Summary Position Statement Outline

Committee Conclusion:
Based on demographic growth forecasts, capital project forecasts, and citizen survey results. The Committee believes
that the City should secure its revenue sources in order to appropriately plan for future funding requirements for:
 Public Safety – fire and police
 Transportation
 Parks / Open Space / Recreation
The Committee unanimously agreed that the City should ask for voter approval to continue the 0.30% Quality of Life
and 0.16% Public Safety elements of the City’s sales tax. The Committee differed on the duration of the continued tax
– 75% in favor of an additional 20 years and 25% in favor of an additional 10 years.

The Committee believes that the projects to be addressed with the continuation of these taxes are:
 Build/replace/maintain fire stations with necessary equipment and staff to support the community
 Acquire new technology / equipment for law enforcement
 Improvements and maintenance of the City’s unique assets
o Island Grove
o UCCC
o Ice Haus
 Improve key intersections on Highway 34 at 47th Avenue, 35th Avenue and Highway 85
 Acquire open space lands for recreation enhancement

Projects presented to the Committee other than those listed above are generally supported by the Committee other than
new administrative facilities.

Funding from the continuation of these sales taxes is not sufficient to fund all projects. The Committee recommends
that the City partner with adjacent communities, granting organizations, CDOT, and the private sector for
complementary or matching funds and must prioritize projects as public safety, economic development and growth
requires.

The Committee evaluated demographic growth data, CDOT plans, and citizen survey results in order to develop this
conclusion.
