas for this,
but let me try and put
together one possible
framework that will set you
thinking. No single formula
will work for everyone,
given that each of us have
different fears, different
levels of material comforts
and varying levels of
wealth.
Most of the stocks that fall
outside the HQ universe,
will be either cyclicals or
‘emerging’ companies. If
you buy a dozen or so
emerging stocks after a lot
of homework, it is likely
that one or more of them
could turn out to be huge
winners, provided you own
not as small as you think.
Over 10 years, if you need a
25 per cent annualised
return, then your lakh of
rupees should turn in to `10
lakh.
The interesting fact to
note is that your 25 per cent
return will not be a uni-
form spread over the hold-
ing period. It could stagnate
for several years and then
suddenly shoot up. Just to
give you an example, let us
take a company named
Symph-ony Industries.
From 2002 to 2009, the stock
who bought in 2010. This is
where you need that little
luck. You could have chosen
a “Maharaja Appliance”
company and lost your
money. At their early stage,
both had potential. So the
trick is to buy both and stay
on. Catching young compa-
nies is a matter of hard
work and a ‘luck’ factor. I
am deliberately mention-
ing the ‘luck’ factor,
because if you are standing
and seeing 10 companies
that are young, each with
potential, circumstances

landed as heads, the former

called. Manjrekar walked
back to his position and
asked Dhoni if he had called
heads. Dhoni with a smile on
his face said no.

been among those influ-
enced by match-fixers in
the last two years, a sting
operation has alleged but
the two Boards have decid-
ed to wait for the comple-
tion of an ongoing ICC
probe before acting on the
sensational claims.
The sting has been car-
ried out by Al Jazeera
channel and the matches in
question are India vs Sri
Lanka (Galle, July 26-29,
2017), India vs Australia
(Ranchi, March 16-20, 2017)
and India vs England
(Chennai, December 16-20,
2016). The first and third
Tests mentioned were won
by India while the Ranchi
encounter ended in a draw.
The allegations — pitch
could have been doctored
at the behest of fixers
(India vs Sri Lanka), and
involvement of some
Australian and England
players in spot-fixing the
other two games. However,
no Indian player’s name
has cropped up in any
wrongdoing.
The Indian connection to
the latest scandal is former
Mumbai cricketer Robin
Morris, who is now alleged
to be a match-fixer.
Reacting to the TV chan-
nel’s claims, BCCI said it is
